SPECIAL CITY COMMISSION MEETING
TUESDAY MARCH 21, 2006
CALL TO ORDER: Mayor Schreiber called the Special Meeting of the City Commission to
order at 10:00 a.m. on Tuesday, March 21, 2006 in Chambers at Tamarac City Hall, 7525 NW
88th Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Beth Flansbaum-Talabisco, Commissioner
Edward C. Portner, and Commissioner Marc L. Sultanof.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and City
Clerk Marion Swenson.
ABSENT: Commissioner Karen L. Roberts.
PRESENTATION OF THE COLORS: Presentation of the colors by the Navy Color Guard.
PLEDGE OF ALLEGIANCE: Chanell Paraison, Tamarac Elementary School Student led the
pledge of allegiance.
NATIONAL ANTHEM: Chanell Paraison, Tamarac Elementary School Student sang the
National Anthem.
Dismissal of the Navy Color Guard
MOTION TO APPROVE Temporary Resolution #10903, declaring the results of the March
14, 2006 General Election for City Commission Districts 2, 4, and Mayor — At -Large. City
Attorney Goren read Temporary Resolution 10903 by title. Commissioner Portner seconded
by Commissioner Sultanof moved approval. On roll call, Commissioner Portner voted "yes",
Vice Mayor Flansbaum-Talabisco "yes", Commissioner Sultanof "yes", and Mayor Schreiber
"yes". Motion carried.
RESOLUTION NO. R2006-40
OATH OF OFFICE administered by City Manager Jeffrey L. Miller to Beth Flansbaum-
Talabisco, Mayor -At -Large, and presentation of Certificate of Election.
OATH OF OFFICE administered by City Manager Jeffrey L. Miller to Patricia Atkins -Grad, City
Commission member District 2, and presentation of Certificate of Election.
OATH OF OFFICE administered by City Manager Jeffrey L. Miller to Harry Dressler, City
Commission member District 4, and presentation of Certificate of Election.
Mayor Flansbaum-Talabisco thanked everyone for coming and introduced the following
elected officials in the audience: Sheriff Ken Jenne, Broward County Commissioner Ilene
Lieberman, County Commissioner Norman Abramowitz, North Lauderdale Mayor Jack Brady,
School Board Member Stephanie Kraft and Mitch Kraft, School Board Member Darla Carter,

Parkland Mayor -Elect Michael Udine, School Board Member Marty Rubenstein, Lori Plotnick
representing State Representative Ari Porth, Mitch Ceasar, Barry Harris, and Diane Glasser.
Broward County Commissioner Lieberman complimented each of the commissioners on their
work and said Mayor Flansbaum-Talabisco is the first female Mayor for Tamarac and a dear
friend of Broward County Commissioner Lieberman. Broward County Commissioner
Lieberman presented Mayor Flansbaum-Talabisco with a County Proclamation proclaiming
March 21, 2006 as Beth Flansbaum-Talabisco appreciation day in the history of Broward
County. Broward County Commissioner Lieberman presented Commissioner Atkins -Grad with
a County Proclamation proclaiming March 22, 2006 as Patte Atkins -Grad appreciation day in
the history of Broward County. Broward County Commissioner Lieberman presented
Commissioner Dressler with a County Proclamation proclaiming March 23, 2006 as Harry
Dressler appreciation day in the history of Broward County. Broward County Commissioner
Lieberman wished Commissioner Sultanof a happy birthday.
Mayor Flansbaum-Talabisco thanked Broward County Commissioner Lieberman for coming to
this morning's meeting. Mayor Flansbaum-Talabisco said when she first decided to run for
mayor she envisioned the City of Tamarac as a city for everyone; Tamarac is a unique and
special community. Mayor Flansbaum-Talabisco said she gave up her District 2 seat to run for
Mayor and while this was a huge step, she never regretted this most rewarding experience. At
the height of the campaign, Hurricane Wilma struck and Mayor Flansbaum-Talabisco said she
worked with staff and the commission delivering food, ice and water to those who were unable
to leave their homes. During that time she realized the devastation the city had faced. Mayor
Flansbaum-Talabisco promised that as Mayor she will do everything in her power to make sure
the residents of Tamarac are protected and taken care of should disaster strike again. Mayor
Flansbaum-Talabisco said her vision of Tamarac is a blended neighborhood with a business
corridor, restaurants, shopping, children swimming at the aquatic center or playing in a park,
bike riding and soccer games. The seniors will continue to enjoy programs and can visit
classrooms and share their talents with young eager minds. Tamarac will be a community in
which residents of all ages live, work and play. The voters spoke and support harmony, dignity
and respect for city hall. All this will happen with this commission; we will work hard to make
'Team Tamarac' a reality. Mayor Flansbaum-Talabisco said this is a new day in Tamarac.
Mayor Flansbaum-Talabisco recognized her campaign manager, Bev Stracher, the old and
new friends she met along the way, the firefighters for their help, and said people in the city
wanted to be part of the team. Mayor Flansbaum-Talabisco thanked those who stood on
street comers with signs, knocked on doors, and handed out lollipops and literature, and said
from Kings Point to the Boulevards of Tamarac she got to know people in all parts of Tamarac
and thanked everyone for their help. Mayor Flansbaum-Talabisco acknowledged and thanked
family members in the audience; Uncle Don and Aunt Beverly, her late brother-in-law David,
and -husband Jack. Mayor Flansbaum-Talabisco said as Tamarac's first woman Mayor she will
do everything in her power to make all of her supporters proud of her. Residents are welcome
to come to city hall or her home at any time; she welcomes telephone calls and e-mails; she
will always be responsive, and thanked everyone for their overwhelming show of support on
Election Day.
Commissioner Atkins -Grad said she is gratified by the confidence shown in her by the people
of Tamarac. Many friends are in the audience today and her election to the City Commission

would not have been accomplished without their support. Commissioner Atkins -Grad said
there are too many people to acknowledge at this time, but she recognized three special
people: Campaign Manager Diane Glasser, Husband David, her grandmother's sister, Aunt
Pearl who is 101 Y2 hears old, and her parents who are always in her thoughts. Commissioner
Atkins -Grad said she looks forward to working hard with her fellow commissioners and new
mayor to move Tamarac forward and be of service to the community, and thanked everyone
for attending this morning's meeting.
Commissioner Dressler acknowledged and thanked the Mayor and City Commission, City
Manager Miller, staff, citizens, his wife, son, and in-laws, and all who helped him to get to this
point in life. Commissioner Dressler said now that the election is past and the politics over, we
have a unified commission that will work together like five fingers on a hand, to serve all of
Tamarac. Commissioner Dressler thanked everyone and said he looked forward to the
privilege of serving as commissioner.
Commissioner Sultanof said this is a wonderful day; Tamarac is the fastest growing city in
Broward County and the commission has done wonders. Commissioner Sultanof recognized
Commissioner Norman Abramowitz, who was in the audience. Commissioner Sultanof said he
worked for Tamarac for the past 17 years and has served as an elected official for three terms.
Commissioner Sultanof said this is the peoples' government and acknowledged Tamarac staff,
the best staff he has ever seen. Commissioner Sultanof acknowledged his wife and two sons
in the audience and said he would celebrate his birthday this week. Commissioner Sultanof
said this commission will work hard for the residents and reminded everyone that if they have
any complaints they should come to the commission meetings and let the Mayor and City
Commission know.
Commissioner Portner thanked everyone for coming, and said this shows a great interest in
Tamarac. Commissioner Portner welcomed and congratulated Commissioners Atkins -Grad
and Dressier to this collegiate body and stated while the residents have no idea what will
happen to this city in the next two years, he is certain everyone will be very happy.
ADJOURNMENT: Mayor Flansbaum-Talabisco announced refreshments will be served in
the atrium following the meeting. There being no further business to come before the Mayor
and City Commission, Mayor Flansbaum-Talabisco adjourned the Special Meeting at 10:45
a.m.
