SPECIAL CITY COMMISSION MEETING
CITY HALL CHAMBERS
THURSDAY SEPTEMBER 13, 2007
CALL TO ORDER: Mayor Flansbaum-Talabisco called the Special Meeting of the City
Commission to order on Thursday, September 13, 2007 at 5:05 p.m., in Chambers at
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Marc L. Sultanof,
Commissioner Edward C. Portner, Commissioner Patte Atkins -Grad, and Commissioner
Harry Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant City Attorney James
Cheroff, City Clerk Marion Swenson
PLEDGE OF ALLEGIANCE: Mayor Beth Flansbaum-Talabisco led the pledge of
allegiance.
In accordance with TRIM, City Manager Miller read the following statement: The
tentative General Fund budget of $49,269,700 is more than the Fiscal Year 2007
adopted budget of $48,467,000. The City proposes to levy a millage rate of 5.0496 for
General operating purposes, which is a 9% increase of the rolled -back rate of 5.5491
mills. The proposed Debt Service Millage rate of .0630 mills is a decrease from the
current Debt Service millage rate of .1305 mills.
Mayor Flansbaum-Talabisco opened the public hearing on the proposed millage rate for
FY2008 and with no one wishing to speak closed the public hearing.

Mayor Flansbaum-Talabisco opened the public hearing on the tentative General Fund
and other fund budgets for FY2008, and asked for staff presentations. City Manager
Miller said the balanced budget for $105,531,600 in all funds meets state requirements,
complies with the Property Tax Reform Act, and represents an overall millage decrease
of 19.5% for taxpayers in the City of Tamarac. City Manager Miller added it was an
extremely difficult process preparing the budget with across the board reductions, but
we are able to keep police and fire service levels where they should be. Staffing was
reduced in other departments; we have been under a temporary hiring freeze since
January and only critical positions have been filled. Most of the eliminated positions
were vacant and for those that were not, the Human Resources department has worked
to place those individuals. City Manager Miller announced that a representative from
the Property Appraiser's office is here for those who may have questions regarding their
tax bill.

Financial Services Director Chapman gave an overview of the proposed budget, spoke
of the legislatively imposed roll backs, and the upcoming referendum on the homestead
exemption.
Commissioner Dressler thanked staff for their work on multiple budgets and said at a
recent meeting of the Broward League of Cities, he learned that the Broward County
School system is in the lowest 10% of the nation for funding for pupils.
Carol Smith, Kids Voting Broward, thanked the Mayor and City Commission for their
past and anticipated future support.
Thelma Zimberoff, 4521 Monterey Drive, Tamarac, spoke in opposition to holding the
meeting on Rosh Hashanah and cuts in the transportation service.
Chris Sieber, 3175 NW 114 Lane, Family Central, thanked the City for its past and
anticipated future support.
Judy Margolis, 4704 Queen Palm Lane, spoke in opposition to cuts in the transportation
service.
Joe Schreiber, 10504 E Clairmont Circle spoke about tax revenues, layoffs, the
possible use of funds earmarked for projects, and priorities.
Matt Hoffman, 6037 NW 91 Way, spoke about the meeting time, changing
demographics, taxes, questioned lobbyist services and the Mayor and City Commission
auto allowance.
With no one else wishing to speak, Mayor Flansbaum-Talabisco closed the public
hearing.
5. ADOPTING MILLAGE FOR THE 2007 TAX ROLL: (T02144) Motion to adopt
ordinance on first reading adopting the millage for the 2007 tax roll; levying a tax for
general operations on all properties for the Fiscal Year 2008; levying a tax for the
payment of principal and interest for bonded indebtedness; providing for conflicts;
providing for severability; and providing for an effective date. Assistant City Attorney
Cheroff read Temporary Ordinance 2144 by title. Commissioner Portner seconded by
Commissioner Atkins -Grad moved adoption. On roll call Commissioner Atkins -Grad
voted "yes", Vice Mayor Sultanof "yes", Commissioner Dressler "yes", Mayor
Flansbaum-Talabisco "yes", and Commissioner Portner "yes". Motion carried.

6. FIRE RESCUE ASSESSMENT: (TR11269) Motion to approve Resolution
relating to the provision of Fire Rescue Services, facilities and programs in the City of
Tamarac, Florida; reimposing fire rescue assessments against assessed property
located within the City of Tamarac for the Fiscal Year beginning October 1, 2007;
approving the rate of assessment; approving the assessment roll; providing for conflicts;
providing for severability; providing an effective date. Assistant City Attorney Cheroff

read Temporary Resolution 11269, Rev. August 28, 2007, by title. Commissioner
Atkins -Grad seconded by Vice Mayor Sultanof moved approval. On roll call Vice Mayor
Sultanof voted "yes", Commissioner Dressler "yes", Mayor Flansbaum-Talabisco "yes",
Commissioner Portner "yes", and Commissioner Atkins -Grad "yes". Motion carried.
RESOLUTION NO. R2007-149
7. TENTATIVE GENERAL FUND AND OTHER FUND BUDGETS FOR FY2008:
(TO2145) Motion to adopt ordinance on first reading adopting the budget for the
general fund and each of the other operating funds and the capital improvements fund
for the fiscal year 2008; allocating, appropriating, and authorizing expenditures as
presented in the budget; providing for the revenues necessary to fund the expenditures
of each of the funds; authorizing budgetary control by department total for all
appropriations; providing for conflicts; providing for severability; and providing for an
effective date. Assistant City Attorney Cheroff read Temporary Ordinance 2145 on first
reading by title. Vice Mayor Sultanof seconded by Commissioner Portner moved
approval. On roll call Commissioner Dressler voted "yes", Mayor Flansbaum-Talabisco
"yes", Commissioner Portner "yes", Commissioner Atkins -Grad "yes", and Vice Mayor
Sultanof "yes". Motion carried.
ADOPTED ON FIRST READING SEPTEMBER 13, 2007
Mayor Flansbaum-Talabisco announced the second public hearing on the budget would
be held on September 19, 2007 at 5:05 p.m. in Chambers at Tamarac City Hall.
There being no further business to come before the Mayor and City Commission, Mayor
Flansbaum-Talabisco adjourned the Special Meeting of the City Commission at 6:15
p. M.
