REGULAR CITY COMMISSION MEETING

CALL TO ORDER: Mayor Flansbaum-Talabisco called the regular meeting of the City
Commission to order at 9:00 a.m. on Wednesday, September 26, 2007 in Chambers at
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Marc L. Sultanof,
Commissioner Edward C. Portner, Commissioner Patte Atkins -Grad, and Commissioner
Harry Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and
City Clerk Marion Swenson.
PLEDGE OF ALLEGIANCE: Vice Mayor Sultanof led the pledge of allegiance.
1. PROCLAMATIONS AND PRESENTATIONS:
Mayor Flansbaum-Talabisco moved out of the regular order of business on the
agenda to take up Items 1(b) and 1(c).
b. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming
October 1 — 5, 2007 as "Customer Service Week". (Requested by Sterling Team #3 -
Customer and Market Focus). Human Resources Support Specialist II Swaroop
thanked the Mayor and City Commission for the proclamation and said Sterling Team
#3 has been working diligently to enhance customer service through the "Play Your
Part Initiative".
C. Presentation of a proclamation by Mayor Flansbaum-Talabisco proclaiming
October 2007 as "Arts and Humanities Month". (Requested by Maureen Kohler of
ArtServe). Maureen Kohler accepted and said the partnership with the City of
Tamarac has exceeded all expectations. Mayor Flansbaum-Talabisco agreed this
partnership has proven to be very successful.
Mayor Flansbaum-Talabisco moved back into the regular order of business on the
agenda.
a. Presentation by Mary Anderson -Pickle, Member of the FGFOA Board of
Directors, of the GFOA 2006 Distinguished Budget Award to the Financial Services
Department. Financial Services Director Chapman and Management and Budget
Officer Sammartino accepted. Mary Anderson Pickle made the presentation and said
this is the 10th consecutive year Tamarac has received this honor. Financial Services
Director Chapman expressed gratitude to his staff, commended the direction of the
Mayor and City Commission and efforts of other department directors, and said this is
truly a team effort.

REPORTS
2. City Commission: Mayor Flansbaum-Talabisco welcomed everyone to the
meeting and recognized Lori Plotnick, Representative Ad Porth's assistant, and Former
Mayor Joe Schreiber, as well as representatives of Tamarac communities. Mayor
Flansbaum-Talabisco wished Commissioner Dressler an early happy birthday and
congratulated Commissioner Dressler on being asked to chair the Broward League of
Cities Leadership and Communication Committee. Mayor Flansbaum-Talabisco added
that Vice Mayor Sultanof represents the City of Tamarac on the MPO and serves on the
Board of University Hospital, Commissioner Portner represents Tamarac on the
Alzheimer's Board and chairs the State Road 7/441 Collaborative, and Commissioner
Atkins -Grad serves as our school liaison and works closely with the Kiwanis Club.
Mayor Flansbaum-Talabisco said we still have two more months to go in hurricane
season and we must all be prepared, and referenced an article that appeared in the
New York Times over the weekend regarding hurricane preparedness. City Manager
Miller has made it into the finals in the State of Florida City Manager of the Year Award,
and the winner will be announced in November. City Manager Miller has worked very
hard and this year, and he had to make especially difficult decisions that were in the
best interests of the citizens of Tamarac.
Vice -Mayor Sultanof welcomed everyone and said he answers every call he receives,
and even though Tallahassee took away home rule from the cities, we will continue to
provide services to the residents and citizens. This is the best functioning Commission
that Vice Mayor Sultanof has served on and when he leaves office in November 2008,
while he will be sad to leave office, he will be happy knowing what he has contributed to
Tamarac. Tamarac is the fastest growing city in Broward County and we are doing
fantastic work.
Mayor Flansbaum-Talabisco acknowledged Faith Dressler who was in the audience.
Commissioner Portner had no report.
Commissioner Atkins -Grad had no report, but said it was good to see so many people in
the audience.
Commissioner Dressler reported that on June 8, 2007 the `Protecting Florida Investment
Act', sponsored by Representative Ari Porth, was signed into law. This Act requires the
State Board Administration Assembly to list companies who are involved with prohibited
businesses, involving petroleum, energy, oil, military support, terror and genocide, (such
countries as Sudan and Iran). Commissioner Dressler said he serves as an appointed
trustee to the Tamarac General Employees Pension Fund and at the next meeting the
trustees will vote on divesting themselves from doing business with those countries;
Tamarac will be the first municipal pension trust to divest itself from such companies.
Commissioner Dressler said he has been appointed Master Trustee by the Florida
League of Cities on the Florida General Employees Pension Trust and will carry the
message of divestment to the State level soon.

3. City Attorne : City Attorney Goren reported on the current ruling in the Hersh
case regarding the upcoming January 29th referendum for the super exemption. The
ballot question has been deemed infirm, confusing, misleading, and unfair. The other
part of the BIII regarding the formula imposed upon the cities, district and counties is not
affected by this decision. Commissioner Portner questioned whether Tamarac made a
mistake by not joining in this lawsuit and City Attorney Goren said significant advice was
received from lobbyists, and this decision is only a step in the final outcome yet to be
determined. The legislature can suggest other remedies to pass onto local government.
If the state appeals to the Supreme Court that will be a venue for cities to express
interest. Vice Mayor Sultanof said the populous will lose `save our homes' if they go for
the super exemption. Commissioner Dressler added we are still knee deep in the
process and will have an opportunity to participate. He is in favor of an amicus brief
filed on behalf of the City. Commissioner Atkins -Grad said the biggest problem is that
calling it a super exemption is misleading.
4. City Manager: City Manager Miller congratulated Financial Services Director
Chapman, Management and Budget Officer Sammartino and the finance staff and
department directors on the City's receipt of the GFOA Award. Regarding budgetary
issues, Congress has a pending Bill for $610,000 for the pedestrian walkway over Pine
Island Road, and we have received word from our Washington lobbyists that the Bill
passed the House and is now in the Senate. There is still more work to do, and
appropriations are being held up because funding is needed for the war in Iraq. Free
Flu Shots for Tamarac residents will be offered on Tuesday, October 30 at the Tamarac
Community Center from 9:00 a.m. — Noon.
PUBLIC PARTICIPATION
5. Barbara McNeil, 6961 NW 82 Court questioned who would pay to publicize the
proposed Hometown Democracy amendment. City Attorney Goren said it is being
sponsored by a non-profit organization and they would have to raise their own funding
to publicize the amendment.
Frank Steiger, 6903 NW 70 Street, spoke about his concerns with regard to age
restricted communities, and the inability to sell his property to a younger family. Vice
Mayor Sultanof said this was addressed previously and there is an 80/20 ruling
regarding those under 55 purchasing homes in age restricted communities. City
Attorney Goren said the problem is not with the Mayor and City Commission; it is a legal
problem related to homeowner associations and federal guidelines.

6. Commissioner Dressler seconded by Commissioner Atkins -Grad moved the
addition of Temp. Reso. 11297 to the consent agenda as Item 6(h). On roll call
Commissioner Atkins -Grad voted "yes", Vice Mayor Sultanof "yes", Commissioner
Dressler "yes", Mayor Flansbaum-Talabisco "yes", and Commissioner Portner "yes".

Commissioner Portner asked to have Item 6(g) removed from the consent agenda for
discussion.
Commissioner Dressler seconded by Vice Mayor Sultanof moved approval of all items
on the consent agenda except for 6(g) which was removed for discussion. On roll call
Vice Mayor Sultanof voted "yes", Commissioner Dressler "yes", Mayor Flansbaum-
Talabisco "yes", Commissioner Portner "yes", and Commissioner Atkins -Grad "yes".

d. OPPOSING FLORIDA HOMETOWN DEMOCRACY'S PROPOSED
AMENDMENT TO THE FLORIDA CONSTITUTION: (TR11291) Opposing Florida
Hometown Democracy's proposed amendment to the Florida Constitution that would
force voters to decide all changes to a City or County's comprehensive plan; urging
municipalities throughout Broward County and the State of Florida, as well as Florida
electors, to oppose Florida Hometown Democracy's proposed amendment to the
Florida Constitution.

e. AUTHORIZING THE RENEWAL OF GENERAL LIABILITY AUTOMOBILE
LIABILITY AUTOMOBILE PHYSICAL DAMAGE WORKERS' COMPENSATION
AND PROPERTY LINES OF COVERAGE. (TR11286) Authorizing the renewal of
General Liability, Automobile Liability, Automobile Physical Damage, Workers'
Compensation, and Property lines of coverage with the Florida Municipal Insurance
Trust (FMIT) for a one (1) year period beginning October 1, 2007 at a cost of
$1,484,552 and payment of any increase resulting from the annual premium audit.

f. MICROFILMING AND DOCUMENT DIGITIZING SERVICES: (TR11288)
Increasing the expenditure for the purchase of microfilming and document digitizing
services from Lason Systems, Inc., for a total not to exceed $80,000 annually;
approving funding from the appropriate accounts.

6(g). AMENDMENT TO AGREEMENT FOR LOBBYING SERVICES: (TR11290)
Executing Amendment #5 to the agreement between the City of Tamarac and Ronald L.
Book, P.A., for lobbying services extending the agreement through September 10, 2008
at a cost not to exceed $60,000. Vice Mayor Sultanof seconded by Commissioner
Atkins -Grad moved approval. Commissioner Portner asked to have Mr. Book's contract
amount reduced by 20%, and spoke of the monies being paid to the Washington
Lobbyists, the Broward County Lobbyist and to Mr. Book. Commissioner Atkins -Grad
said Mr. Book has done his job for the City of Tamarac and deserves the $60,000. Vice
Mayor Sultanof spoke of the amount of money brought in to the City by Mr. Book and
said in this day and age it is necessary to use lobbyists. Mayor Flansbaum-Talabisco
said she appreciates the fiduciary and fiscal responsibility the elected officials have for
the City, and when the Russ Reid contract is up in December we will look at it at that
time. Mayor Flansbaum-Talabisco said she supports Mr. Book and his contract will be
reviewed again next year. On roll call Commissioner Dressler voted "yes", Mayor
Flansbaum-Talabisco "yes", Commissioner Portner "no", Commissioner Atkins -Grad
"yes", and Vice Mayor Sultanof "yes". Motion carried.

REGULAR AGENDA
Commissioner Dressler seconded by Vice Mayor Sultanof moved the addition of
Temporary Ordinance 2150 to the agenda as Item 10. On roll call Vice Mayor Sultanof
voted "yes", Commissioner Dressler "yes", Mayor Flansbaum-Talabisco "yes",
Commissioner Partner "yes", and Commissioner Atkins -Grad "yes".
Mayor Flansbaum-Talabisco moved out of the regular order of business on the agenda
to take up Item 10.
10. COMPREHENSIVE PROCEDURES FOR CITY COMMISSION MEETINGS:
(TO2150) Motion to adopt ordinance on first reading amending Chapter 2 of the City's
code of ordinances, entitled "Administration", specifically amending Article II, entitled
"City Commission", by creating Section 2-34, to be entitled "Comprehensive Procedures
for City Commission Meetings"; providing for procedures for City Commission Meetings;
providing for definitions; providing for an agenda procedure; providing for notice;
providing for an order of business; providing rules for the conducting of business;
providing a procedure for Commission action; providing for voting procedures; providing
a process for Commissioners to add items to the City Commission agenda; providing for
penalties and enforcement; providing for codification; providing for conflicts; providing
for severability; providing for an effective date. City Attorney Goren read Temporary
Ordinance 2150 by title and said this is the same document that was discussed at
Monday's workshop meeting. Vice Mayor Sultanof expressed reservations regarding
the Ordinance. Commissioner Dressler seconded by Commissioner Atkins -Grad moved
approval. On roll call Commissioner Portner voted "no", Commissioner Atkins -Grad
"yes", Vice Mayor Sultanof "yes", Commissioner Dressler "yes", and Mayor Flansbaum-
Talabisco "yes". Motion carried.

QUASI-JUDICIAL HEARINGS
7. REVISED DEVELOPMENT ORDER AND MAJOR REVISED SITE PLAN —
PARCEL A OF "ATLANTIC FEDERAL TAMARAC": (TR11284) Motion to approve
Resolution issuing Revised Development Order No. 257 and granting Major Revised
Site Plan approval to allow for the renovation of the existing bank including an exterior
facade upgrade and relocation of existing drive thru lanes, located at 5600 North
University Drive, at the Northeast corner of University Drive and Commercial Boulevard,
Parcel A of "Atlantic Federal Tamarac", according to the Plat thereof as Recorded in
Plat Book 87 at Page 45, of the Public Records of Broward County, Florida (Case No. 8-
SP-07). City Attorney Goren read Temporary Resolution 11284 by title. Vice Mayor
Sultanof seconded by Commissioner Atkins -Grad moved approval. City Attorney Goren
explained the quasi-judicial procedures and said any documents, backup or other
evidence entered for the Commission's review and consideration will be made part of
the permanent record. Eduardo L. Carcache, representing the applicant waived his
quasi-judicial rights. Community Development Director Bramley gave a presentation.
Vice Mayor Sultanof questioned ingress and egress and Commissioner Portner asked if
the bank would be open for business during construction and how long the construction
would take. Mr. Carcache said construction would take about three months and the
bank would remain open. Commissioner Atkins -Grad said the aesthetics would be an
addition to the City and she is happy the bank is making this change. Commissioner
Dressler questioned signage as it relates to the wording 'free gifts' and Community
Development Director Bramley responded a separate permit would have to be applied
for with regard to the signage. Mayor Flansbaum-Talabisco said the bank is setting the
bar for other businesses in the community. Mayor Flansbaum-Talabisco opened the
public hearing and with no one wishing to speak, closed the public hearing. On roll call
Vice Mayor Sultanof voted "yes", Commissioner Dressler "yes", Mayor Flansbaum-
Talabisco "yes", Commissioner Portner "yes", and Commissioner Atkins -Grad "yes".

Mayor Flansbaum-Talabisco called for a recess at 10:25 a.m. and reconvened the
meeting at 10:35 a.m. with all present as before.
8. LAND USE PLAN AMENDMENT — WOODMONT: (TO2148) Motion to adopt
Ordinance on first reading approving an application to the City of Tamarac
Comprehensive Land Use Plan in accordance with Chapter 163, and specifically
Section 163.3184 Florida Statutes; specifically pertaining to a Large -Scale Land Use
Plan Amendment proposal by Woodmont Country Club, Inc., to change the land use
designation of the land, located in the City of Tamarac within the Woodmont Country
Club site, which is bound by Pine Island Road, Southgate Boulevard, University Drive,
and NW 75th Street, from "Commercial Recreation" to "Low Medium (5-10 du/ac)
Residential" to accommodate the future development of a total of three -hundred (300)
dwelling units of which one -hundred fifty-eight (158) units will be single family units and
one -hundred forty-two (142) units will be multi -family units. (Case No. 1-LUA-07);
providing for amendment to the Land Use Plan to reflect such change. City Attorney
Goren said Items 8 and 9 are quasi-judicial proceedings and would be heard together
with separate motions and votes on each item. City Attorney Goren explained the rules
covering these proceedings. City Attorney Goren read Item 8, Temporary Ordinance
2148 on first reading by title. Vice Mayor Sultanof seconded by Commissioner Atkins -
Grad moved approval.
City Attorney Goren read Item 9, Temporary Ordinance 2147 on first reading by title.
Commissioner Atkins -Grad seconded by Vice Mayor Sultanof moved approval. City
Clerk Swenson swore in all those who wished to speak on these items, including
applicant and staff. City Attorney Goren said any documents, photographs or other
evidence will be made part of the permanent record. Community Development Director
Bramley gave a presentation on items 8 and 9.
Commissioner Portner left the meeting at 11:00 a.m. due to previous commitments.
City Manager Miller left the meeting at 11:00 a.m. and returned at 11:45 a.m.
Dennis Mele, representing the applicant, gave a presentation.
Commissioner Dressler left the room at 11:45 a.m. and returned at 11:50 a.m. Vice
Mayor Sultanof left the room at 11:50 a.m. and returned at 11:55 a.m.
Alan Tinter, Director/President Ernst -Jones Tinter, Transportation Planners and Traffic
Engineers, gave a presentation on trip generation, traffic impact and signalization.
Greg McPherson, representing Lennar Homes, said he has a letter of intent to purchase
the property from Woodmont Country Club; construction on homes will not begin for
two —three years and he believes the housing market will correct itself by then; and
membership fees to country clubs are not uncommon. Community Development
Director Bramley said at the Planning Board meeting of September 17th Mr. McPherson
informed the Board that a contract would be executed by the time this morning's
meeting took place, and Mr. McPherson replied they are working on the details and it
will be executed depending upon the outcome of today's meeting.

Mark Schmidt said when he and Dr. Jarmin purchased the club it could not meet its
financial obligations. Everything was in need of repair and/or replacement. The
hurricanes did catastrophic damage to the club and insurance did not cover the costs
for repair. Mr. Schmidt spoke of density, traffic, the fact that some residents will lose the
golf course view, pending purchase of land on Pine Island Road to donate to the City for
a new park, and open space mitigation. Mr. Schmidt referenced a newspaper article on
new development in Tamarac (attached and incorporated herein as part of these
minutes), and spoke of the Downtown Davie project and said it is moving forward;
monies have been refunded to those who put deposits down for condominiums.
Mayor Flansbaum-Talabisco opened the public hearing for items 8 and 9.
The following people spoke in opposition to the project: Debra Fleischman, 8612 NW 7
Street; Sheldon Rosenberg, 8377 Waterford Circle; Captain Angela -Warner, 8633 W.
Southgate Shores Boulevard; Jerome Richmond, 8533 NW 83 Street; Marian DeBonis,
8551 NW 80 Street; and Daniel Keefe, 8587 Jay Drive.
The following people spoke in support of the project: Sandra McKenna, 8149 Royal
Palm Court; Ben Leace, 8322 NW 74 Street; Bernie Wax, 7625 NW 79 Avenue; Martin
Sager, 8120 Pines Circle; Janice Leonard, 8640 Banyan Place; Barry Lethbridge, 11252
NW 9 Street, Plantation; and Jack Brown, Coral Springs.
David Healey, 8001 NW 83 Street spoke of landscaping.
Sean Chait, Prestige Homes, spoke of the Sabal Palm/Monterey project and said the
density on these projects is less than that proposed for the Woodmont project, more
open space is being donated to the City of Tamarac than for the Woodmont project, and
questioned whether there are restrictive covenants for the Woodmont project.
There being no one else wishing to speak, Mayor Flansbaum-Talabisco closed the
public hearing.
Community Development Director Bramley clarified the staffs reasons for
recommending denial. Commissioner Dressler questioned restrictive covenants
between the City of Tamarac and the developer and Community Development Director
Bramley said the applicant submitted a developer's agreement which restricts the
project to 300 units, and it can not be amended without approval of the Mayor and City
Commission.
Mr. Mele addressed restrictive covenants, open space, the County's new golf course
policy and environmental cleanup. Mr. Mele said the project would not negatively
impact the schools, traffic or potable water and drainage. Mr. Mele spoke of the
minutes from the March 22, 2006 regular City Commission meeting, in particular Item
10 with regard to transmittal of the amendment (incorporated as part of these minutes
by reference and on file in the office of the City Clerk), and questioned the difference
between this LUPA and the one addressed in March 2006. City Attorney Goren
explained the former applications for Sabal Palm/Monterey were consistent with the

City's Comprehensive Plan. The Mayor and City Commission are trustees and
fiduciaries of the City's Comprehensive Plan.
Vice Mayor Sultanof said things that happened in Woodmont disturb him.
Commissioner Atkins -Grad questioned the price range for the townhomes and
additional homeowner maintenance and membership fees. Mr. McPherson said the
townhomes would sell in the high $200,000's and the homeowner fees would be about
$100/month in addition to the membership fees. Commissioner Atkins -Grad said this
project can not be compared to the Sabal Palm/Monterey project recently approved by
the Mayor and City Commission. Woodmont is a working golf course and in reviewing
testimony and reports, staff finds this does not work with our Comprehensive Plan; there
is too much lost open space. Commissioner Dressler asked if the membership to the
country club was being restricted. Mr. Schmidt spoke of the business model and said
there is a contract in place wherein if the membership falls below 400 golf memberships
the Pines course would be opened for public play; if it falls below 250 golf memberships,
the Cypress course would be opened for public play. Membership will fall under 250
golf memberships and the club will become a semi -private club next year.
Vice Mayor Sultanof left the room at 1:25 p.m. and returned at 1:29 p.m.
Commissioner Dressler confirmed when residential development is initiated Woodmont
Country Club will not be a private club and Mr. Schmidt said if the project is approved,
construction will not begin until 2009-2010; and by that time it could be a private club
again. The clubhouse must be completed prior to beginning residential construction.
Commissioner Dressler asked if the mandatory membership is irrevocable and Mr.
Schmidt said it is required in the deed restrictions. Mr. Mele added it is part of the
developer's agreement and can not be removed without coming before the Mayor and
City Commission. Commissioner Dressler said constituents are concerned that these
homes will not be competitively priced with surrounding homes because of the
membership restrictions and homeowners may some day want to revoke the
restrictions; how will this affect the fiscal viability of the clubhouse. Mr. Schmidt said this
would take a 2/3 vote of the homeowners. The worst case scenario is five years after
building the homes the homeowners vote to take away the restrictions and the Mayor
and City Commission agree to it. The country club at that time would be in great shape
and out of debt and we would just have to operate the club to break even; this is better
than the other alternative of leaving it as a 30 year old clubhouse in need of repairs.
Commissioner Dressler asked if once the clubhouse is built the applicant plans to build
50 units/year and Mr. Mele said the agreement provides a maximum of six years to
build 300 units.
Mayor Flansbaum-Talabisco said the information from Three Oaks Hospitality is not
consistent with the numbers in the book given to the Mayor and City Commission.
Mayor Flansbaum-Talabisco spoke of Weston Hills and Eagle Trace initiation fees, and
an ad in the Sun Sentinel regarding these two clubs which makes her question the
health of the membership in the clubs. Mayor Flansbaum-Talabisco said she
recognizes the difficulty involved in the communities and asked Mr. Schmidt if he is the
developer, runner of the golf course, or manager of the country club. Mr. Schmidt said
he is the developer. Mayor Flansbaum-Talabisco confirmed Mr. Schmidt was aware of

the existing problems when he purchased the country club, and added the information
given to the Mayor and City Commission is inaccurate. Mayor Flansbaum-Talabisco
said living in a country club community, she is privy to ideas that help make clubs
sustainable without development and wondered how many ideas Mr. Schmidt explored
to keep his club viable without going to development. Mr. Schmidt said when he

Flansbaum-Talabisco said the clubs described in the Sunday's ad were beautiful
facilities with all amenities Mr. Schmidt describes for his club, but if these clubs are
having trouble getting members, rebuilding the Woodmont clubhouse does not
guarantee people will flock to join. Mayor Flansbaum-Talabisco expressed concern
regarding the anticipated age of the members, because if younger folks are encouraged
to move into the neighborhood, they are generally working and do not have the time to
belong to a full County Club.
For Item 8, Commissioner Dressler seconded by Commissioner Atkins -Grad moved the
application be denied by the Mayor and City Commission and not be transmitted to
Broward County or any other state or regional agencies for review. On roll call Vice
Mayor Sultanof voted "yes", Commissioner Dressler "yes", Mayor Flansbaum-Talabisco
"yes", and Commissioner Atkins -Grad "yes". Motion carried, Temporary Ordinance

My name is Martin Sager.l live at 8120 Pine Circle,Tamarac,Florida in
Pines Two.Even though I had previously never played golf,l joined
Woodmont as a golf member 27 years ago.
Although I'm a retired pharmacist by profession,l and my wife have been
successfully involved for 55 years in purchasing,developing,and selling
of both residential and commercial investment properties in both
Richmond,Va.and Florida.ln 1953 we invested in both commercial and
residential properties at 8th & Washington in Miami Beach (South
Beach).We successfully redeveloped the properties and were able to
secure National Chain Tenants.
Even with all this experience,) don't have all the answers. I asked for
reason or reasons that zoning turned the application down.The
unsatisfactory answer was there were people both for and against.
I believe there are about 33 areas in Woodmont .About half (one Side)of
each of 11 areas would be impacted.This leaves the view of the majority
of the residents with little or no change in their view.lt's not that I don't
have feelings for the minority of individuals that are impacted .I
understand how they feel, even though most of them are not members of
Woodmont Country Club.ln due respect unfortunately you only own the
land your residents sits on and although you can raise objections to what
comes next to your property, legally the commission has the right to make
the decision based on what is good for the future of Woodmont and also
for the City of Tamarac.
I must address another issue .In hind-sight,l agree with you that Mark's
intention when he purchased the distressed club was to hold on until he
could eventually either develop or sell the land so his investment would
be profitable. I also agree that Mark could have done things differently so
as not to antagonize so many people.We can't undo the passed,we can
only hope to not make the same mistakes again.
The development plan should not be judged on the popularity of
Mark,but on the bases of what is good for the future of the Woodmont
area and the City Of Tamarac.Florida has a history of going in cycles -
overbuild ing,property values declining,and in the past has always
eventually turned around caught up and properties again increased in

We need the new clubhouse.The City needs the revenue that the new
developments will create.ln my opinion it would eventually be a win, win
situation.

meetings held at Woodmont concerning the proposed future development for
Woodmont.
It is only natural that the most of the people that get up to speak are in oposition
i to the proposals,whereas the majority of people that live in Woodmont and are
in favor of the last plan submitted either don't bother to come to the meetings or
if they come they don't speak up ,not wanting to hurt the feelings of those in
oposition to the plans.
I must admit that 1 too sat idle by without speaking hoping someone else would
do the so called "dirty work".
Finally at the lest meeting I got up and spoke, I'm faxing you a copy of what I
said along with this letter.
You must realize that the 36 residents, across from parcel F have met and are
in oposition very strongly,Only two of the residents are members of Woodmont
and they are not interested in what is good for the future of Woodmont and for
the best interest of the City of Tamerac.They are only interested in their view.
1 must say that when I finished speaking, I was shocked by the loud applause
and if anyone from the City was there,they can confirm this statement.Word got
around the members of the dub that were not at the meeting and every day
when I go to lunch at the club people come to my table and stop to tell me that
I spoke well and expressed their -feelings and thanked me for speaking,and
even some of the few in opposition that live in other areas. of Woodmont have
admitted to me that the last proposal would definitely benefit the residents of
Woodmont as well as the City of Tamarac.
