HomeMy WebLinkAbout2016-02-24 - City Commission Regular Meeting MinutesCITY OF TAMARAC CITY COMMISSION MEETING WEDNESDAY, FEBRUARY 24, 2016 CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of Tamarac to order at 9:09 a.m. on Wednesday, February 24, 2016, in City Commission Chambers, Tamarac City Hall, 7525 NW 88t" Avenue, Tamarac, FL 33321. ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela Bushnell, Commissioner Michelle J. Gomez and Commissioner Debra Placko were in attendance. Also in attendance were: City Manager Michael C. Cernech, City Attorney Samuel S. Goren and City Clerk Patricia A. Teufel. PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance. 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation to the Mayor and Commission by Laura Davis, Volunteer Recruiter for the Florida Statewide Guardian ad Litem Office. b. Presentation of a proclamation by Mayor Harry Dressler commending Firefighter/Paramedic Job Maria as 2016 City of Tamarac Firefighter of the Year. (Requested by Fire Chief Mike Burton) c. Presentation of a proclamation by Mayor Harry Dressler proclaiming March 2016 as "Purchasing Month". (Requested by Purchasing & Contracts Manager Keith Glatz). d. Presentation by Mayor Harry Dressler of Employee Service Awards: 5 - Year Awards: Christine Lupo, Code Enforcement Officer, Community Development; Johnny Cruz, Chief Mechanical Inspector, Building; Carlos Garcia -Arse, Building Maintenance Technician, Public Services 10 - Year Awards: Nichola Lewis -Morgan, Housing & Neighborhood Program Coordinator, Community Development, Anthony Licata, Water Plant Lead Operator, Public Services 15 - Year Awards: Regina Skenandore, Administrative Coordinator, City Manager; John Doherty, Assistant Director/City Engineer, Public Services; Ray Anthony, Equipment Operator II, Public Services; Clark Louizor, Engineering Technician, Public Services; Imran Khan, Senior Fleet Mechanic, Public Services Hannes Lugger, Fleet Mechanic III, Public Services 2. CITY COMMISSION REPORTS: a. Commissioner Bushnell: Commissioner Bushnell said the Parks & Recreation staff have been working very hard to verify that vets who have submitted their names for the Tribute Wall at Veterans' Park have been honorably discharged and are residents of Tamarac. We are looking to have the glass panels ready for Memorial Day. Commissioner Bushnell said the Historical Society is a strong group of people who work hard and have been looking for a building they can call home. Commissioner Bushnell asked anyone who might know of such Page 1 of 5 COMMISSION MEETING February 24, 2016 a facility to contact the City. Commissioner Bushnell said recently she had an issue with her computer and was not receiving any emails. When she rebooted the computer a good number of emails popped up and noted that she received an email from a gentleman that will be speaking at Public Participation. Commissioner Bushnell asked the Commission to pay particular attention to his issue. b. Commissioner Gomez: Commissioner Gomez said she attended the Broward County Housing Community Development Task Force Board Meeting and the ADRC Valentine Fashion Show. Commissioner Gomez thanked the Mayor for having Laura Davis speak to the Commission regarding the Guardian Ad Litem Program. Commissioner Gomez said she recently visited the Russell Education Foundation After -School Program where they tutor children between the ages of 5 to 11. Commissioner Gomez commented that this is an excellent program. Commissioner Gomez said for the past three years she has been part of the Partners in Education Program where businesses give back to the community and mentor the children in our schools. Commissioner Gomez said she had the opportunity to speak with the principal of Taravella High School and she asked her to put together a meeting of just the principals of the schools that educate Tamarac children. Commissioner Gomez said she reached out to the charter and religious schools. Yesterday she had a meeting where there was good conversation and sharing of ideas. Commissioner Gomez said they were very complimentary about various Tamarac City departments. Commissioner Gomez asked Mayor Dressler if staff could put this on a workshop so she could discuss what was said at that meeting, share ideas and find out what the City contribute. City Manager Cernech said staff will schedule a workshop. c. Vice Mayor Glasser: Vice Mayor Glasser noted that Representative Alcee Hastings recently gave a report on Medicare and claims that they have as much money as they need to keep it going. Vice Mayor Glasser said she attended the ADRC Valentine Fashion Show and this is one of the many events they hold in order to raise funds to continue to provide programs to individuals that need assistance. d. Commissioner Placko: Commissioner Placko said yesterday President Obama talked about closing the Guantanamo Base in Cuba and noted that he should have waited till today as on this day in 1903 the U.S. and Cuba signed an agreement to open the base. Commissioner Placko said she is on the board of the MPO and one of the issues that they have discussed is backing the Y2 cent infrastructure and Y2 cent transportation surtax. Commissioner Placko said Broward County Commissioner Tim Ryan is the liaison between the MPO and the County and the County is trying to get this on the November 2016 ballot. e. Mayor Dressler: Mayor Dressler said he attended the Heart Walk; spoke at Millennium Middle School Career Day and attended the Community Small Business Meeting. Mayor Dressler said he also attended Representative Alcee Hastings meeting where he spoke about social security. Mayor Dressler also attended the ADRC Fashion Show. Mayor Dressler thanked Vice Mayor Glasser for chairing the workshop on Monday and was sorry he missed the update on the infrastructure and transportation surtax given by MPO Director of Planning James Cromar. Mayor Dressler said until the sales tax can be clarified as to who gets what, how the money is spent and how it will affect Broward County residents, Page 2 of 5 COMMISSION MEETING February 24, 2016 he is opposed to the surtax. Mayor Dressler said he expects that City Managers and Administrators will see this surtax as a good idea because it is a great source of income for cities. Mayor Dressler said he will be following this very closely through the Broward League of Cities meetings and will report back to the Commission. 3. CITY ATTORNEY REPORT: City Attorney Goren said earlier this week the Commission was provided with an extensive list of pending legislative bills that his office is keeping track of. City Attorney Goren talked about bills, including but not limited to, public records requests, discharging fire arms in residential areas, law enforcement body cameras, prohibiting the display of the confederate flag or emblem, open gun carry, law enforcement assessment, municipal elections, fracking and vacation rentals. City Attorney Goren responded to questions from the Commission regarding various bills. There was a discussion about ways to send emails to legislative members either in support or opposition of pending bills. 4. CITY MANAGER REPORT: City Manager Cernech reported that BSO will be conducting its Operation Medicine Cabinet and Shred-A-Thon on Saturday, February 27, 2016 from 10.00 a.m. to 1:00 p.m. at Kings Point, 7620 Nob Hill Rd. City Manager Cernech said registration packets for the Tamarac Summer Camp Program will be available on Monday, February 29th. Mail in registration for residents begins March 7th and mail in registration for non-residents begins March 14th. Camp is for eight weeks for children 5 — 14 years of age. Camp fees are as follows: 5 — 12 years old 1st child/resident $582.00, 1 St child/non-resident $705.00; 2"d child/resident $540.00, 2"d child/non-resident $645.00; 13-14 years old 1st child/resident $600.00, 1st child/non-resident $720.00; 2nd child/resident $560.00, 2"d child/non-resident $670.00. Upcoming Events: Concert in the Park at Mainlands Park, 4500 Monterey Drive, will take place on Friday, February 26th from 7:00 p.m. to 9:00 p.m. and will feature the "Happy Daze Band". The Teen Summit for teens between the ages of 13 — 17 will take place on Saturday, March 5, 2016 from 9:00 a.m. to noon at the Tamarac Community Center, 8601 W. Commercial Blvd. The Cost is $5.00 per teen and includes sessions, breakfast and lunch. City Manager Cernech reminded everyone that the District 2 Neighborhood Meeting will take place on Wednesday, March 2, 2016 at 6.30 p.m. at the Lime Bay Clubhouse, 9190 Lime Bay Boulevard. 5. PUBLIC PARTICIPATION: Mayor Dressler oened Public Participation and the following individual spoke: Luciano Borgia, 4633 NW 44' St., talked about issues with a lien on his property that he purchased and his efforts to resolve the problem. There was a discussion on ways to assist Mr. Borgia and the Commission asked for staff to schedule a workshop to discuss how to assist residents with issues like Mr. Borgia in the future. 6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any changes/additions to the Consent Agenda and City Manager Cernech said there were no changes/additions to the Consent Agenda. Commissioner Placko seconded by Commissioner Gomez moved approval of the Consent Agenda as presented. Motion passed unanimously (5-0). a.. TR12731 - Central Parc South: Model Sales: A Resolution of the City of Tamarac, Florida, granting a Model Sales permit for the Central Parc South residential development, located on the south side of Commercial Boulevard and west of the Florida Turnpike for a period of six (6) months; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2016-20 c. TR12750 - Award of Bid No. 16-03B for the Stormwater Master Pump Station Receiving Ponds Erosion Protection Project: A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 16-03B to and approving an Agreement with Landshore Enterprises, LLC for the construction of Stormwater Master Pump Station Receiving Ponds Erosion Protection Project, in accordance with Bid No. 16-03B for a contract amount of $799,209.26; a contingency in an amount of $119,881.39 will be added to the project account, for a total project budget of $919,090.65; authorizing an appropriation of $272,340.65; authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date. RESOLUTION R-2016-21 d. TR12753 - A Resolution Appointing One (1) Resident Trustee to the Firefighters Pension Board for a four-year term A Resolution of the City Commission of the City of Tamarac, Florida, Appointing one (1) Resident Trustee to the Firefighters Pension Board to serve a four-year term ending February 25, 2020; Providing for Conflicts, Providing for Severability; and Providing an effective Date. RESOLUTION R-2016-22 e. TR 12754 - Calling for the Release of Robert Levinson: A Resolution of the City Commission of the City of Tamarac, recognizing the plight of Robert Levinson and demanding his swift and safe return to his family; directing the City Clerk to transmit a copy of this resolution to the appropriate Federal and State Legislative members, the Governor of the State of Florida, the President of the United States and to the City of Coral Springs; providing for conflicts; providing for severability and providing for an effective date. RESOLUTION R-2016-23 7. REGULAR AGENDA: There were no Regular Agenda items scheduled for this meeting. 8. ORDINANCE(S) - FIRST READING: There were no Ordinance(s) - First Reading scheduled for this meeting. 9. PUBLIC HEARING(S): There were no Public Hearing items scheduled for this meeting. 10. ORDINANCE(S) - SECOND READING: a. TO2337 - Redistricting Ordinance: An Ordinance of the City of Tamarac, Florida, providing for the re-creation and re-establishment of the geographic boundaries for four (4) Election Districts in the City of Tamarac in accordance with Section 6.03 of the City Charter; providing for the implementation of revised Election Districts to be effective for the elections to be held in the City of Tamarac, Florida, commencing at the General Municipal Election in November, 2016, and thereafter; providing a form of request to the Supervisor of Elections of Broward Page 4 of 5 COMMISSION MEETING February 24, 2016 C 1 County, Florida, to implement the revised plan established pursuant to this Re -districting Ordinance and to create functional districts consistent with the identification of geographic boundaries for Election Districts; providing for the attachment of Election District Maps, Charts and street address descriptions, which are attached hereto as Exhibit "A" and incorporated herein by reference; providing for authorization and direction to the City Manager to implement the terms, conditions and provisions of this Ordinance to be effective for the next ensuing General Municipal Election of November 2016; providing for conflicts; providing for severability; and providing for an effective date. City Attorney Goren read T02337 by title into the record. Vice Mayor Glasser seconded by Commissioner Placko moved approval of T02337 on second reading. City Attorney Goren noted that Professor Stamm was here to answer any questions and any documents previously submitted are a part of the record. Mayor Dressler opened the public hearing and the following individual spoke: Jerald Heller, 7727 Southampton Terrace, was in favor of redistricting Option B. With no one else wishing to speak, closed the public hearing. Motion passed unanimously (5-0).
