SPECIAL CITY COMMISSION WORKSHOP
WEDNESDAY, JANUARY 26, 2016
CALL TO ORDER: Mayor Harry Dressler called the Special Workshop of the City
Commission to order at 2:14 p.m. on Tuesday, January 26, 2016 at Colony West
Country Club, 6800 NW 88th Avenue, Tamarac, FL 33321.
ROLL CALL: Mayor Harry Dressler, Vice Mayor Diane Glasser, Commissioner Pamela
Bushnell, Commissioner Michelle J. Gomez, and Commissioner Debra Placko were in
attendance.
Also in attendance were City Manager Michael C. Cernech, Assistant City Manager
Diane Phillips, City Attorney Samuel Goren, City Clerk Patricia Teufel, Community
Development Director Maxine Calloway, Planning & Zoning Manager Frank Zickar, BSO
Captain Neal Glassman, Assistant Building Official Pat Richardson, Financial Services
Director Mark Mason, Parks & Recreation Director Greg Warner, Public Services
Director Jack Strain and IT Director Levent Sucuoglu.
PLEDGE OF ALLEGIANCE: Mayor Dressler led the Pledge of Allegiance.
City Manager Cernech said when we met on January 13th we only went over 1/3 of the
Module 1 — Land Development Code Rewrite presentation and the goal today is for
Maxine and Frank to walk us through the rest of the presentation in order to get
additional input from the Commission. At the last meeting we spent a lot of time talking
about the willingness of the Commission to delegate authority. The Commission
directed staff to look at other options and that is what we are looking at. Maxine and
Frank have been in touch with other cities and we have 5 or 6 examples of what other
cities do. We are not ready to talk about that today but will in the near future. City
Manager Cernech said we are here to get the Commission's input on other items. Staff
heard loud and clear the issue of delegation of authority at the last meeting and there is
no need to discuss it further today. When the Commission comes back for the second
review we will have resolved that issue.
Community Development Director Calloway said today we will finish up Module 1 and at
some future date we will meet to discuss Module 2 — Zoning Districts and Module 3 —
Development and Design Standards. Community Development Director Calloway talked
about the Administrative Appeal Process and she, City Attorney Goren and City
Manager Cernech responded to questions from the Commission in that regard.
Community Development Director Calloway briefly talked about the different Application
types and the General Notice Requirements which are being updated to align with
Florida Statutes. Community Development Director Calloway went over the Major vs.
Minor Site Plan Thresholds; updating Plat Review and Approval procedures; Temporary
Use/Structure Permit procedures and the proposed new processes and procedures.
Community Development Director Calloway briefly went over the Allowable
Administrative Adjustments; the review standards and the suggested new approval
criteria.

Community Development Director Calloway said that Module 2 will cover District & Land
Uses and Module 3 will cover Development and Design Standards. After all three
modules have been discussed and the Commission's feedback taken into
consideration, then this will go before the Planning Board. There will also be Public
Hearings and the item would then be presented to the Commission for adoption and
finalization. Community Development Director Calloway noted that staff is expecting to
bring Module 2 to the Commission for discussion in March or April and Module 3
sometime in the summer. City Manager Cernech, City Attorney Goren and Community
Development Director Calloway responded to questions from the Commission
throughout the presentation.
There being no further business to come before the City Commission for consideration,
Mayor Dressl"djourned the meeting at 3:27 p.m.
