CITY COMMISSION WORKSHOP
MONDAY, JUNE 8, 2015
CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission
to order at 9:35 a.m. on Monday, June 8, 2015 in Conference Room 105, Tamarac City
Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner
Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko
were in attendance.
Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S.
Goren, Assistant City Manager Diane Phillips and City Clerk Patricia Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Gomez led the Pledge of Allegiance.
1. TR12609 - Public Art at Fire Station 78 - Albert Paley Agreement: Item No. 6 (b) on
the Consent Agenda. (TR12609)A Resolution of the City Commission of the City of
Tamarac, Florida, approving the Public Art Proposal and concept by Albert Paley, and
execution of an agreement to provide a work of art to be placed on Fire Station 78, in
the amount of $100,000; providing for conflicts; providing for severability; and providing
an effective date. Community Development Director Maxine Calloway and Public Art
Administrators George Gadson and Beth Ravitz, and Public Art Committee Vice Chair
Tobey Archer appeared. Mayor Dressler asked if the three books depicting Mr. Paley's
art were gifts and Community Development Director Calloway said the books were only
for the Commission to browse through during the workshop in order to get a sense of
Mr. Paley's art. City Attorney Goren briefly explained the acceptance of gifts under the
Broward County Ethics Ordinance. Mr. Gadson gave a presentation, a copy of which is
on file in the City Clerk's Office. Mr. Gadson, Ms. Ravitz, Ms. Calloway and Fire Chief
Burton responded to a few questions from the Commission. All were in agreement that
the art work was excellent and Mayor Dressler noted that what he likes most is that the
City is fusing public art and architecture.
2. T02322 - General Employees' Pension Plan Amendments: Item No. 8 (a) on
Ordinances - First Reading. (T02322) Motion to adopt an Ordinance of the City
Commission of the City of Tamarac, Florida on first reading, amending Chapter 16,
Pension and Retirement, Article III, Employees' Pension Plan, providing for compliance
with the Internal Revenue Code; providing for a savings clause; providing for
severability; providing for codification and providing for an effective date. Human
Resources Director Maria Swanson appeared and said the reason for the change to the
ordinance is to have it reflect additional language requested by the IRS to comply with
IRS requirements this year. Human Resources Director Swanson noted there is no
fiscal or actuarial impact and the General Plan will be good for the next five years.
3. TR12645 - Appointing Five Members to the Charter Board: Item No. 6 (d) on the
-- Consent Agenda. (TR12645) A Resolution of the City Commission of the City of
Tamarac, Florida, appointing five members to the Charter Board; four members

appointed by the Commissioner from each district and one member appointed at -large,
to serve for one year, with new appointments to be made in six years; providing for
conflicts; providing for severability; and providing an effective date. City Clerk Patricia
Teufel appeared and gave a presentation, a copy of which is on file in the City Clerk's
Office. City Attorney Goren spoke briefly about the section of the Charter dealing with
redistricting and explained that there were two Ordinances passed in 2002 which said
redistricting was by population as mandated by Federal Law, however, the printed
version which appears in the City's Code book is incorrect and will be addressed during
Charter review.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 10.12 a.m.
