HomeMy WebLinkAbout2015-06-22 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, JUNE 22, 2015 CALL TO ORDER: Vice Mayor Pamela Bushnell called the Workshop of the City Commission to order at 9:32 a.m. on Monday, June 22, 2015 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. ABSENT: Mayor Harry Dressler Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren, Assistant City Manager Diane Phillips and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Glasser led the Pledge of Allegiance. 1. TR12654 - Approval of CDBG 5-Year Consolidated Plan & Action Plan.. Item No. 9 (a) on Public Hearing(s). (TR12654) A Resolution of the City Commission of the City of Tamarac, Florida, adopting the City of Tamarac Consolidated Plan; authorizing the appropriate City officials to submit said Consolidated Plan program funds for HUD's fiscal years 2015/2016 - 2019/2020; together with the fiscal year 2015 (City's Sixteenth Program Year) Annual Action Plan to the U.S. Department of Housing and Urban Development ("HUD") for the Community Development Block Grant ("CDBG"); Case No. 2-MI-15; providing for conflicts; providing for severability; and providing for an effective date. Community Development Director Maxine Calloway and Housing & Neighborhood Programs Manager Angela Bauldree appeared. Housing and Neighborhood Programs Manager Bauldree gave a presentation, a copy of which is on file in the City Clerk's Office. During the course of the presentation and afterwards, Housing and Neighborhood Programs Manager Bauldree, Community Development Director Calloway, Public Services Director Strain, Parks & Recreation Director Warner, Chief Building Official/ Director Grande and City Attorney Goren responded to questions from the Commission. Housing and Neighborhood Programs Manager Bauldree said she would provide more data to the Commission regarding the Median Home Values as requested by Commissioner Placko. 2. TR12655 - BSO K9 Training Facility Lease Agreement: Item No. 6 (d) on the Consent Agenda. (TR12655) A Resolution of the City Commission of the City of Tamarac, Florida, approving the lease of the property located at 7515 NW 88 Ave., Tamarac FL 33321 to the Broward Sheriff's Office for use as a K-9 Training Facility; authorizing the City Manager to enter into a Lease Agreement with the Broward Sheriff's Office; providing for conflicts; providing for severability; and providing for an effective date. BSO Captain Neal Glassman and Lieutenant Dennis Additon appeared. Captain Glassman gave a presentation, a copy of which is on file in the City Clerk's Office. Captain Glassman and Lieutenant Additon responded to a few questions from the Commission. All were in agreement that using the land behind the BSO Station for a K- 9 training facility was an excellent idea. Deputy Felix Vasconez presented his K-9 "Bane" to the Commission. Page 1 of 2 COMMISSION WORKSHOP MEETING June 22, 2015 Vice Mayor Bushnell recessed the meeting at 10:23 a.m. and reconvened the meeting at 10:27 a.m. with all present as before. 3. T02324 - Right of Way Solicitation: Item No. 8 (b) on Ordinances - First Reading. (T02324) Motion to adopt an Ordinance of the City of Tamarac, Florida, on first reading amending Chapter 14 of the City's Code of Ordinances entitled "Motor Vehicles and Traffic" by amending Article I, Section 14-3 entitled "Activity Restricted on Certain Streets"; prohibiting solicitations in and upon certain roadways and rights -of -way within the City; providing for definitions; providing for findings and intent; providing for penalties, providing for codification; providing for conflicts; providing for severability; and providing for an effective date. BSO Captain Neal Glassman appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. City Attorney Goren said the crafting of this ordinance was not taken lightly by staff or BSO with it being based on public safety and statistics as it needs to be able to stand up to a court challenge. City Attorney Goren said this ordinance is locational to Commercial Blvd., McNab Rd., Pine Island Rd. and University Drive, not citywide and applies to everyone not just the homeless. Captain Glassman and City Attorney Goren responded to questions and concerns from the Commission. City Attorney Goren noted that Captain Glassman will make a brief presentation at the meeting on Wednesday and make that presentation a part of the record. 4. T02323 - Water Utility Tax: Item No. 8 (a) on Ordinances - First Reading. (T02323) Motion to adopt an Ordinance of the City Commission of the City of Tamarac, Florida, on first reading amending Article VI "Public Service Tax" of Chapter 6, "Finance and Taxation of the Code of Ordinances of the City of Tamarac by amending Sections 6-157 through 6-159 to provide for the implementation of a public service tax on water service pursuant to Section 166.231, Florida Statutes; providing for notice to the Department of Revenue; providing for codification; providing for conflicts; providing for severability; providing for an effective date. Financial Services Director Mark Mason and Public Services Director Jack Strain appeared. Financial Services Director Mason gave a presentation, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason responded to a few questions from the Commission. 5. Discussion Regarding the Selection of the Voting Delegate for the Florida League of Cities Annual Conference. City Clerk Patricia Teufel appeared and said the Commission had been asked if they would be attending the annual conference and the only Commission member that will be attending is Mayor Dressler. There was a consensus from the Commission to appoint Mayor Dressler as the Voting Delegate for the FLC Annual Conference.
