SPECIAL CITY COMMISSION MEETING
CONFERENCE ROOM #105
MONDAY, SEPTEMBER 25, 2000
CALL TO ORDER: Mayor Schreiber called the Special Meeting of the City Commission
to order on Monday, September 25, 2000, at 1:15 P.M. in Conference Room 105,
Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.
PRESENT: Mayor Joe Schreiber, Vice Mayor Karen L. Roberts, Commissioner Edward
C. Portner, and Commissioner Marc L. Sultanof.
ABSENT AND EXCUSED FOR CAUSE: Commissioner Larry Mishkin.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft, City
Clerk Marion Swenson, and Office Specialist June White.
There was discussion about limiting the number of boards or committees on which
members may serve. There was discussion about a letter received from a long-
standing Committee member who was chosen to serve as an alternate instead of a
regular member. Commissioner Sultanof said Chair people should notify the
Commissioners of board and committee members' participation at meetings, and Mayor
Schreiber agreed.
1. APPOINTING SEVEN MEMBERS TO THE ANNEXATION COMMITTEE:
(TR9138) Motion to adopt Resolution appointing 7 members to the Annexation
Committee to serve one-year terms. City Attorney Kraft read Temporary Resolution
9138 by title. Commissioner Portner seconded by Vice Mayor Roberts moved approval.
It was agreed to add Sidney Weisburd and Larry Schneider as applicants to the
Annexation Committee. Vice Mayor Roberts, Commissioner Portner, Commissioner
Sultanof, and Mayor Schreiber unanimously selected Bruce Hoffman, Edgar A. Kovner,
Max Marcus, Mary Jane Redfield, Vincent Sthair, Sidney Weisburd and Larry Schneider
to serve on the Annexation Committee for one-year terms. Commissioner Sultanof
seconded by Vice Mayor Roberts moved approval of Temporary Resolution 9138, as
amended. On roll call Commissioner Sultanof voted "yes", Vice Mayor Roberts "yes",
Commissioner Portner "yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R2000-242
2. APPOINTING TWO MEMBERS TO THE BOARD OF ADJUSTMENT: (TR9139)
Motion to adopt Resolution appointing one member to the Board of Adjustment to fill an
unexpired term ending July 16, 2001, and one member to the Board of Adjustment to fill
an unexpired term ending July 16, 2002, City Attorney Kraft read Temporary
Resolution 9139 by title. Vice Mayor Roberts seconded by Commissioner Sultanof

and Mayor Schreiber unanimously selected Richard N. Robbins to serve on the Board
of Adjustment to fill the unexpired two-year term and Henry Rohr to serve on the Board
of Adjustment to fill the unexpired one-year term. Commissioner Sultanof seconded by
Commissioner Portner moved approval of Temporary Resolution 9139, as amended.
On roll call Commissioner Sultanof voted "yes", Commissioner Portner "yes", Vice
Mayor Roberts "yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R2000-243
3. APPOINTING ONE MEMBER TO THE PLANNING BOARD: (TR9140) Motion
to adopt Resolution appointing one member to the Planning Board to fill an unexpired
term ending April 15, 2001. City Attorney Kraft read Temporary Resolution 9140 by title.
Commissioner Portner, Commissioner Sultanof, Vice Mayor Roberts and Mayor
Schreiber unanimously selected Milton Meyer to serve as a regular member of the
Planning Board to fill an unexpired term ending April 15, 2001. Commissioner Portner
and Commissioner Sultanof selected Diane Glasser to serve as an alternate member of
the Planning Board to fill an unexpired term ending April 15, 2001, and Vice Mayor
Roberts and Mayor Schreiber selected Allan Smith to serve as an alternate member of
the Planning Board to fill an unexpired term ending April 15, 2001. There was no action
on the selection of an alternate member to the Planning Board. Vice Mayor Roberts
seconded by Commissioner Sultanof moved to approve Temporary Resolution 9140, as
amended, appointing Milton Meyer serving as a regular member of the Planning Board
to fill the unexpired term ending April 15, 2001. On roll call Vice Mayor Roberts voted
"yes", Commissioner Sultanof "yes", Commissioner Portner "yes", and Mayor Schreiber
"yes". Motion carried.
RESOLUTION NO. R2000-244
4. APPOINTING ONE MEMBER TO THE SOCIAL SERVICES BOARD: (TR9141)
Motion to adopt Resolution appointing one member to the Social Services Board to fill
an unexpired term ending June 26, 2001. City Attorney Kraft read Temporary
Resolution 9141 by title. Commissioner Sultanof seconded by Commissioner Portner
moved approval. Commissioner Sultanof, Commissioner Portner, Vice Mayor Roberts
and Mayor Schreiber unanimously appointed John Corso to serve on the Social
Services Board to fill an unexpired term ending June 26, 2001. Commissioner Portner
seconded by Commissioner Sultanof moved approval of Temporary Resolution 9141,
as amended. On roll call Commissioner Portner voted "yes", Commissioner Sultanof
"yes", Vice Mayor Roberts "yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R2000-245
There was discussion about the Consumer Affairs Committee and Public Information
Committee, and moving members from alternate status to regular status. There was
discussion about changing the number of members serving on committees. The
Commission expressed interest in sending a letter to Gladys Kupfer asking her to keep
her position as an alternate until the next appointments in June 2001. Mayor Schreiber
said all who applied to be appointed to boards and committees should receive a letter,

either confirming their appointment or informing them that they were not chosen.
Commissioner Portner asked that the Chairperson of each board/committee notify the
Commission as to participation of members. City Attorney Kraft suggested that an
attendance sheet accompany each Chairperson's letter.
There being no further business to come before the Commission, Mayor Schreiber
adjourned the Special Meeting of the City Commission at 1:55 p.m.
