CITY COMMISSION MEETING
WEDNESDAY, MAY 11, 2016
CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of
Tamarac to order at 7.04 p.m. on Wednesday, May 11, 2016, in City Commission Chambers,
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Debra Placko were in attendance.
ABSENT: Commissioner Michelle J. Gomez
Also in attendance were: City Manager Michael C. Cernech, City Attorney Samuel S. Goren
and City Clerk Patricia A. Teufel.
PLEDGE OF ALLEGIANCE: Commissioner Placko led the Pledge of Allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
a. Presentation by Mayor Harry Dressler of Certificates of Graduation to the Ninth Graduating
Class of Tamarac University - May 2016: Phyllis Albert, Claude Alexis, Alicia Brown, Susan
Chalmers, Kadeen Dennie, Douglas Eilrich, Elaine Fruchtman, Jose Galindo, Felicia Grey,
Renee Hudson, Erma Magana, Blondal Merant-Lormil, Karen Minott, Estela Mondello, Maria

b. Presentation of a proclamation by Mayor Harry Dressler proclaiming the City of Tamarac a

2. CITY COMMISSION REPORTS:
a. Commissioner Bushnell: Commissioner Bushnell said she was pleased that the TU
Graduates acknowledged Vice Mayor Glasser's Birthday by singing Happy Birthday.
Commissioner Bushnell said she attended the graduation ceremony today at Millennium
Middle School where she mentors six children and what is very interesting is that the children
know about the proposed new school and are very excited about it. Commissioner Bushnell
said she has been approached by residents about the proposed new high school indicating
that they are very pleased with the idea.

c. Vice Mayor Glasser: Vice Mayor Glasser said she attended the Broward League of Cities
Gala where Mayor Dressler was sworn in as the Secretary. Vice Mayor Glasser wished
everyone a belated Happy Mother's Day. Vice Mayor Glasser said she attended the Aging
and Disability Resource Center Senior Hall of Fame Breakfast last Friday inducting 10 new
members to the Senior Hall of Fame. Vice Mayor Glasser noted that she was inducted to the
Senior Hall of Fame last year.
d. Commissioner Placko: Commissioner Placko said last Wednesday she attended the MPO
meeting and at that meeting the motion to rescind the previous motion to support the
Transportation Surtax passed and a motion to support the Infrastructure Surtax passed.
Commissioner Placko said she will be attending another meeting at the MPO tomorrow and
she will bring that information back for the Commission.
Commissioner Placko said she and Commissioner Bushnell were approached by Barbara
Weinstein, of Family Central asking for assistance because children in Broward County are
going hungry. Commissioner Placko said this is not acceptable in this day and age.
Commissioner Placko said she would like to see drop boxes at City Hall and other City
facilities so people can donate non-perishable food. Commissioner Placko said she has
spoken to some HOA's and they have decided to have a picnic in order to collect food.
Commissioner Placko asked staff to put this in the Tam -A -Gram and approach local
supermarkets to help with donations. This has to be an ongoing drive and not a one-time deal
as there are families in Tamarac, as well as in other cities in Broward County, whose children
are hungry. Ms. Weinstein has suggested we have a program that people can adopt families
to assist them throughout the year.
e. Mayor Dressler: Mayor Dressler said the MPO meeting was a significant meeting because
it was one of the few times in the last few decades where cities said they must get together
and support the proposed Infrastructure Surtax. By a vote of 21 to 4 and it was overwhelming
passed by the cities and was not supported by 3 Broward County Commission Members and
1 Mayor.
Mayor Dressler said he attended the Senior Hall of Fame Breakfast and it is a great event
that recognizes people in Broward County that give back to the community. Mayor Dressler
said he attended an interfaith meeting hosted by BSO which was very well attended by a
variety of people of different faiths. Mayor Dressler said he hopes these meeting will take
place more frequently than just once a year. Mayor Dressler said he attended the Broward
League of Cities Gala where he was installed as the Secretary and noted that this is
important to Tamarac because it is a wonderful opportunity for Tamarac to be seen in a
different way than it has been in the past.
3. CITY ATTORNEY REPORT: City Attorney Goren said there is a 4 hour Broward League
of Cities Elected Officials Training Boot Camp on Friday, May 13, 2016, from 9:00 a.m. to
1:00 p.m., at the Broward MPO office located at 100 W. Cypress Creek Rd. in Ft. Lauderdale.
City Attorney Goren said the City Clerk has forwarded to the Commission an invitation to the
OIG ethics class and informed the Commission that the class is not required it was only an
invitation. City Attorney Goren said there is no litigation to report and no need for a Shade
Session at this time.

City Attorney Goren said that later on the agenda there will be 4 Charter Amendment
Ordinances for approval on second reading. City Attorney Goren said that Assistant City
Attorney Horowitz is hear and will be happy to make a presentation for the benefit of the
Commission as well as the general public.
4. CITY MANAGER REPORT: City Manager Cernech congratulated Mayor Dressler on being
sworn in as Secretary of the Broward League of Cities; wished Vice Mayor Glasser a Happy
Birthday and wished Commissioner Placko and Commissioner Bushnell a belated Happy
Birthday.
City Manager Cernech said he left the workshop early on Monday in order to attend the City
Managers Meeting to discuss the County -wide sales tax increase for Infrastructure. City
Manager Cernech said he expects that we will be closing in on 90% of Broward County's
Elected Officials approving a uniform resolution supporting the Infrastructure Surtax. City
Manager Cernech said that it is important that we do a good job of educating the residents as
the necessity of a revenue stream to support the infrastructure going forward. City Manager
Cernech noted to so far Tamarac has done a good job of maintaining its infrastructure but
there are other cities that have not. City Manager Cernech said we are currently working on
two temporary fire stations, with the possibility of a third, and at some future time they will
need to be replaced with permanent fire stations. City Manager Cernech noted that Coral
Springs has built one new fire station and are in the process of building two other fire
stations. City Manager Cernech said it is obvious that all Broward County cities have the
same issues and the City Managers will meet and work with the MPO to come up with a slid
plan to educate the public to get this sales tax approved. The message is that we are working
to build a better Broward County and building a better Tamarac is also building a better
Broward County. City Manager Cernech talked of upcoming CIP projects that will need a
significant amount of money to accomplish. City Manager Cernech said the City Managers
will be meeting with the County Administrator next week to discuss the Infrastructure Surtax.
City Manager Cernech said that on Monday the Commission heard from Dr. Cendan
regarding the proposed high school and there was a discussion about a resolution coming
before the Commission at tonight's meeting. Staff will not be bringing that resolution forward
tonight but will bring it before the Commission at the net meeting in order to make sure we
have all the information that we need. Staff fest it was in the best interest to delay the
resolution and get all the necessary information. City Manager Cernech staff is planning on
working with the Commission to go out in their districts to talk to people about the school
proposal.
Upcoming Events: The Splash Expo will take place on Saturday, May 14th at Caporella
Aquatic Center from noon to 3:00 p.m., this is a free event. The Memorial Day Ceremony,
unveiling he Veterans Honor Wall, will take place on Monday, May 30th at 10:30 a.m. at
Veterans Park.
Past Events: The Swim Bash which took place on April 30th had more than 450 participants
and the Concert on the Green which took place on May 6th had 250 people in attendance.

system buffer wall, is in the design and permitting phase and construction is expected to
begin in 6 to 8 weeks following the wall fabrication and issuance of a permit.
5. PUBLIC PARTICIPATION: Mayor Dressler opened Public Participation and the following
individuals spoke: April Fitzgerald, 6006 Umbrella Tree Lane, spoke about an inaccurate
accident report; Moshe Benharosh, 4810 NW 49th PI., spoke about building violations; and
Mel Dubin, 7413 Fairfax Dr., spoke about the legislation regarding "Open Carry" failing during
the most recent legislative session. With no one else wishing to speak, Mayor Dressler
closed Public Participation.
6. CONSENT AGENDA: Mayor Dressler asked City Manager Cernech if there were any
changes/additions to the Consent Agenda and City Manager Cernech said there were no
changes/additions to the Consent Agenda. Commissioner Placko seconded by Vice Mayor
Glasser moved approval of the Consent Agenda as presented. Motion passed unanimously
(4-0).

b. TR12767 - Amendment to Fifth Cent Additional Local Option Gas Tax Agreement: A
Resolution of the City Commission of the City of Tamarac, Florida authorizing the appropriate
city officials to execute the 2016 Amendment to Interlocal Agreement between Broward
County and City of Tamarac providing for division and distribution of the proceeds from the
Broward County Fifth Cent Additional Local Option Gas Tax on Motor Fuel for Transit;
providing for conflicts, providing for severability; and providing for an effective date.

a. TO2339 - Amendment to the Charter of the City of Tamarac at Article XII, entitled
"Miscellaneous Provisions," and in particular deleting Section 12.06 entitled "Residential
Growth Control": An Ordinance of the City of Tamarac, Florida, submitting to Referendum an
amendment to the Charter of the City of Tamarac at Article XII, entitled "Miscellaneous
Provisions," and in particular deleting Section 12.06 entitled "Residential Growth Control";
deleting the Residential Growth Control Provisions from the City Charter since the concept of
Residential Growth Control is contemplated by the City's Comprehensive Plan; providing for
a notice of an advertisement of the Referendum Election to be published in accordance with
the Code of Ordinances and the Charter of the City of Tamarac, Florida, as well as the State
of Florida Election Code; providing that this Ordinance, when adopted, shall be submitted to
the qualified electors of the City of Tamarac, on the November 2016 General Election Ballot

the Referendum Election to be published in accordance with the Code of Ordinances and the
Charter of the City of Tamarac, Florida, as well as the State of Florida Election Code;

City Attorney Goren advised that he would read TO2339, TO2340, TO2341 and TO2342 into
the record but they would be voted on separately. City Attorney Goren read TO2339,
TO2340, TO2341 and TO2342 by title into the record. City Attorney Goren said Assistant
City Attorney Jacob Horowitz was in attendance and that he was there to provide the
Commission with a brief presentation on all four items. Assistant City Attorney Horowitz
gave a brief presentation on TO2339, TO2340, TO2341 and TO2342. Mayor Dressler
opened the public hearing on TO2339, TO2340, TO2341 and TO2342 and with no one
wishing to speak, closed the public hearing.
Commissioner Placko seconded by Vice Mayor Glasser moved approval of TO2339 on
second reading. Motion passed unanimously (4-0).

e. TO2333 - Commercial Vehicle Ordinance: An Ordinance of the City Commission of the
City of Tamarac, Florida amending Chapter 14 of the City's Code of Ordinances, entitled
"Motor Vehicles and Traffic" by specifically amending Article II, entitled "Stopping, Standing
and Parking," Section 14-30 entitled "Parking or Storage of Commercial or Recreational
Vehicles, Boats and Boat Trailers" to prohibit the parking and storage of certain commercial
and recreational vehicles in residential areas except as provided herein; providing for
codification; providing for conflicts; providing for severability and providing for an effective
date. City Attorney Goren read TO2333 by title into the record. Mayor Dressler opened the
public hearing and Eric Paulson 7180 NW 70th St. and asked the Commission to think about
the impact this ordinance would have. Mayor Dressler advised Mr. Paulson that as a result of
his appearing at first reading and expressing his concerns about the proposed 19ft. length
limit, the ordinance was changed to a 20 ft. length. Mr. Paulson thanked the Commission.
With no one else wishing to speak, Mayor Dressler closed the public hearing.
Commissioner Bushnell seconded by Commissioner Placko moved approval of TO2333 on
second reading. Motion passed unanimously (4-0).
