HomeMy WebLinkAbout2004-11-24 - City Commission Regular Meeting MinutesCITY OF TAMARAC REGULAR CITY COMMISSION MEETING WEDNESDAY NOVEMBER 24, 2004 CALL TO ORDER: Mayor Schreiber called the regular meeting of the City Commission to order on Wednesday, November 24, 2004 at 9:05 a.m. in Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL. PRESENT: Mayor Joe Schreiber, Vice Mayor Marc L. Sultanof, Commissioner Edward C. Portner and Commissioner Karen L. Roberts. ABSENT: Commissioner Beth Flansbaum-Talabisco. ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft, and City Clerk Marion Swenson. Commissioner Karen L. Roberts led the pledge of allegiance. INTRODUCTION 1. PROCLAMATIONS AND PRESENTATIONS: a. Presentation by Mayor Schreiber of employee service awards: 5 Year Awards: Rocio Goode, Office Specialist, Steven Korte, Firefighter 4, Jeffrey Lopez, Firefighter 4, Cleophat Lordeus, Bus Driver, William Martin, Transmission Supervisor and John Richards, Bus Driver 10 Year Awards: Rodney Dorsett, Field Technician, Kevin Ellis, Carpenter, Jorge Estrella, Maintenance Worker 2, Jeffrey Miller, City Manager, Rex Ponder, Utility Service Worker II, Arthur Saey, Maintenance Worker I and Steven Stillwell, Lieutenant 4 15 Year Award: Brian London, Wastewater Service Worker III 20 Year Award: David Silverbloom, Firefighter I 25 Year Awards: Paul Forsberg, Assistant Fire Chief, Steven Gotha, Lieutenant I, John Harvey, Water Plant Superintendent and Angela LoSasso, Accountant I City Manager Miller expressed his appreciation and thanks to the Mayor and City Commission for everything they have done to support the City Manager form of government and also for their personal support, as well as the support of the staff. City Manager Miller added that Tamarac is a great city and a great place to work and he looks forward to making more progress in the future. November 24, 2004 Page 1 of 8 Lt. Stillwell thanked everyone for his 10 year award and said it is a great place to work and thanked his fellow firefighters for their camaraderie. Mayor Schreiber said after 25 years Assistant Chief Forsberg is leaving Tamarac, and he wished him success and health for the future. City Manager Miller added that Assistant Chief Forsberg is moving on to become the new Fire Chief of Melbourne, FL and congratulated him on his new job. Assistant Chief Forsberg thanked the Mayor and City Commission, City Manager, City Attorney and staff for their support of the fire department and the firefighters for their efforts and accomplishments over the years. Tamarac sets the bar high and achieves its goals. b. Presentation of a check to the United Way of Broward County for monies contributed by employees of the City of Tamarac to the United Way campaign. Mayor Schreiber moved out of the regular order of business as the representative of United Way had not yet arrived. REPORTS 2. City Commission: Mayor Schreiber said it is rewarding to give awards to people who have been with the city for five to 25 years. It indicates that people enjoy working here and are willing to stay, which is a benefit to them and to the city. It also gives the city a great reputation. Mayor Schreiber wished everyone a very happy Thanksgiving and reminded everyone of the Turkey Trot taking place tomorrow. Vice Mayor Sultanof said everyone who works for the City of Tamarac is park of a family; productivity is high when people are pleased with their jobs. Vice Mayor Sultanof added he has never seen any other city with as exuberant and cordial employees as Tamarac. Vice Mayor Sultanof wished everyone a happy Thanksgiving Day, and said we all have a lot to be thankful for; we must all remain strong as we have the finest democracy in the world. Commissioner Portner wished everyone a happy Thanksgiving and said he hopes to see everyone at the Turkey Trot; he will be running again this year. Commissioner Roberts congratulated Assistant Fire Chief Forsberg on his new endeavor and wished him the best of luck. Commissioner Roberts congratulated the employees who received awards this morning on the dedication and years of service to Tamarac, and wished everyone a happy Thanksgiving. 3. Cif Attorney: City Attorney Kraft had no report. 4. City Manager: City Manager Miller reported that we have been awarded $20,000 for AED's, and the item will appear on the next commission agenda. Additionally, we received a grant from the State EMS Committee for distribution and installation of child safety seats, said seats will be distributed at various events in the city. Tamarac will make a presentation to the Innovations Group on our Employee Service Award Program. Management Analyst Hughes wrote an article for the IG Newsletter, in conjunction with staff from the Parks and Recreation Department, entitled Progress in November 24, 2004 Page 2 of 8 1 Practice. City Manager Miller distributed copies to the Mayor and City Commission. (Copy attached and incorporated into the minutes.) We received a grant from the South Florida Water Management District (SFWMD) in the amount of $250,000 for the pump station replacement project. Lobbyist Ron Book was successful in getting this money for us, and his efforts have availed us a total $750,000 for this project. Chief Budzinski has been appointed by the IAFF to the International Code Council Means of Egress Committee, which brings great recognition to both the Chief and the city. Transportation Supervisor Benitez has been chosen to serve on the Broward County Long Range Community Transit Issues Committee. This is part of Broward County's 25 year master plan efforts. Parks and Recreation reports that the Turkey Trot will take place tomorrow and the Holiday Lighting Ceremony will be held on December 6 at 6:00 p.m. at the Tamarac Community Center. 5, PUBLIC PARTICIPATION: Odiel Feyers, 7421 NW 70 Avenue, Tamarac, spoke of speeding on NW 70 Avenue and drag racing on the street. Mr. Feyers asked about the status of speed humps for NW 70 Avenue. Public Works Director Strain informed the Mayor and City Commission and Mr. Feyers that the design should be complete by the first of the year, and it is hoped that construction will begin during the summer of 2005. Public Works Director Strain added that numerous public hearings were held for the neighborhood and the majority of people did not want speed humps. The traffic calming plans for 70th Avenue, north of McNab to University have been redesigned to eliminate one lane each way, heading north/south, and traffic divisions (jogs, etc.) are slated for the traffic lanes. Vice Mayor Sultanof added that Mr. Feyers should contact BSO regarding the drag racing. Commissioner Roberts said during the public hearings the neighborhood wanted the speed humps but were told they could not be placed on 4- lane roads; however, the County does have them on 4-lane roads. Part of the problem is that it is taking so long. Mayor Schreiber said it will be a benefit when it is completed, and there is no reason why we can not have better police patrols in the area. CONSENT AGENDA 6. Vice Mayor Sultanof seconded by Commissioner Portner moved approval of all items on the consent agenda. On roll call Vice Mayor Sultanof voted "yes", Mayor Schreiber "yes", Commissioner Roberts "yes", and Commissioner Portner "yes". Motion carried. a. APPROVE the minutes of the November 10, 2004 Regular City Commission meeting. APPROVED b. RFP AWARD AND AGREEMENT..— DESIGN/BUILD OF TAMARAC AQUATIC CENTER: (TR10562) Awarding RFP 04-12R and executing an agreement with Catalfumo Construction, L.L.C. d/b/a Seawood Builders, for the design/build of the Tamarac Aquatic Center for an amount not to exceed $3,256,682.00; approving funding in the amount of $3,256,682.00 from the appropriate accounts. RESOLUTION NO. R2004-253 November 24, 2004 Page 3 of 8 C. DESIGNATING ABS PUMPS, INC., AS A SOLE SOURCE PROVIDER FOR PUMPS AND APPURTENANCES UTILIZED AT 43 WASTEWATER PUMP STATIONS: (TR10581) Designating ABS Pumps, Inc., as a sole source provider for pumps and appurtenances utilized at 43 City wastewater pump stations, and authorizing expenditures for the purchase of pumps and appurtenances from ABS Pumps, Inc., for an amount not to exceed $65,000.00 for the period of November 1, 2004 through September 30, 2005. RESOLUTION NO. R2004-254 d. DESIGNATING SANDERS COMPANY, INC, AS A SOLE _ SOURCE PROVIDER FOR PUMPS AND APPURTENANCES UTILIZED AT 20 WASTEWATER PUMP STATIONS: (TR10582) Designating Sanders Company, Inc. as a sole source provider for pumps and appurtenances utilized at 20 City wastewater pump stations, and authorizing expenditures for the purchase of pumps and appurtenances from Sanders Company, Inc., for an amount not to exceed $55,000.00 for the period of November 1, 2004 through September 30, 2005. RESOLUTION NO. R2004-255 e. RFP RENEWAL — OFFICE DEPOT: (TR10586) Approving the third renewal of the original agreement, awarded by RFP 01-15R to Office Depot, Inc. and issued on behalf of the Southeast Florida Governmental Purchasing Cooperative, and executing Agreement Amendment No. 1 for the term December 1, 2004 through November 30, 2005. RESOLUTION NO. AMENDING CHAPTER 2 OF THE TAMARAC CODE -- ARTICLE III DIVISION 8 "VETERANS AFFAIRS COMMITTEE SECTION 2-223 "CREATION; COMPOSITION": (T02069) Motion to adopt Ordinance on first reading amending Chapter 2 of the Tamarac City Code, entitled "Administration", Article III, "Boards, Committees, Commissions", Division 8 "Veterans Affairs Committee" by amending Section 2-223 "Creation; Composition" adding the Marine Corps League as a member organization; providing for codification. AMENDING ARTICLE IV OF THE CITY CHARTER — SECTION 4.02 "CITY COMMISSION; ELECTION TERMS AND QUALIFICATIONS" TO INCREASE TERMS OF OFFICE: (T02070) Motion to adopt Ordinance on first reading amending Article IV, Section 4.02 of the City Charter, entitled "City commission; election, terms and qualifications" to increase terms of office for the City's mayor and commissioners from three-year terms to four-year terms; providing for an implementation date; providing that if the amendment is approved by a majority of the voters at the March 8, 2005, election, then such amendment shall become a part of the City Charter upon certification and acceptance of the election results; providing for codification. City Attorney Kraft read Temporary Ordinance 2067, Revision #2, on first reading by title. Vice Mayor Sultanof seconded by Commissioner Roberts moved approval. Vice Mayor Sultanof questioned whether the wording, as discussed at the workshop, indicating the City Manager or his designee has been included. City Manager Miller said he had discussed it with the City Attorney's office. RE -DESIGNATING SPECIAL MASTER TO SPECIAL MAGISTRATE: (T02068) Motion to adopt Ordinance on second reading re -designating Special Master to Special Magistrate pursuant to Chapter 2004-11 Laws of Florida and providing that all references to Special Master in Tamarac Ordinances and Resolutions are changed to Special Magistrate. City Attorney Kraft read Temporary Ordinance 2068, Revision #1, on second reading by title. Commissioner Roberts seconded by Vice Mayor Sultanof moved approval. Mayor Schreiber opened the public hearing and with no one wishing to speak, closed the public hearing. On roll call Vice Mayor Sultanof voted "yes", Mayor Schreiber "yes", Commissioner Portner "yes", and Commissioner Portner "yes". Motion carried. ORDINANCE NO. 0-2004-34 Mayor Schreiber returned to Item 1(b) on the agenda. Item 1(b) Presentation of a check to the United Way of Broward County for monies contributed by employees of the City of Tamarac to the United Way campaign. Nancy Strong, Chief Operating Official for United Way accepted. Mayor Schreiber said he is proud of the employees' contribution to United Way and it is for a good cause. Ms. Strong said on behalf of United Way she appreciates everything the Mayor and City Commission and employees have done for the United Way and Broward County. City Manager Miller said this has become a great tradition, and each year the City of Tamarac employees raise the bar. This year there was a dramatic increase in contributions and City Manager Miller thanked Public Works Director Strain, the City's United Way Coordinator, for his efforts. QUASI-JUDICIAL HEARINGS 12. AMENDING PRIOR ZONING — PORTION OF THE "WOODLANDS COUNTRY CLUB" PLAT: (T02065) Motion to adopt Ordinance on first reading amending prior zoning of certain real estate property (aka: Woodlands Country Club) from S-1 (Open Space/Recreation District) to R-3 (Low -Density Multi -Family Residential District), lands commonly known as a portion of the "Woodlands Country Club" Plat, according to the plat thereof as recorded in Plat Book 67, Page 30 of the Public Records of Broward County, Florida, located on the north side of NW 44th Street, approximately 3400 feet west of Rock Island Road (Case No. 19-Z-04); providing for amendment of the official zoning map to reflect such change. City Attorney Kraft read Temporary Ordinance 2065, Revision #1, on first reading by title. Vice Mayor Sultanof seconded by Commissioner Portner moved approval. City Attorney Kraft explained the quasi-judicial procedures and Attorney Gerry Knight waived his quasi-judicial rights on behalf of the applicant. Community Development Director King gave a presentation. Commissioner Portner questioned whether 44th Street is in Lauderhill and Community Development Director King said it is but we maintain a portion of the street. AMENDING PRIOR ZONING — PARCEL IN SECTION 6, TOWNSHIP 49 SOUTH, RANGE 41 EAST: (T02066) Motion to adopt Ordinance on first reading amending prior zoning of certain real estate property from A-1 (Utility District) to R-3 (Low -Density Multi -Family Residential District), lands commonly known as a parcel of land lying in Section 6, Township 49 South, Range 41 East, Broward County, Florida, being more particularly described as: commence at the Point of Intersection of the South right-of-way line of Canal C-14 of Central and Southern Florida Flood Control District and the West line of said Section 6: thence Easterly along the said South right- of-way line of Canal C-14, 1200 feet to a point; thence Southerly, perpendicular to the last described line, 286 feet to a Point of Beginning of the description; thence continue Southerly, along the last described line, 435 feet to a point; thence Easterly, perpendicular to the last described line 435 feet to a point; thence Westerly, perpendicular to the last described line, 400 feet to the Point of Beginning, located on the south side of Southgate Boulevard, near Sawgrass Expressway (Case No. 21-Z- 04); providing for amendment of the official zoning map to reflect such change. Vice Mayor Sultanof questioned the proximity to the park and whether there would be sound walls for the property if it abutted the Sawgrass Expressway. Community Development Director King said there is an existing sound wall for the Sanibel project which abuts the Sawgrass Expressway. Mayor Schreiber opened the public hearing and with no one wishing to speak, closed the public hearing. DEVELOPMENT ORDER AND MAJOR REVISED SITE PLAN — TAMARAC ELEMENTARY SCHOOL: (TR10589) Motion to approve Resolution issuing Development Order No. 330 and granting Major Revised Site Plan approval for Tamarac Elementary School to allow the construction of a twenty-four (24) classroom building addition, located at 7601 North University Drive, specifically a portion of the southeast one -quarter (SE '/4) of Section 4, Township 49 South, Range 41 East (Case No. 41-SP-04); providing for conditions of approval. Innovate By Bernadette Hughes, 11ana,emenI ,Ai1c11vst for the city of`Tamarac, FL, Engaging our community has always been a priority in the city of Tamarac, FL. This commitment can be seen in the city's Strategic Plan where enhancing city visibility to the general public is one of the goals. We recognize that the ongoing support and participa- tion of a number of groups within Tamarac is necessary for continued success and growth. We have been particularly successful in engaging our senior citizens. Tamarac was built as a traditional retirement community, Many of the programs offered to engage our citizens have been geared toward those .55+ years of age. These programs are known collectively as the Senior Program The Tamarac Parks & Recreation Depart- ment Senior Program provides a wide variety of services Monday through Friday each week. More than 25 programs and services are offered to assist in the healthy lifestyles of our community including: dancercise and jazzercise classes, bridge and card games, opinion groups, yoga, a walking club, weekly dances, and trips twice a week to area attractions. The Senior Program also offers support groups for seniors such as bereavement, depression, and Alzheimer support groups. We annually offer free flu shots to up to 600 residents and employees in a joint venture with University Hospital. Additionally, Tamarac was selected as one of fifty Hearts and Parks magnet sites by the National Recreation and Parks Association. This is a national initiative for encouraging healthy lifestyles, and we have successfully incorporated this initiative into our programming. Another area of support the city is offering is in technology. Considering the needs of the senior population and technology, Tamarac established free computer classes for residents that quickly reached capacity. The success of this venture resulted in the addition of more computer related classes such as Print Shop and Dioaital Camera use. Several of our major special events are geared toward our older veterans, includ- ing the annual Veteran's Day Parade and Memorial. Day service. Numerous local veterans groups take part inthese events. In addition, the Tamarac Veteran's Affairs Committee hosts a Veteran's Assembly, which is held to showcase organizations that provide service or benefits to veterans or.their spouses. The Veteran's Affairs Committee is charged with promoting and facilitating awareness among veterans of their rights, benefits, and any other special needs. Even as the city's median age of its citizenry has shifted downward, participa- tion in senior programs remains high. The Parks & Recreation Department has received positive feedback as to the better quality of life the seniors have experi- enced from participating in these classes. Based upon this feedback and the high participation rates, Tamarac's efforts to embrace the senior community through the Senior Program have been successful. While the Senior Program has been a resounding success, other efforts to embrace the community have not been without challenge. Tamarac's Population has increased more than 25 percent since the 1990 Census, from 44,822 to an estimated 57,726 in 2004. As the population in Tamarac grows, our demographics are changing at a rapid pace. making it necessary to update the types of services that we provide in order to meet the needs of our new and existing residents within our community. For example, the median age in Tamarac has dropped from 63.5 in 1990 to 52.9 in 2000. The number of residents under the age of 18 has more than doubled. In response to the changing demograph- ics, the city has made a concentrated effort to engage younger age groups, Recently, the Tamarac Teen Council was revitalized in an effort to get more teens involved in their community. The program has over 50 teens actively volunteering and attending weekly meetings that cover topics such as job applications, mock interviews, and other job -related skills. They volunteer at city events including the Great American Clean -Up, All Ameri- can July 411 Celebrations, and many others. Over the past year, more that 2000 hours of volunteer work have been performed by these Tamarac teens. Also, incorporated into the Teen Council is a fitness program offered to trim, shape, and tone teens through a comprehensive fitness program including education for a Heart Healthy lifestyle. For those not yet teenagers, the city offers many programs such as the Mommy & Me Program, which offers classes like Twinkle Stars, Story Telling, and Crafts & Cooking. Twinkle Stars works on movement and coordination for those 2-5 years old. Crafts & Cooking aids in the development of skills as children play with others in a learning environment. Kids 7- 14 years old can take part in Pokemon and Yu-Gi-Oh clubs where kids exchange trading cards, play games, and socialize. The city also offers an affordable summer camp to its residents with children axes - Id. With regard to family events, the city offers a July 4111 celebration annually where families can socialize, eat, drink, and watch the fireworks. We also offer a Concert Series where. residents can sit outdoors, listen to the Concert Series, and mingle with other Tamarac residents. Because engaging all of our citizens is a priority, the city has actively met this challenge to our programming, and the result has been successful teen and children's programs. Another challenge has been to continue to meet the needs of our senior population as we have looked for ways to further incorporate other demographics. To ensure this, the city incorporated feedback mechanisms into the Senior Program, As the demographics continue to shift in Tamarac, we will continue to monitor those changes, Tamarac is committed to responding to the changing needs of our citizens, and will continue to offer pro- grams that promote participation by all of our residents.
