REGULAR CITY COMMISSION MEETING
CITY HALL CHAMBERS
TUESDAY, SEPTEMBER 11, 2007
CALL TO ORDER: Mayor Flansbaum-Talabisco called the regular meeting of the City
Commission to order at 7:00 p.m. in Chambers at Tamarac City Hall, 7525 NW 88
Avenue, Tamarac, FL.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Marc L. Sultanof,
Commissioner Edward C. Portner, Commissioner Patte Atkins -Grad, and Commissioner
Harry Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and
City Clerk Marion Swenson.
PLEDGE OF ALLEGIANCE: Commissioner Atkins -Grad led the pledge of allegiance.
Mayor Flansbaum-Talabisco called for a moment of silence in memory of those who lost
their lives on September 11, 2001.
PROCLAMATIONS AND PRESENTATIONS:
a. Presentation of a proclamation by Mayor Flansbaum-Talabisco, proclaiming
September 2007 as "National Save A Life Month". (Requested by Mayor Flansbaum-
Talabisco). Mayor Flansbaum-Talabisco said over four years ago AED's were put into
all public buildings in Tamarac with the sanction of the Mayor and City Commission.
Tamarac also holds lifesaving classes with the help of our Fire Department and over
60 employees have been trained. Fifteen years ago Mayor Flansbaum-Talabisco took
a CPR course and because of that she was able to save her husband's life. Mayor
Flansbaum-Talabisco encouraged everyone to learn lifesaving techniques.
b. Presentation by Kirk Buffington, 2nd Vice President of NIGP, of the NIGP
Professional Manager of the Year Award to Keith Glatz, Purchasing & Contracts
Manager. Purchasing/Contracts Manager Glatz accepted. Mr. Buffington said
Purchasing/Contracts Manager Glatz was one of 65 applicants for the award, and this
represents a tremendous accomplishment. Additionally, Purchasing/Contracts
Manager Glatz is an instructor for the National Institute, and well respected in the
industry. City Manager Miller added Purchasing/Contracts Manager Glatz exhibits
professionalism and makes sure the City follows purchasing rules.
Purchasing/Contracts Manager Glatz does a marvelous job and the City is very proud
of him. Mayor Flansbaum-Talabisco commended Purchasing/Contracts Manager
Glatz on his work for the City and said we are lucky to have him on staff and as part of
our team.
REPORTS
2. City Commission: Mayor Flansbaum-Talabisco said today is the sixth
anniversary of one of the saddest days in the history of the United States. This

morning, Mayor Flansbaum-Talabisco, along with Commissioners Dressler and Atkins -
Grad, and several other dignitaries, attended a ceremony at Taravella High School,
honoring the memory of those whose lives were lost on September 11, 2001. Particular
tribute was paid to three alumni; two who died as a result of the attacks that day and
one who died serving in Iraq, and this was singularly one of the most beautiful events of
this type that she has attended.
Vice -Mayor Sultanof said it is a tragedy that this country sustained such a blow, and
many firefighters who responded to the attacks can no longer work due to breathing
difficulties, a problem the federal government has been slow to address. Vice Mayor
Sultanof wished everyone a happy New Year, and said we should all try to make this a
better world each day.
Commissioner Partner wished everyone a happy New Year and said six years ago
today almost 3,000 Americans lost their lives. An additional 4,000 American soldiers
have lost their lives in Iraq. Commissioner Portner said he has made his feelings clear
about the war in Iraq; anyone who has served in the military realizes that non-
commissioned officers serve their Commander in Chief, and much human blood has
been spilled and many dollars spent on this war. Commissioner Portner added he has
personally called and written to elected officials; young men and women are being shot
down in the prime of their lives. Commissioner Portner urged people to contact their
representatives to try to do something about this war. Hopefully, our men and women
will be brought home soon.
Commissioner Atkins -Grad said six years ago today this country experienced a horrific
event that no American will forget. It united this country and people across the globe
joined us in our mourning. This morning, Commissioner Atkins -Grad along with Mayor
Flansbaum-Talabisco and Commissioner Dressler attended a ceremony at Taravella
High School honoring those who lost their lives on September 11 th and those who lost
their lives in the war. Commissioner Atkins -Grad said she hopes this country remains
united and learns from this tragedy so something like this will never happen again.
Commissioner Dressler quoted William Shakespeare, "What's in a name? That which
we call a Rose by any other name would smell as sweet" and added today we put
names to our sorrow for two people who were killed in the September 11 th tragedy and
one who gave his life in Iraq, during a memorial ceremony at Taravella High School.
Commissioner Dressler said it was an honor to attend the ceremony, and extremely
moving emotionally.
3. City Attorney: City Attorney Goren reported that last Thursday the Florida
Supreme Court decided the case of Strand v. Escambia County, which has a great
impact on CRAs and School Districts. This will affect TIFs and COPs, both of which
affect funding mechanisms for CRAs and School construction, respectively. The
Court's decision now makes it mandatory for these matters to be approved in the
community and governmental agency in which they lie. Mayor Flansbaum-Talabisco
questioned those schools that are already planned to be constructed, and City Attorney
Goren explained any construction approved after September 6th in which the COPs
were not designated, would have to go to referendum. Commissioner Dressler spoke of

a Broward League of Cities meeting both he and City Manager Miller attended last
week, and said what the legislature did so far regarding revenues for schools will have
significant impact on expenditures for buildings; adding the Court decision to that and
the upcoming referendum on January 29th regarding taxes, could have an even larger
impact on our schools.
City Attorney Goren wished everyone a Happy Holiday.
4. City -Manager: City Manager Miller reported the first Tamarac Business Expo
held at the Tamarac Community Center on August 29th hosted 28 exhibitors and over
100 business participants, and brought in praise and compliments to the City and the
Chamber of Commerce. Due to the success of this event, we will make it part of our
regular routine each fall. This Friday, at midnight, Boniello Gardens will officially
become part of the City of Tamarac. Broward County will hold a free hazardous waste
and electronic drop-off event on September 16th at 6011 Nob Hill Road.
Mayor Flansbaum-Talabisco added the first `Dive -In Movie' will be held on September
18th at the Aquatic Center. The featured movie is Finding Nemo and it will begin at 8:00
p.m. City Manager Miller said the fee is $2.00 for adults and $1.25 for those 12 and
under.
PUBLIC PARTICIPATION
5. Burt Schneider, 8016 NW 72 Street, Tamarac wished everyone a healthy and
happy New Year. Mr. Schneider spoke in favor of the Planning Board meeting
scheduled for next Monday at 7:00 p.m., and spoke of his grandson who is in medical
school and the war in Iraq.
Barbara McNeill, 6961 NW 82 Court, Tamarac, wished everyone a happy New Year,
and questioned the status of evening workshop meetings. City Manager Miller said the
item would be placed on a future workshop agenda for the Mayor and City
Commission's consideration. Mayor Flansbaum-Talabisco said the Mayor and City
Commission and staff have been caught up with the budget but the item has not fallen
off the track. Commissioner Dressler noted the cost is minimal and he would like this
item to be placed on a future agenda. Mayor Flansbaum-Talabisco asked that it be
placed on an agenda after the budget hearings are completed.
CONSENT AGENDA
6. Vice Mayor Sultanof seconded by Commissioner Dressler moved approval of all
items on the consent agenda. On roll call Commissioner Dressler voted "yes", Mayor
Flansbaum-Talabisco "yes", Vice Mayor Sultanof "yes", Commissioner Atkins -Grad
"yes", and Commissioner Partner "yes". Motion carried.

b. TASK AUTHORIZATION NO. 07-06E — UNIVERSITY DRIVE WATER MAIN
UPGRADE FROM NW 77T" STREET TO SOUTHGATE BOULEVARD: (TR11264)
Executing Task Authorization No. 07-06E with Eckler Engineering, Inc., to provide
professional services for the design, permitting, bidding, and construction management
for the University Drive Water Main Upgrade from NW 77t" Street to Southgate
Boulevard, in accordance with the City's Consulting Engineering Agreement as
authorized by Resolution No. R-2006-131, for an amount not to exceed $99,600.00;
approving funding from the appropriate budgeted Utilities accounts; authorizing the
appropriate City Officials to administer the contract.
RESOLUTION NO. R2007-135
C. INTERLOCAL AGREEMENT — BROWARD COUNTY UNSAFE STRUCTURES
BOARD: (TR11266) Executing an Interlocal Agreement between Broward County and
the City of Tamarac providing for hearings by the Broward County Minimum
Housing/Unsafe Structures Board at a rate of Sixty -Five Dollars ($65.00) per hour for
the Code Enforcement Officer and Twenty -Eight Dollars and Thirty Eight Cents ($28.38)
per hour for Clerical Support, with a maximum case cost of Five Hundred Dollars
($500.00) unless written authorization from the City has been received; per noticed
case, for a two year period through September 30, 2009.
RESOLUTION NO. R2007-136
d. INTERLOCAL AGREEMENT — BROWARD COUNTY INSPECTION
SERVICES: (TR11267) Executing the Interlocal Agreement for Emergency/Non
Guaranteed Supplemental Support between Broward County and the City of Tamarac
for Inspection and Plan Review Services to be performed by the Broward County
Building Code Services Division in the event there is a staff shortage at rate of Sixty -
Five and 00/100 Dollars ($65.00) per hour for a Building Code Inspector, Seventy -Five
and 00/100 Dollars ($75.00) per hour for a Plans Examiner, Seventy -Seven and 00/100
Dollars ($77.00) for a Chief Building Code Inspector, Ninety and 00/100 Dollars ($90.00)
per hour for Building Official Services. Overtime, when approved by the City, shall be at
one and one half the normal hourly rate, including annual increase of 5%, for a two year
period commencing October 1, 2007.
RESOLUTION NO. R2007-137
e. SUPPLEMENTAL DISASTER RECOVERY INITIATIVE FUNDS: (TR11276)
Submitting an application for Supplemental Disaster Recover Initiative Funding to
Broward County through the Supplemental Disaster Recovery Initiative Community
Development Block Grant ("CDBG") Program; authorizing City officials and
representatives to take all necessary action to submit the application; authorizing City
officials and representatives to provide for the increase of the maximum amount of
funds available for any one property from $15,000 to $40,000.
RESOLUTION NO. R2007-138
f. FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FRDAP
GRANT: (TR11280) Submitting an application to the Florida Department of
Environmental Protection for Florida Recreation Development Assistance Program
(FRDAP) grant funds for the Water's Edge Park Project in the amount of $200,000
providing for a match of $200,000 in prior grant funding in the event of approval of the
application; providing for acceptance of the award and execution of documents upon
approval.

g. BROWARD BOATING IMPROVEMENT PROGRAM GRANT: (TR11281)
Submitting an application to the Broward County Marine Advisory Committee for
Broward Boating Improvement grant funds to enhance recreational boating
opportunities at Veteran's Park in the amount of $50,000; providing for acceptance of
the award and execution of documents upon approval.
RESOLUTION NO. R2007-140
h. SHIP ANNUAL REPORTS: (TR11244) Approving the Annual Report for the
State Housing Initiative Partnership for FY2004/2005 and the Interim Reports for
FY2005/2006 and FY2006/2007.

i. APPOINTING MEMBERS TO THE PUBLIC ART COMMITTEE: (TR11265)
Appointing five regular members and two alternate members to the Public Art
Committee.
RESOLUTION NO. R2007-142
j. BROWARD COMMUNITY COLLEGE STUDENT RIDER: (TR11277) Executing
an agreement between the City of Tamarac and Broward Community College (BCC) to
allow Emergency Medical Services (EMS) students an opportunity to receive education
and training from Tamarac Fire Rescue Personnel in an EMS Student Preceptorship
Program beginning October 1, 2007 through September 30, 2010,

k. EMERGENCY EDUCATIONAL INSTITUTE STUDENT RIDER: (TR11278)
Executing an agreement between the City of Tamarac and Emergency Educational
Institute, Inc. (EEI) to allow Emergency Medical Services (EMS) students an opportunity
to receive education and training from Tamarac Fire Rescue Personnel in an EMS
Student Preceptorship Program beginning October 1, 2007 through September 30,
2010.
RESOLUTION NO. R2007-144
I. PURCHASE OF MEDICAL AND FIREFIGHTING SUPPLIES: (TR11279)
Authorizing the Fire Rescue Department to purchase medical supplies and firefighting
supplies from Broward County Sheriffs Office, Fire Rescue Division Logistics
Warehouse during FY08, in an amount not to exceed One Hundred Ten Thousand
($110,000.00) Dollars; authorizing the appropriate City officials to execute a liability
waiver for the purchases.
RESOLUTION NO. R2007-145
M. AGREEMENT RENEWALS — "FURNISH DELIVER AND DISCHARGE OF
QUICKLIME": (TR11282) Exercising the first renewal option of agreements to
"Furnish, Deliver and Discharge of Quicklime" to, and executing agreement
amendments with, Chemical Lime Company of Alabama, Inc. for the City of Tamarac
and on behalf of fifteen members of the Southeast Florida Governmental Purchasing
Cooperative; and with Carmeuse Lime & Stone, Incorporated on behalf of two members
of the Southeast Florida Governmental Purchasing Cooperative, for a period of one
year with three (3) additional one-year renewal options.
RESOLUTION NO. R2007-146
n. SIDEWALK EASEMENT — CUNIO: (TR11113) Executing a sidewalk easement
with R. J. and Nancy L. Cunio, for the NW 70th Avenue sidewalk project, authorizing and
directing the City Clerk to record said agreement in the public records of Broward
County.

o. AWARDING BID NO. 07-30B - AGREEMENT FOR CROSSING GUARD
SERVICES: (TR11273) Awarding Bid No. 07-30B entitled "School Crossing Guard
Services" and accepting and executing a contract with Action Labor of Florida, LLC
(a/k/a; Staffing Connection) for a period commencing the date of execution through
September 30, 2009 with the option to renew for two (2) additional two (2) year periods.
