HomeMy WebLinkAbout2005-05-11 - City Commission Regular Meeting MinutesCITY OF TAMARAC REGULAR CITY COMMISSION MEETING WEDNESDAY MAY 11, 2005 CALL TO ORDER: Mayor Schreiber called the regular meeting of the City Commission to order at 7:00 P.M. on Wednesday, May 11, 2005 in Chambers, 7525 NW 88t" Avenue, Tamarac, FL. PRESENT: Mayor Joe Schreiber, Vice Mayor Beth Flansbaum-Talabisco, Commissioner Edward C. Portner, Commissioner Marc L. Sultanof, and Commissioner Karen L. Roberts. ALSO PRESENT: Deputy City Manager Michael C. Cernech, Interim City Attorney Samuel S. Goren, and City Clerk Marion Swenson. PLEDGE OF ALLEGIANCE: Vice Mayor Beth Flansbaum-Talabisco led the pledge of allegiance. INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation by Mayor Schreiber of a proclamation proclaiming May 2005 as Older Americans Month. Interim Parks and Recreation Director Warner and Ms. Edith Lederberg appeared. Ms. Lederberg accepted the proclamation and said she is thrilled to see the banner across University Drive and is happy to celebrate May as Older Americans' Month. Ms. Lederberg spoke of the upcoming Hall of Fame Breakfast and acknowledged Commissioner Sultanof as a Hall of Fame member, Vice Mayor Flansbaum-Talabisco as an advisory member, Interim City Attorney Goren, and said Representative Porth is doing a great job in Tallahassee. b. Presentation by Mayor Schreiber of a proclamation proclaiming the week of May 15-21, 2005 as Emergency Medical Services Week. Chief Budzinski and Division Chief Sheridan appeared. Division Chief Sheridan thanked the Mayor and City Commission on behalf of the professional men and women of Tamarac Fire Rescue and added many hours are put into training and education. Competitions will be held in Broward County next week and tomorrow there will be a seminar for EMT's and first responders. C. Presentation by Mayor Schreiber of a proclamation proclaiming May 18, 2005 as Emergency Medical Services For Children (EMSC) Day. Chief Budzinski accepted and thanked the Mayor and Commission for the proclamation. Chief Budzinski spoke of the changing demographics in Tamarac, and added that there have been a significant number of incidents lately involving children. One of the biggest tragedies affecting children in South Florida is drowning. d. Presentation by Mayor Schreiber of a Proclamation proclaiming May 2005 as Civility Month. Interim City Attorney Goren accepted and said he is a member and past M-ay 11, 2005 Page 1 of 4 president of the local government section of the Florida Bar and it is a pleasure to accept the proclamation relative to this most important topic. REPORTS 2. City Commission: Mayor Schreiber had no report. Commissioner Portner spoke of an incident that occurred in his district this week involving a fellow commissioner, and asked his colleagues to show respect for each other by involving the commissioner representing a particular district when there is business to tend to in that district. Commissioner Roberts reported that she was invited by BSO to learn about a particular type of radar, which training happened to occur in District 1; however, she did not know in advance when or where the training was to be held. Commissioner Sultanof commended Assistant City Manager Phillips on getting funding from the County and State for east Tamarac ($137,000) and Nob Hill Road in west Tamarac ($271,000). Commissioner Sultanof said he is proud to represent his District and Tamarac. Commissioner Sultanof also thanked Community Development Director King for the efforts he put forward in looking over the MPO agendas for Commissioner Sultanof. Commissioner Sultanof thanked the professional Tamarac staff, who always do a great job and said Tamarac is flourishing and blossoming. When people speak of Tamarac it is always in a good light. Vice Mayor Flansbaum-Talabisco congratulated this evening's proclamation recipients, in particular the EMS providers who hold a special place in her heart. Vice Mayor Flansbaum-Talabisco said Saturday's dedication of the Nierman sculpture "Illusions" put Tamarac on the map, and she thanked staff for making the day so special. Vice Mayor Flansbaum-Talabisco welcomed Interim City Attorney Goren to the dais. 3. Cif Attorney: Interim City Attorney Goren thanked the Mayor and City Commission for engaging his law firm on an interim basis; it is a privilege working for Tamarac. Interim City Attorney Goren said he is in the process of reviewing the files and assessing where we are and will report back to the Mayor and City Commission. Interim City Attorney Goren commended City Manager Miller and Tamarac staff. 4. City Manager: Deputy City Manager Cernech reported on the following departments: Parks and Recreation will hold another Tamarac@Twilight concert on Friday, May 13th from 7:00 p.m. — 9:00 p.m., at Caporella Park, 5200 Prospect Road. The concert is free and refreshments are available. The Sixth Annual Fun and Fitness Day Health Fair will be held on Saturday, May 14th from 9:30 a.m. — 1:00 p.m. at the Tamarac Community Center. Challenge Day 2005 will be held on May 25th at the Tamarac Community Center. The Mother & Son Dinner Dance held on May 7th was a great success, with 60 guests in attendance. The dedication of the sculpture on Saturday, May 7th at the Tamarac Community Center was also a huge success; 75 members of the public attended. Fields 7, 8 and 9 at the sports complex will be closed until after July 4th. Utilities reports that the Woodlands Water Main Project, sanitary May 11, 2005 Page 2 of 4 force main project, and two million gallon tank and pumps are proceeding on schedule. The Utilities Department celebrated National Drinking Water Week with displays and giveaways. Deputy City Manager Cernech read a letter into the record from Ms. Marguerite L. Strobel, who praised public works staff for cleaning the canals at Mainlands 6. (Said letter is attached and incorporated into these minutes and made part of these minutes.) Deputy City Manager Cernech acknowledged Public Works Director Strain and his stormwater crew for a job well done. PUBLIC PARTICIPATION 5. PUBLIC PARTICIPATION: Mayor Schreiber introduced State Representative Ari Porth. Representative Porth said it is an honor and a privilege to serve as State Representative for District 96. Representative Porth congratulated Vice Mayor Flansbaum-Talabisco on being selected to serve in the position of Vice Mayor, and said he has known Vice Mayor Flansbaum-Talabisco and Interim City Attorney Goren on a personal and professional level, and they are both fine people. Representative Porth said he had put through a budget request for funding for Tamarac's pump stations and is pleased to report he received $550,000 for Tamarac. Representative Porth said his offices are now located at 1300 Coral Springs Drive, 954-346-2810. Representative Porth acknowledged his legislative assistants Laurie Plotnick and Bryan Terpak, as well as his interns Remington Longstreth and Adam Reichbach, and said he is at Tamarac's service. CONSENT AGENDA 6. Commissioner Sultanof seconded by Vice Mayor Flansbaum-Talabisco moved approval of all items on the consent agenda. On roll call Commissioner Sultanof voted "yes", Vice Mayor Flansbaum-Talabisco "yes", Mayor Schreiber "yes", Commissioner Roberts "yes", and Commissioner Portner "yes". Motion carried. a. APPROVE the minutes of the April 27, 2005 Regular City Commission meeting. APPRIVED b. MEMORANDUM OF UNDERSTANDING -- HOME FUNDING PROGRAM ADMINISTRATION: (TR10682) Approving the Memorandum of Understanding ("MOU") between Broward County and the City of Tamarac for the administration of the Home Funding Program for FY2003/2004 through FY2005/2006 in the approximate amount of one hundred forty six thousand nine hundred and sixty dollars ($146,960.00) to assist a minimum of seven (7) recipients with housing rehabilitation (Case No. 5-MI- 05). RESOLUTION NO. R2005-85 C. FY04 WATER AND WASTEWATER SYSTEMS ANNUAL REPORT: (TR10698) Receiving the Fiscal Year 2004 City of Tamarac Water and Wastewater Systems Annual Report prepared by the City's Consulting Engineers, Mathews Consulting, Inc., on behalf of the City of Tamarac Utilities Department as required by Bond Covenants for Continuing Disclosure for the Taxable Water and Sewer Utility Revenue Refunding Bonds Series 1996 and 2004 Series Capital Improvement Bonds. RESOLUTION NO. R2005-86 May 11, 2005 Page 3 of 4 d. AMENDMENT TO INTERLOCAL AGREEMENT — LOCAL OPTION GAS TAX ORDINANCE: (TR10700) Executing the 2005 Amendment to Interlocal Agreement between Broward County and City of Tamarac providing for division and distribution of the proceeds of the local option gas tax imposed by the Broward County local option gas tax ordinance. RESOLUTION NO. R2005-87 e. AMENDMENT TO INTERLOCAL AGREEMENT — FIFTH CENT ADDITIONAL LOCAL OPTION GAS TAX ON MOTOR FUEL FOR TRANSIT: (TR10701) Executing the 2005 Amendment to Interlocal Agreement between Broward County and City of Tamarac providing for division and distribution of the proceeds from the Broward County fifth cent additional local option gas tax on motor fuel for transit. RESOLUTION NO. R2005-88 f. AMENDMENT TO INTERLOCAL AGREEMENT — ADDITIONAL LOCAL OPTION GAS TAX ON MOTOR FUEL ORDINANCE: (TR10702) Executing the 2005 Amendment to Interlocal Agreement between Broward County and City of Tamarac providing for division and distribution of the proceeds from the Broward County additional local option gas tax on motor fuel ordinance. RESOLUTION NO. STROBEL 5012 N.W. 51 ST STREET TAMARAC, FL 33319-3222 April 27, 2005 Mayor and Commissioners City of Tamarac 7525 N.W. 88th Avenue Tamarac, Florida 33321 RE: Canal Cleaning in Mainlands 6 Dear Mayor and Commissioners: RECEIVED CITY OF Tp.,c,-i,` P, a+. This letter of praise is long overdue. I've been meaning to write to let all of you know what an outstanding job your employees did cleaning the canals in Mainlands 6. When my husband and I first moved here in August, 2003, the canals looked okay but, over time, their appearance deteriorated dramatically. It was wonderful to see the work begin, and continue, until every area had a tranquil, park -like appearance. It is idyllic to see the water fowl swimming and feeding in the canals, while traffic is speeding by only a few hundred feet away on Rock Island Road. I may be mistaken, but it seems as if there are more types of water fowl now than before. Your employees had an overwhelming job and performed it admirably, apparently taking pride in the way everything was done. It always seems easy to find the time to complain, but difficult to find the time to commend. This is one Tamarac resident who thoroughly appreciates how hard your employees worked on this particular task and I hope you let them know that someone did write to say "thank you very much for making it beautiful".
