CITY COMMISSION MEETING
MONDAY, NOVEMBER 21, 2016
CALL TO ORDER: Mayor Harry Dressler called the Commission Meeting of the City of
Tamarac to order at 10.12 a.m. on Monday, November 21, 2016 in City Commission
Chambers, Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Debra Plako, Commissioner Michelle J.
Gomez, were in attendance.
ABSENT: Commissioner Pamela Bushnell and Commissioner Diane Glasser
Also in attendance were City Manager Michael C. Cernech, City Attorney Samuel S. Goren
and City Clerk Patricia A. Teufel.
PRESENTATION OF COLORS: Tamarac Fire Department Honor Guard
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
NATIONAL ANTHEM: Sung by Chantal Deshaies
1. TR12883 - Declaring the Results of the November 8, 2016 General Election: A Resolution
of the City commission of the City of Tamarac, Florida, declaring the results of the November
8, 2016 General Election for City Commission District 1 and City Commission District 3.,
providing for conflicts; providing for severability; and providing for an effective date. City
Attorney Goren read TR12883 by title into the record. Commissioner Placko seconded by
Commissioner Gomez moved approval of TR12883. Motion passed unanimously (3-0).
RESOLUTION R-2016-135
2. TR12884 - Declaring the Results for the November 8, 2016 Referendum Questions: A
Resolution of the City Commission of the City of Tamarac, Florida, declaring the results of the
Referendum Election Voting at the November 8, 2016 Election on amendments to the City
Charter: Ordinance No. 0-2016-06 Article XII, deleting Section 12.06 entitled "Residential
Growth Control" to eliminate redundancy since the City's Residential Growth Control
Regulation is otherwise contemplated by the City's Comprehensive Plan; Ordinance No. 0-
2016-07 amending Article VI, Section 6.03 entitled "Redistricting" requiring the engagement
of a 4-year university to conduct a redistricting analysis and provide for redistricting every 10
years following the Decennial Census, or sooner if mandated by law; Ordinance No. 0-2016-
08 Article X entitled "City Clerk" amending Section 10.01 entitled Appointment and
Compensation" amending section 10.03 entitled "Suspension or Removal" to provide for
consistency between the City Clerk position and the position of other City Department Heads;
Ordinance No. 0-2016-09 Article V entitled "City Manager" and in particular amending
Section 5.04 entitled "Powers and Duties of the City Manager" deleting the reference to the
City's Building Official to provide for consistency with the Building Official position and the
position of other City Department Heads; providing for conflicts; providing for severability; and
providing for an effective date. City Attorney Goren read TR12884 by title into the record.

Commissioner Gomez seconded by Commissioner Placko moved approval of TR12884.
Motion passed unanimously (3-0).
RESOLUTION R-2016-136
Mayor Dressler acknowledged County Commissioner -elect Nan Rich, County Commissioner
Dale V.C. Holness, Former County Commissioner Ilene Lieberman, Democratic Party Chair
Mitch Caesar and County Commissioner -elect Michael Udine.
3. Oath of Office - Commissioner District 1: County Commissioner Dale V.C. Holness
administered the Oath of Office to Marlon Bolton and presented Commissioner Bolton with
the Certificate of Election.
4. Oath of Office - Commissioner District 3: County Commissioner Nan Rich administered the
Oath of Office to Julie Fishman and presented Commissioner Fishman with the Certificate of
Election.
Mayor Dressler opened the floor for comments from the current Commission and the newly
elected officials.
5. Public Participation: Mayor Dressler opened Public Participation and with no one wishing
to speak, closed Public Participation.
6. Adjournment: There being no further business to come before the City Commission, Mayor
Dressler adjourned the meeting at 10:50 a.m.
