HomeMy WebLinkAbout2016-12-08 - City Commission Special Workshop Meeting MinutesCITY OF TAMARAC SPECIAL WORKSHOP THURSDAY, DECEMBER 8, 2016 CALL TO ORDER: City Manager Michael C. Cernech called the Special Workshop to order at 9:12 a.m. on Thursday, December 8, 2016 in Conference Room 204, City Hall, 7525 NW 88'h Avenue, Tamarac, FL 33321. ROLL CALL: Commissioner Marlon Bolton and Commissioner Julie Fishman Also in attendance were City Manager Michael C. Cernech, Assistant City Manager Diane Phillips, City Attorney Samuel S. Goren, Assistant City Attorney Julie Klahr, City Clerk Patricia A. Teufel, Financial Services Director Mark Mason, Public Services Director Jack Strain, Assistant Building Official Patrick Richardson, Management Analyst I Laura Karpaviciute, Community Development Director Maxine Calloway, Parks & Recreation Director Greg Warner and Assistant Parks & Recreation Director Linda Probert. City Attorney Goren briefly went over the rules of the road on how this particular meeting would be conducted. City Manager Cernech gave brief opening remarks to the new Commission Members. City Manager Cernech said the purpose of holding the orientation was to give the new Commission Members a historical perspective as well as a better understanding of what would be happening in Tamarac over the next few years. Assistant City Manager Phillips and Management Analyst I Karpaviciute gave a presentation on the recent Community and Business Community Survey Results and Strategic Planning. A copy of the presentation is file in the City Clerk's Office. Parks & Recreation Director Warner and Assistant Parks & Recreation Director Probert gave a presentation on the Parks and Recreation Master Plan, a copy of which is on file in the City Clerk's Office. Parks & Recreation Director Warner responded to a few comments from Commissioner Bolton. City Manager Cernech recessed the meeting at 10:40 a.m. and reconvened the meeting at 10:56 a.m. Community Development Director Calloway and Financial Services Director Mason gave a presentation on the Tamarac Village/Colony West Hotel Projects, a copy of which is on file in the City Clerk's Office. Financial Services Director Mason, Community Development Director Calloway, City Attorney Goren and Assistant City Attorney Klahr responded to questions from Commissioner Fishman throughout the presentation. City Manager Cernech asked Community Development Director Calloway to get copies of the proposed Colony West and Golf Cart Barn site plan to the remaining Commission Members for their review. Assistant Building Official Richardson gave an overview of the Permit Process and the Code Violation Process, a copy of which is on file in the City Clerk's Office. City Page 1 of 2 SPECIAL WORKSHOP December 8, 2016 Manager Cernech recessed the meeting at 11:53 a.m. and reconvened the meeting at 11.54 a.m. Assistant Building Official Richardson continued with his presentation. City Manager Cernech, Assistant Building Official Richardson, City Attorney Goren and Assistant City Attorney Klahr responded to questions from Commissioners Bolton and Fishman. City Manager Cernech recessed the meeting at 12,09 p.m. for lunch and reconvened the meeting at 1:13 p.m. Community Development Director Calloway gave a presentation on the Major Arterial Corridor Study, a copy of which is on file in the City Clerk's Office. Community Development Director Calloway then gave a presentation on the Commercial Arterial Redevelopment Study, a copy of which is on file in the City Clerk's Office. City Manager Cernech, Community Development Director Calloway and Assistant City Attorney Klahr responded to a few questions from Commissioners Bolton and Fishman throughout the presentation. City Manager Cernech recessed the meeting at 2:22 p.m. and reconvened the meeting at 2:43 p.m. Community Development Director Calloway gave a presentation on Module 1 of the proposed Revised Land Development Regulations (LDR), a copy of which is on file in the City Clerk's Office. Community Development Director Calloway, City Manager Cernech and Assistant City Attorney Klahr responded to a few questions throughout the presentation. Community Development Director Calloway gave a brief overview of Module 2 of the LDR. City Manager Cernech recessed the meeting at 3:51 p.m. and reconvened the meeting at 152 p.m. Community Development Director Calloway then gave a brief overview of Module 3 of the LDR.
