HomeMy WebLinkAbout2015-02-09 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, FEBRUARY 9, 2015 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:35 a.m. on Monday, February 9, 2015 in Conference Room 105, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Vice Mayor Pamela Bushnell joined the meeting via phone at 9:40 a.m. Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren, Assistant City Manager Diane Phillips and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance. 1. Legislative Update - Val Gelnovatch: Ms. Gelnovatch said the purpose of the update is twofold; to talk about the Federal Agenda for the coming year and the priorities of the Commission going forward. Ms. Gelnovatch talked about some of Tamarac's projects, federal legislation and regulations that are expected to impact cities in 2015 and upcoming federal and private foundations grants for City projects in 2015. A copy of the Federal Agenda is on file in the City Clerk's Office. Ms. Gelnovatch noted that in order to help Tamarac do more with less The Ferguson Group has narrowed down the grants to the top 100 that will apply to most cities and each week they will be sending out a grants announcement advising what certain grants are about and links for the grants. Ms. Gelnovatch talked about the grants processes and procedures and noted that The Ferguson Group does debriefing of grants managers to find out how to improve grant submission. Ms. Gelnovatch talked about Tamarac's changing demographics and how this Federal Agenda really speaks to the change and noted that The Ferguson Group is educating the people who make decisions in Washington to make sure they see the whole vision. Ms. Gelnovatch said they have seen a big push in Washington to push regulation on to state and local governments so that they bear the cost associated with regulations i.e. Tax Exempt Municipal Bonds. Ms. Gelnovatch said The Ferguson Group will continue to monitor the National Flood Insurance Program to make sure that when the program is implemented in three to four years it will be a program that helps people maintain their properties. The Ferguson Group will also monitor the Transportation Reauthorization Bill which has in the past been funded by the Gas Tax and they don't see Congress agreeing to increase the tax. Ms. Gelnovatch briefly touched on several items that are listed on the Federal Agenda that was provided to the Commission. 2. TR12607 - Filter Media Replacement - Package Filters 1 and 2 Project - Bid No. 15- 308: Item No. 6(d) on the Consent Agenda. (TR12607) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing that the City Commission -- awards Bid No. 15-03B to TLC Diversified, Inc., and authorizes the appropriate City Officials to execute the agreement between the City of Tamarac and TLC Diversified, Page 1 of 2 COMMISSION WORKSHOP MEETING February 9, 2015 Inc., for an amount of $311,495 for the Filter Media Replacement - Package Filters 1 and 2 Project located at the Tamarac Utilities Water Treatment Plant site; a contingency in the amount of $50,000 will be added to the project account for a total amount of $361,495; approving funding for this project from the appropriate Utilities Operational accounts; authorizing the appropriate City Officials to administer the contract; providing for conflicts; providing for severability; and providing for an effective date. Public Services Director Jack Strain and Purchasing/Contracts Manager Keith Glatz appeared. Public Services Director Strain gave a presentation, a copy of which is on file in the City Clerk's Office. Public Services Director Strain responded to a question from Mayor Dressler.
