Home My WebLink About2005-02-09 - City Commission Regular Meeting MinutesCITY OF TAMARAC REGULAR CITY COMMISSION MEETING WEDNESDAY FEBRUARY 9, 2005 CALL TO ORDER: Mayor Schreiber called the regular meeting of the City Commission to order on Wednesday, February 9, 2005 at 7:00 p.m. in Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Joe Schreiber, Vice Mayor Marc L. Sultanof, Commissioner Edward C. Portner, Commissioner Beth Flansbaum-Talabisco and Commissioner Karen L. Roberts. ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft, and City Clerk Marion Swenson. Commissioner Karen L. Roberts led the pledge of allegiance. INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation by Mayor Schreiber of a proclamation proclaiming the week of February 20-26, 2005 as National Engineers Week. Utilities Director Gagnon and Public Works Director Strain accepted. REPORTS 2. City Commission: Mayor Schreiber had no report. Commissioner Partner asked City Manager Miller if the Mayor's office has a special payroll and City Manager Miller said no. Commissioner Portner referenced written material stating a gentleman had served on the Planning Board and was a special advisor and engineer to the Mayor. Mayor Schreiber said he had not hired anyone as a special advisor or otherwise. Commissioner Roberts said Tamarac's first street dedication, for Charles Seville, was held last week in Woodmont and thanked city staff and Woodmont Property Owners Association, especially Burt Schneider. Commissioner Roberts added it was a great ceremony. Vice Mayor Sultanof congratulated the Engineering Division and noted the largest group of people that go into the engineering field is from India. Vice Mayor Sultanof thanked Laurie Plotnick for representing State Representative Ari Porth at Commission meetings and said it is important to have a connection to Tallahassee. February 9, 2005 Page 1 of 4 Commissioner Flansbaum-Talabisco added to the comments made by Commiss oner Roberts regarding the street dedication and thanked staff for a lovely morning ent. Commissioner Flansbaum-Talabisco acknowledged Burt Schneider and his wife: and their community, and said everyone should have people like the late Mr. Seville in their community. Commissioner Flansbaum-Talabisco recognized Laurie Plotnick and said, on a personal note, she and Laurie discovered they actually lived in the same to n in New York and their families were friends a long time ago. Commissioner Flansb um- Talabisco said it is very nice to see Laurie sitting in the audience; it reminds her the old days in Brooklyn. 3. City Attorney: City Attorney Kraft had no report. 4. City Manager City Manager Miller reported BSO District 7 will cond 'ct a vehicle safety checkpoint on February 18th in the 5000 block of Rock Island Road, from 7:30 a.m. to 10:30 a.m. On Feb. 10th, BSO will host a club giveaway, CAT prograrn and bicycle registration at Woodland Meadows. We received notification from the 'U.S. Department of Housing and Urban Development that Tamarac has been allocated $481,741 for its 2005 CDBG program. Fire Chief Budzinski has been reappointed to the Broward County Fire Code Committee for the Board of Rules and Appeals. This committee hears fire code appeals from developers and contractors attempting to gain clarification of the code or who have alternate methods of fire protection. Tamarac Fire Rescue hosted an advanced CERT training class on Saturday and 36 CERT members from around the state participated. Over 160 CERT members have been trained ir this advanced program, which is funded through a state grant provided for equipment and training. Tamarac is well ahead of the grant requirements with more than hal the participants having attended at least 5 classes. A total of 16 classes have een scheduled and we expect to fill each and every one of the programs. Comm nity Education Preparedness Specialist Schoen completed the National Safety Co ncil training program required for the child seat grant program. This grant provides traiihing, child car seats and a trailer to allow the program to be delivered at different sites around Tamarac; after the trailer is received, visits to various communities will be sched iled. The Father and Daughter Valentines dance will be held on Feb. 12th from 6:00 .m.- 8:00 p.m. at the Community Center, and the Sweethearts Ball for Seniors will be he d on February 14th, at the Community Center from 2:00 p.m.-4:00 p.m. On February 18t the teen summit, one of the first in our area, will be held at the Community Center and the Twilight Concert series resumes on March 5th at the Tamarac Sports Complex. City Manager Miller said ongoing sports at the Tamarac Sports Complex include en's soccer, youth soccer, youth winter basketball, men's basketball and t-ball; little league started practice this past week. 5. PUBLIC PARTICIPATION: Burt Schneider, 8016 NW 72 Street, Tam; extended thanks and gratitude to the Commission and staff for the street dedicatil Woodmont. Mr. Schneider said the event was done with dignity, and on behalf of Seville, thanked City Attorney Kraft, Public Works Department and the entire involved. Mr. Schneider spoke about a situation in Woodmont where someone is I in a trailer in the back yard of a residence, and said he was told this is not a February 9, 2005 Page 2 of 4 n in Ors. ng 1 1 1 violation. Mayor Schreiber asked if there are deed restrictions and Mr. Schneider said many areas do not have an association; there are no deed restrictions without an association. Vice Mayor Sultanof questioned whether there is an electrical hook-up and spoke about a similar situation in Westwood 21, which was deemed a code violation. City Manager Miller said he would look into the matter and consult with staff as there is no mobile home zoning in Tamarac. Jack Cabot, 5802 NW 81 Terrace, Tamarac, spoke about the sidewalk along 57t" Street adjacent to the Tuscany Development. Mr. Cabot said this is a safety issue in that the sidewalk ends near the canal and does not continue through to 81st Avenue. Mayor Schreiber said the matter would be looked into and if something needs to be done, we will do it. Commissioner Flansbaum-Talabisco said she received two phone calls about this matter; it was reported to city staff and they are looking into it. CONSENT AGENDA 6. Commissioner Portner seconded by Commissioner Flansbaum-Talabisco moved approval of all items on the consent agenda. On roll call Commissioner Roberts voted "yes", Vice Mayor Sultanof "yes", Commissioner Portner "yes", Commissioner Flansbaum-Talabisco "yes", and Mayor Schreiber "yes". Motion carried. a. APPROVE the minutes of the January 26, 2005 Regular City Commission meeting. APPROVED b. AMENDMENT TO AGREEMENT — STORMWATER PUMP STATION REHABILITATION PROJECT: (TR10623) Executing Amendment No. 01 to Agreement No. OT040732 between the South Florida Water Management District and the City Of Tamarac for the City Of Tamarac Stormwater Pump Station Rehabilitation Project. RESOLUTION NO. R2005-15 C. INTERLOCAL AGREEMENT WITH BROWARD COUNTY FOR COST SHARE SUPPORT OF NATURESCAPE IRRIGATION SERVICE: (TR10625) Executing an Interlocal Agreement between the City of Tamarac and Broward County to provide cost share support of a Naturescape Irrigation Service to be operated by Broward County within the City of Tamarac Water Utility service areas and authorize Broward County to conduct specific technical activities required as part of landscape and irrigation system evaluations to be performed by the Broward County Environmental Protection Department; providing for the City's cost share support of the Naturescape Irrigation Service. AMENDING CHAPTER 10 OF THE TAMARAC CODE — SE "ENGINEERING PLANS AND SPECIFICATIONS: (T02075) Motion to Ordinance on first reading amending Chapter 10 entitled "Land Develor Regulations", Article V "Improvements", Division 1 "Generally", Section 11 "Engineering Plans and Specifications", adding the City Engineer to provide engineering plan review and approval for public and private water and waste improvements; providing for codification. City Attorney Kraft read Temporary Ordir 2075 on first reading by title. Vice Mayor Sultanof seconded by Commis; Flansbaum-Talabisco moved approval. On roll call Commissioner Flanst Talabisco voted "yes", Commissioner Portner "yes", Mayor Schreiber "yes", Vice Sultanof "yes", and Commissioner Roberts "yes". Motion carried.
