SPECIAL CITY COMMISSION WORKSHOP
WEDNESDAY, JANUARY 13, 2016
CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City
Commission to order at 9:11 a.m. on Wednesday, January 13, 2016 at Colony West
Country Club, 6800 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez, and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, City Attorney Samuel Goren, City Clerk Patricia Teufel, Community
Development Director Maxine Calloway, Planning & Zoning Manager Frank Zickar, Fire
Chief Mike Burton, Captain Neal Glassman, Human Resources Director Maria
Swanson, Chief Building Official/Director Claudio Grande, Financial Services Director
Mark Mason, Parks & Recreation Director Greg Warner and Assistant Public Works
Director John Doherty.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
City Manager Cernech said we have not talked much about Land Development Code
Rewrite since the Commission authorized staff to move forward with the rewrite. City
Manager Cernech said everything that we do is key to the Strategic Plan and one of the
most important parts of the Strategic Plan is Economic Development and
Redevelopment. Economic Development is a challenge and Redevelopment is the key
to success in the future.
City Manager Cernech said when we put out the RFP we looked for a consultant that
would give us the most progressive code we could get. What we will see this morning is
the successes that some other cities have achieved with their recent Code Rewrites.
City Manager Cernech noted that Tamarac's existing code is from the 1970's and a lot
has changed since then. City Manager Cernech said this is the Commission's
opportunity to put their finger prints on Tamarac's Code and Economic Development
and Redevelopment opportunities. The rewritten Code will be in effect for a significant
amount of time. City Manager Cernech said staff is not looking for any decisions today;
however, what staff is looking for is to obtain good feedback and discussion on how this
will impact our Economic Development opportunities and Redevelopment opportunities.
City Manager Cernech said Module 1 is the first presentation the Commission will have
and there will be future presentations on Module 2 and 3. City Manager Cernech noted
that the consultant will come before the Commission at some future time to discuss the
Land Development Code Rewrite.
City Manager Cernech said Community Development Director Calloway will walk the
Commission through the documentation contained in the binders and make sure that
everybody has a full understanding of the Land Development Code.

Community Development Director Calloway gave a presentation, a copy of which is on
file in the City Clerk's Office. Community Development Director Calloway gave a project
overview and noted that the draft Land Development Code would be provided in three
installments. The first installment regarding administration is what we are looking at
today and it also has been made available to the public on line for comments; public
meetings will be held at key milestones and finally there will be adoption at a public
hearing. Community Development Director Calloway said the current code is over 40
years old and doesn't speak to current development and redevelopment, it is not
progressive and is not user friendly.
Community Development Director Calloway said the Primary Code Chapters and
Secondary Code Chapters will be unified into one chapter, Chapter 10. Community
Development Director Calloway gave a synopsis of Article 1: General Provisions; the
relationship to other regulations, transitional provisions and nonconformities.
Community Development Director Calloway talked about Article 5 — Administration in
great detail.
Mayor Dressler recessed the meeting at 10:12 a.m. and reconvened the meeting at
10:34 a.m. with all present as before.
Community Development Director Calloway went over the common review procedures
for the various types of applications, suggested changes and relief procedures.
Community Development Director Calloway, City Attorney Goren and City Manager
Cernech responded to questions and comments from the Commission throughout the
presentation. All the Commission members expressed concern about the proposed
change of having the Planning Board approve site plans. There was a long discussion
regarding site plan approvals. City Attorney Goren explained the Sunshine rules
regarding conversations between Commission members and their appointment to the
Planning Board and ended by saying that Commission members can attend Planning
Board meetings. ommunity Development Director Calloway briefly went over the
development review processes of several surrounding cities.
There was a consensus to adjourn the meeting and reschedule another meeting to
finish the presentation and discussion of Module 1.
There being no further business to come before the City Commission for consideration,
Mayor Dressler adjourned the meeting at 11:55 a.m.
