HomeMy WebLinkAbout2015-10-26 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, OCTOBER 26, 2015 CALL TO ORDER: Mayor Harry Dressler called the Workshop of the City Commission to order at 9:34 a.m. on Monday, October 26, 2015 in Conference Room 105, City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Pamela Bushnell, Commissioner Diane Glasser and Commissioner Debra Placko were in attendance. ABSENT: Commissioner Michelle J. Gomez Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, Assistant City Attorney Julie Klahr and City Clerk Patricia Teufel. PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance. 1. TR12712 - Execution of Agreement Addendum for EMS County Grant: Item No, 6 (c) on the Consent Agenda. (TR12712) A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City Officials to execute an Agreement Addendum between the City of Tamarac, a sub -grant participant, and Broward County for acceptance of a multiagency Emergency Medical Services (EMS) County Grant for improvement and expansion of prehospital emergency medical services under the project for Mass Casualty Incident (MCI)/Active Shooter equipment; providing for conflicts; providing for severability; and providing for an effective date. Division Chief Steve Stillwell and Purchasing/Contracts Manager Keith Glatz appeared. Division Chief Stillwell said this agreement will allow the acceptance of the EMS County Grant Award and to execute an addendum to the EMS County Grand Funding Agreement with Broward County. Tamarac represents one of the 16 agencies and as a sub -grant participant wishes to receive the EMS County Grant for MCl/active shooter equipment. This will provide backpacks that contain equipment such as trauma tourniquets and "quick clot", a product that speeds up clotting to reduce hemorrhaging which will speed up treatment for a better outcome for a victim. Chief Stillwell said that Davie will purchase and distribute the equipment to the 16 participating cities. Mayor Dressler noted that it is a sad commentary that we need to purchase such equipment. Mayor Dressler said he believes he read an article in the newspaper about the County not funding their share for School Resource Officers. City Manager Cernech said he would look into it and get back to the Commission with that information. 2. TR12709 - Bid Award 15-21 B for Colony West Maintenance Facility: Item No.6 (1) on the Consent Agenda. (TR12709) A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 15-21 B to and approving an Agreement with Sun Up Enterprises, Inc. for the Colony West Golf Course Maintenance Facility Improvement Project, in accordance with Bid No. 15-21 B for a contract amount of $195,169.00; a contingency in an amount of $29,275.35 will be added to the project account, for a total project budget of $224,444.35; authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective Page 1 of 3 COMMISSION WORKSHOP MEETING October 26, 2015 date. Assistant Public Works Director John Doherty and Purchasing/Contracts Manager Keith Glatz appeared. Assistant Public Works Director John Doherty gave a presentation, a copy of which is on file in the City Clerk's office. Commissioner Placko said she recently had a tour of the golf course and it is amazing how far it has come along in the last two years. 3. TR12706 - Citywide Buffer Wall Phase 2B Design Work: Item No, 6 (g) on the Consent Agenda. (TR12706) A Resolution of the City Commission of the City of Tamarac, Florida, approving execution of Task Authorization No. 16-02E with Stantec Consulting Services Inc. to provide Professional Engineering Services for the design and permitting of the Citywide Buffer wall Project, Phase 1113, which is generally located along Commercial Boulevard between Rock Island Road and NW 64th Avenue, in accordance with the City's Continuing Service Agreement as authorized by Resolution R-2011-87, authorizing an expenditure for said purpose in an amount not to exceed $145,597.50; authorizing an appropriation of $145,597. Assistant Public Works Director John Doherty and Purchasing/Contracts Manager Keith Glatz appeared. Assistant Public Works Director John Doherty gave a presentation, a copy of which is on file in the City Clerk's Office. Assistant Public Works Director John Doherty responded to questions from the Commission. Vice Mayor Bushnell said it would be helpful if they had displays that show what the project will look like. Mayor Dressler suggested getting 3D software that people can use. Commissioner Glasser said it would be good to have and use at the upcoming Neighborhood Meetings. Assistant Public Works Director John Doherty said staff will look into getting scaled walls or 3D software. 4. T02331 - FY2015 - 2nd Budget Amendment: Item No. 8 (a) on Ordinances - First Reading. (T02331) An Ordinance of the City Commission of the City of Tamarac, Florida, amending Ordinance 2015-05, which amended the City of Tamarac Operating Budget, Revenues and Expenditures, the Capital Budget, and the financial policies for the Fiscal Year 2015, by increasing the total revenues and expenditures by a total of $6,200,579 as detailed in Exhibit A attached hereto; providing for conflicts; providing for severability; providing for an effective date. Financial Services Director Mark Mason appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. 5. BSO Update: BSO Captain Neal Glassman appeared and gave a presentation, a copy of which is on file in the City Clerk's Office. Commissioner Glasser said Sheriff Israel was recently at Kings Point and talked about homes being broken into by breaking the realtor lock boxes and emergency responder lock boxes. Commissioner Glasser wanted to pass on this information so people are made aware of this issue. Captain Glassman said that this is not a common occurrence in Tamarac. Captain Glassman said Tamarac Fire Rescue has a program which gives out emergency responder lock boxes. Mayor Dressler said this is a program that should be highlighted in the Tam -A -Gram. Captain Glassman responded to questions from the Commission regarding the crime statistics contained in his presentation. Mayor Dressler said this is good information but would like to see comparison information for other cities in Broward County. Captain Glassman said the Florida Department of Law Enforcement does audits in June and at the end of the year and when that information becomes available he will update the Commission with that information. There were brief _ Page 2 of 3 COMMISSION WORKSHOP MEETING October 26, 2015 discussions regarding auto window tinting and things that people do that makes it easy for someone to recognize that no one is home. 6. Discussion Regarding Cancellation of the November 23, 2015 Commission Workshop, the November 25, 2015 Regular Commission Meeting, the December 21, 2015 Commission Workshop and the December 23, 2015 Regular Commission Meeting City Clerk Patricia Teufel appeared and said the Commission usually consents to the cancellation of the above meetings due to close proximity of the holidays and asked for a consensus to cancel the November 23�d Workshop, November 24th Meeting, December 21st Workshop and December 23�d Meeting. All were in agreement to cancel said meetings.
