HomeMy WebLinkAbout2015-09-08 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP TUESDAY, SEPTEMBER 8, 2015 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9.35 a.m. on Tuesday, September 8, 2015 in Conference Room 105, City Hall, 7525 NW 881h Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Michelle J. Gomez, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Vice Mayor Bushnell led the Pledge of Allegiance. 1. Update - Public Art Projects. Community Development Director Maxine Calloway, Public Art Administrators George Gadson and Beth Ravitz and Public Art Committee Chair Tobey Archer appeared. Mr. Gadson and Ms. Ravitz gave a presentation, a copy of which is on file in the City Clerk's Office. They talked about past accomplishments, the status of current projects and future projects. Commissioner Gomez suggested that instead of calling the project for Veteran's Park "Veteran's Memorial Wall" call it "Veteran's Tribute Wall". Community Development Director Calloway, Mr. Gadson, Ms. Ravitz, Ms. Archer and Parks & Recreation Director Warner responded to questions and concerns from the Commission. Mayor Dressler suggested that the Public Art Committee looking into doing a "Walking Art Trail" similar to the one in Delay Beach. 2. TR12672 - Taste of Tamarac 2015 - In -kind Support and Waiver of Fees: Item No. 6(b) on the Consent Agenda. (TR12672) A Resolution of the City Commission of the City of Tamarac, Florida, approving a request from the Tamarac Chamber of Commerce for in -kind support and to waive fees for the Taste of Tamarac event to be held at the Tamarac Community Center on Saturday, October 17, 2015, from 11.30 a.m. to 3:30 p.m., providing for permits, proper insurance, and execution of a hold harmless agreement; providing for conflicts; providing for severability; and providing for an effective date. Parks & Recreation Director Greg Warner and Tamarac Chamber of Commerce Executive Director Peter Mason appeared. Parks & Recreation Director Warner talked briefly about the in -kind support and waiver of fees that the City would be providing the Chamber which would amount to approximately $4,700. Mr. Mason gave a presentation, a copy of which is on file in the City Clerk's Office. Mr. Mason said the Chamber Taste of Tamarac Launch Party will take place on Thursday, September 17th at 5:30 p.m. at the Woodlands Country Club and invited people to attend. 3. Update on ISO Community Ranking System Annual Status Report - Chief Building Official/Director Claudio Grande appeared. Mr. Grande spoke of the preventative -- activities taken over the last year which included: waterway inspections and maintenance; pump station inspections and maintenance; storm water pipe and catch basin inspection and maintenance; street sweeping program and the culvert Page 1 of 3 COMMISSION WORKSHOP MEETING September 8, 2015 maintenance cleaning program. Mr. Grande talked about ongoing and recently completed Storm Water System Capital Improvement Projects which included: citywide culvert and headwall improvements; storm water pump station repair/renovation project _ and the Storm Water Master Plan. Mr. Grande noted that the City continues to work with Broward County to acquire conservation land and green spaces. Mr. Grande reported on the City's Outreach Projects which include: flood protection brochure; elevation certificates; map information service; repetitive loss properties, and business and resident education. Mr. Grande said in March 2105 Tamarac developed a Program for Public Information (PPI) committee tailored to the community's need for outreach about flood hazards and floodplain resources. The Committee consists of four City employees and twelve community leaders. The meetings are scheduled quarterly in order to open channels of communication for current and potential ideas to create a plan for public outreach and awareness. Mr. Grande went to the City's website and showed the Commission how people can obtain information about their property, access flood protection information and various links to other agencies. Vice Mayor Bushnell suggested that this website information be shared at the Neighborhood District meetings next spring. 4. Presentation on Financial Transparency - Financial Services Director Mark Mason and Assistant Financial Services Director/Controller Christine Cajuste appeared. Financial Services Director Mason said they want to show the Commission a new tool that will be available to the public regarding financial transparency via the Interactive Budget Portal. Assistant Director/Controller Cajuste walked the Commission through the landing page and Interactive Budget Portal. Financial Services Director Mason responded to a few questions from the Commission. -- 5. TO2325 - Amending Chapter 22 "Utilities", Code of Ordinances: Item No. 8(a) on Ordinance(s) - First Reading. (TO2325) An Ordinance of the City Commission of the City of Tamarac, Florida, amending Chapter 22, "Utilities" of the Code of Ordinances of the City of Tamarac by amending Section 22-96 Rates and Charges Applicable to City Utility, to provide regulations relating to service availability charges and consumption rate adjustments; providing for codification; providing for conflicts; providing for severability; providing for an effective date. Financial Services Director Mark Mason appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason ended by saying that this change to the Ordinance will allow Tamarac to be prepared to take advantage of the Water Sewer Index. 6. TR12664 - Banking Services Agreement: Item No. 6 (d) on the Consent Agenda. (TR12664)A Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate city officials to exercise a three (3) year renewal with subsequent two (2) year. Renewal options to the original agreement between the City of Tamarac and TD Bank, NA, as the city's depository and provider of banking services, and to execute agreement amendment #2 effective for the term October 23, 2015 Through October 22, 2018; providing for conflicts; providing for severability; and providing for an effective date. Financial Services Director Mark Mason and Purchasing/Contracts Manager Keith Glatz appeared. Financial Services Director Mason gave a presentation, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason talked about the current agreement; the proposed Page 2 of 3 COMMISSION WORKSHOP MEETING September 8, 2015 extension and changes in the Agreement. Financial Services Director Mason said staff will continue to look over the next three years to determine if we need to go out for an RFP. Financial Services Director Mason ended by saying that this is a good service agreement with TD Bank and we work well together.
