SPECIAL CITY COMMISSION MEETING
MONDAY, SEPTEMBER 11, 2000 CHAMBERS
CALL TO ORDER: Mayor Schreiber called the Special City Commission meeting to
order at 6:30 P.M. on Monday, September 11, 2000, in Chambers at Tamarac City Hall,
7525 NW 881" Avenue, Tamarac, FL.
PRESENT: Mayor Joe Schreiber, Vice Mayor Karen L. Roberts, Commissioner Edward
C. Portner, and Commissioner Marc L. Sultanof.
ABSENT AND EXCUSED FOR CAUSE: Commissioner Larry Mishkin.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft, and
City Clerk Marion Swenson,
Mayor Schreiber called for the Pledge of Allegiance.
1. Mayor Schreiber announced that this is a special meeting of the City
Commission of the City of Tamarac for the public hearings on the proposed millage and
tentative budget for FY01. Mayor Schreiber said before the first public hearing begins,
the City Manager has a statement.
City Manager Miller said in accordance with TRIM, he is required to read the following
statement: The tentative General Fund budget of $27,894,100 is less than the current
budget of $29,064,300. The City proposes to levy a millage rate of 5.9999 for General
operating purposes, which is a 25.26% increase over the rolled -back rate of 4.7900
mills. The proposed Debt Service millage rate of .5768 mills is an increase over the
current Debt Service millage rate of .4901 mills. This concludes the statutory
requirement and we are now ready for the public hearings.
2. Mayor Schreiber opened the public hearing on the proposed millage rate for
FY01. Curt Rosenfeld, 8511 NW 57" Court, Tamarac, spoke about cutting the budget
without cutting services. Debbie Capone, Family Central, Inc., 840 SW 81" Avenue, Ft.
Lauderdale, spoke about Tamarac's donation to Family Central, and thanked the
Commission for their continued commitment. Isabella Sulkowski, Shoppes of Tamarac,
spoke about the increased tax. Phil Shenkman, CPA, on behalf of Shoppes of
Tamarac, spoke about the Fire Rescue Assessment increase. Murray Meisner,
Woodlands, spoke about the increased taxes and the assessed value of his property as
a resident, as well as the increased assessed value of the Woodlands Country Club.
Burt Schneider, 8016 NW 72 Street, Tamarac, spoke about the Public Information
Office, ridership of the buses, the mailer for the Vice -Mayor referendum question,
Mayor and Commission compensation, whether the City is receiving the fees necessary
to cover inspections for new businesses, and the possibility of having the budget book

printed in black and white to save money. Mark Howard, 959 SW 71 Avenue, North
Lauderdale, spoke about the EMS lawsuit. Herman Gross, Weldon, Kings Point, said
the budget should include the expense for the internal auditor.
With no one else wishing to speak, Mayor Schreiber closed the public hearing on the
Proposed Millage Rate for FY01.
3. Mayor Schreiber opened the public hearing on the tentative general fund and
other fund budgets for FY 01. With no one wishing to speak Mayor Schreiber closed
the pubic hearing.
4. Mayor Schreiber opened the public hearing on the Fire Rescue Assessments for
FY01. With no one wishing to speak, Mayor Schreiber closed the public hearing.
5. Commissioner Portner seconded by Vice Mayor Roberts moved to adopt a
proposed millage of 5.9999 mills for FY01. Mayor Schreiber said he believed $.50 is
enough funding for the next 1-2 years. Vice Mayor Roberts said she does not want to
come back to the public every year asking for a Y2 mil increase. Vice Mayor Roberts
said taxes have not been raised in Tamarac for the past five years, and Tamarac has
provided many services to the residents and the Fire Rescue assessment is going
down this year. Commissioner Sultanof said Tamarac has the best staff in Broward
County and he does not feel that he is doing his job if he has to come to the residents
each year for an increase. Commissioner Sultanof said there has been no increase in
taxation in Tamarac in the past five years, and Land Section 7 is expanding which will
bring in revenue in the next few years. Commissioner Portner said the Commission cut
$600,000 from the budget in June when they first reviewed it and he does not want to
come before the people each year to ask for an increase. Commissioner Partner asked
that people go back to their communities and explain what the Commission is doing
and why. Burt Schneider, 8016 NW 72 Street, Tamarac asked if anyone has looked
into the FPL deduction on City taxes, and Mayor Schreiber said former Mayor Bender
brought it up several years ago and the City is going to pursue this. Commissioner
Sultanof said he suggests 1 mil so Tamarac will be protected in every way. On roll call
Commissioner Portner voted "yes", Vice Mayor Roberts "yes", Commissioner Sultanof
"yes", and Mayor Schreiber "no". Motion carried.
6. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2001:
(TO1910) Motion to adopt ordinance on first readinS making appropriations for the
fiscal year 2001 based on the operating and capital improvement budget estimate of
revenues and expenditures for each of the City's funds; providing for conflicts; providing
for severability; and providing for an effective date. City Attorney Kraft read Temporary
Ordinance 1910, Revision #1 on first reading by title. Vice Mayor Roberts seconded by
Commissioner Sultanof moved to adopt Temporary Ordinance 1910 the tentative
general fund and other fund budgets as proposed in the FY01 proposed budget
document with revisions as shown in Exhibit A and incorporating any other subsequent
revision of this Commission, on first reading. There was discussion about charitable
funds to the Tamarac Bulldogs, Family Central and the Area Agency on Aging. On roll

call Vice Mayor Roberts voted "yes", Commissioner Sultanof "yes", Commissioner
Portner "yes", and Mayor Schreiber "no". Motion carried.

7. FIRE RESCUE ASSESSMENT: (TR9123) Motion to adopt Resolution relating to
the provision of fire rescue services, facilities, and programs in the City of Tamarac,
Florida; reimposing Fire Rescue Assessments against assessed property located within
the City of Tamarac for the fiscal year beginning October 1, 2000; approving the rate of
assessment; approving the assessment roll; and providing an effective date. City
Attorney Kraft read Temporary Resolution 9123 by title. Commissioner Sultanof
seconded by Commissioner Portner moved to adopt Temporary Resolution 9123
relating to the provision of the Fire Rescue Services, facilities, and programs in the City
of Tamarac. Mayor Schreiber spoke about the legality of the Fire Rescue Assessment.
Commissioner Sultanof spoke about Judge Monet's decision regarding the County's
involvement in Fire Rescue Services. City Attorney Kraft said Tamarac's assessment
takes the lawsuit into account and the court held that what Tamarac is doing is legal.
Vice Mayor Roberts confirmed that this is a Fire assessment not Fire Rescue, and
Tamarac is still subsidizing 65% from the general fund. On roll call Commissioner
Sultanof voted "yes", Commissioner Portner "yes", Vice Mayor Roberts "yes", and
Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R2000-227
8, Vice Mayor Roberts seconded by Commissioner Portner moved to adopt a
proposed Capital Improvement Program (CIP) for the five-year period beginning with
FY01 as proposed in the FY01 Capital Improvement Program budget and incorporating
any other subsequent revision of this Commission. On roll call Vice Mayor Roberts
voted "yes", Commissioner Portner "yes", Commissioner Sultanof "yes", and Mayor
Schreiber "yes". Motion carried.
9. Mayor Schreiber announced that the second public hearing in which a final
millage and budget shall be adopted will be held on September 27, 2000 at 6:30 p.m. in
the Commission Chambers at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL.
There being no further business to come before the City Commission, Mayor Schreiber
adjourned the Special Meeting at 7:50 p.m.
