HomeMy WebLinkAbout2015-01-12 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, JANUARY 12, 2015 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:37 a.m. on Monday, January 12, 2015 in Conference Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Jacob Horowitz and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Michelle J. Gomez led the Pledge of Allegiance. 1. Legislative Update - Ronald L. Book: Mr. Book advised that last week was the first week of meetings and both Democrats and Republicans found a great deal to feel good about. Mr. Book talked about continued economic growth and indicated the latest revenue estimate as of December 2014 is estimated to be about $1 billion dollars. Mr. Book noted that Florida is #2 in the nation for job growth with Texas being #1 and the goal is for Florida to be #1. Mr. Book said the big issue this year is not gaming or marijuana but how the State will implement Amendment 1 and over the next 20 years Florida will spend billions of dollars on water, waste water, sewer water, water conservation and natural resource related issues. The question then becomes how it is implemented and where do we spend the money as $20 billion dollars will be spent over the next twenty years to protect our natural resources which will leave a legacy of what Florida should look like. Mr. Book reported that there will be a marijuana initiative forthcoming; believes the Governor will look to make additional tax cuts over the next four years; continue to add $1 billion dollars in K-12 in order to make sure children receive proper education and the Governor will continue to push economic development to create jobs. Mr. Book said he is not sure what will happen with gaming and marijuana but a lot of people are paying attention because it is a business opportunity. Mr. Book said there will be continued opportunity for water projects; the utility issue will not go away; red light cameras are still an issue; pension reform remains to be seen; enterprise zones are in trouble due to the Communication Services Tax and the local business tax will not go away. Mr. Book responded to a few questions from the Commission. 2. TR12590 - Broward 100 Mural Agreement: Item No. 6 (c) on the Consent Agenda. (TR12590) A Resolution of the City Commission of the City of Tamarac, Florida accepting and executing the Interlocal Agreement between Broward County and the City of Tamarac to provide public artwork relating to the Broward-100 Centennial Celebration; authorizing the appropriate City officials to execute said agreement; providing for conflicts; providing for severability; and providing for an effective date. Page 1 of 3 COMMISSION WORKSHOP MEETING January 12, 2015 Community Development Director Maxine Calloway introduced Public Art Administrator Glenn Weiss and Artist Ruben Ubiera to the Commission. Mr. Weiss gave a presentation, a copy of which is on file in the City Clerk's Office. Mr. Ubiera assured the Commission that he is not a graffiti artist and that he is an urban artist. Mr. Weiss and Mr. Ubiera responded to questions and concerns from the Commission. All were in agreement that the artwork is exciting and they a looking forward to see Mr. Ubiera's two designs; however, Commissioner Gomez did not feel that the wall selected to place the artwork was the appropriate venue. Mayor Dressler recessed the meeting at 10:49 a.m. and reconvened the meeting at 11:02 a.m. with all present as before. 3. TO2308 - Woodlands Neighborhood Improvement District: Item No, 8 (a) on Ordinances - First Reading. (TO2308) Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida on first reading amending Ordinance No. 2010-14, creating the Local Government Neighborhood Improvement District pursuant to Section 163.506, F.S., known as the Woodlands Community Neighborhood Improvement District (the "District") and amending Chapter 24 of the City's Code of Ordinances, entitled Zoning, Article III entitled district regulations, by specifically amending Division 26, entitled Safe Neighborhood Improvement Districts, creating Sections 24-542 through 24-549 providing for the establishment of the specific named Woodlands Community Neighborhood Improvement District, defining district boundaries; providing eligibility to request grants, to levy ad valorem taxes on real and personal property of up to 2 mills annually, and authority to collect special assessments to support planning and implementation of the district improvements including community policing innovations pursuant to Florida Statutes, Section 197.3635 in an amount not to exceed $500.00 for each individual parcel of land per year; designating the City Commission as the Board of Directors; establishing an Advisory Council to the Board of Directors; providing district powers; providing for the continuation of the district subject to the approval of a referendum in accordance with the procedures set forth in 163.511 F.S. providing for recordation; providing for codification; providing for conflicts; providing for severability; and providing for an effective date. Community Development Director Maxine Calloway appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Assistant City Attorney Horowitz said staff is bringing this matter back to find out by referendum if WNID registered voters want to continue the district and have the Commission take over as the Board and keep the current board on as an advisory committee. Community Development Director Calloway said the referendum will determine if the district continues or goes away at which point we will notify the state. Assistant City Attorney Horowitz said if the district is dissolved we will still have the ordinance on the books. Community Development Director Calloway went over in detail the ordinance amendments. There was a discussion on the annual projected revenue via 2 mills and the assessment and the process that would be incurred if the referendum passes; access to a gated community and how the district would operate. Assistant City Attorney Horowitz, Community Development Director Calloway and City Manager Cernech responded to questions and concerns from the Commission. Page 2 of 3 COMMISSION WORKSHOP MEETING January 12, 2015 There was a consensus from the Commission to have a date certain for the referendum and have staff give a presentation to the Woodlands Neighborhood Improvement District Board prior to the date certain for the referendum. All were in agreement.
