HomeMy WebLinkAbout2009-10-05 - City Commission Special Meeting MinutesCITY OF TAMARAC SPECIAL CITY COMMISSION MEETING CONFERENCE ROOM 105 WEDNESDAY OCTOBER 05, 2009 CALL TO ORDER: Mayor Flansbaum-Talabisco called the Special Meeting of the City Commission to order on Monday, October 05, 2009 at 9:30 a.m., in Conference Room 105 at Tamarac City Hall, 7525 NW 88 Avenue, Tamarac, Florida. PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Patricia Atkins -Grad, Commissioner Pamela Bushnell, and Commissioner Diane Glasser. ABSENT: Commissioner Harry Dressler. ALSO PRESENT: City Manager Jeffrey L. Miller, Deputy City Manager/Interim Finance Director Michael Cernech, Assistant City Attorney Jacob Horowitz, and Assistant City Clerk Patricia Teufel Mayor Flansbaum-Talabisco led the pledge of allegiance. City Manager Miller introduced Dr. Ulin, the EMS Medical Director for the City of Tamarac City Manager Miller said there are two items before the Mayor and Commission for consideration today; the first are three Memorandums of Agreement with the Health Department for the H1 N1 vaccine; and the second item is for the Seasonal Flu Shot program. TR11702 - H1 N1 MEMORANDA OF AGREEMENT: A Resolution of the City Commission of the City of Tamarac, Florida approving the agreements and authorizing the appropriate City Officials to execute memoranda of agreement between the City and the Broward County Health Department and the State of Florida Department of Health providing for the H1 N1 vaccination program. Interim Fire Chief Jeff Moral, EMS Division Chief Tom Sheridan and EMS Medical Director Dr. Scott Ulin appeared. Interim Fire Chief Moral and EMS Division Chief Sheridan gave presentations (attached hereto and incorporated herein as part of these minutes.) Mayor Flansbaum-Talabisco asked what the flu mist was and EMS Division Chief Sheridan explained it is a nasal spray specifically for people ages 2 to 47 that has an active virus and is used in lieu of the standard flu shot. Commissioner Bushnell confirmed that for the sake of efficiency, forms would be given out prior to the program starting and Mayor Flansbaum-Talabisco confirmed that we are taking about a program for employees, family members and volunteers and not the general public but that was subject to change in the future. Vice Mayor Atkins -Grad asked about any contraindications and if people could receive both the injection for the H1N1flu and the seasonal flu. EMS Division Chief, said contraindication would be the same as for the seasonal flu shots and people could receive both flu shots. EMS Medical Director Ulin indicated that there could also be localized_ infection or reaction to the injection site. Mayor Flansbaum-Talabisco asked when we would have the vaccines and EMS Division Chief said he anticipates having the vaccines within #ie P-ext two to three weeks. Commissioner Glasser asked about the PODS (Point of Distribdtions) and Interim Fire Chief Moral said we have targeted three PODS; Fire Station 15, Utilities Building and the Community Center, all of which have been inspected and approved by the Health Department. Commissioner Glasser was concerned about parking at the PODS and Interim Special Commission Meeting October 5, 2009 Page 1 of 2 Fire Chief Moral said there is secure and ample parking at all three sites and appointments would be scheduled for the employees, their families and volunteers to alleviate any problems. Mayor Flansbaum-Talabisco said she would prefer that the Community Center not be used as it might prove to be disruptive to residents; however she would leave the details up to staff. Commissioner Bushnell asked how long after receiving the shot would the immunity take effect and EMS Division Chief Sheridan responded 8 to 10 days. Mayor Flansbaum-Talabisco asked if there was any segment of the population that could not take the shot. EMS Medical Director Ulin said there is no reason for anyone to be precluded, except people with certain allergies. Vice Mayor Atkins -Grad expressed concern for the principals and vice principals of Tamarac schools and Interim Fire Chief Moral said all government agencies are taking steps to protect their employees. Mayor Flansbaum-Talabisco expressed concern that while waiting for the vaccines to come in that the flu could spread through city buildings and EMS Division Chief Sheridan said the latest update from Tallahassee is that they are looking for the H1 N1 to peak at the school level within the next one to two weeks and the general population to peak four weeks thereafter. Commissioner Bushnell asked if a person has the flu now, is it the H1 N1 to which EMS Medical Director Ulin responded not necessarily as the seasonal flu is also around. Vice Mayor Atkins -Grad asked questioned the difference between a cold and the flu and EMS Medical Director Ulin said with the flu you have severe muscle aches and high fever. Assistant City Attorney Horowitz read TR11702 by title into the record. Vice Mayor Atkins - Grad seconded by Commissioner Glasser moved approval of TR11702. On roll call Commissioner Glasser voted "yes", Commissioner Bushnell "yes", Vice Mayor Atkins -Grad "yes" and Mayor Flansbaum-Talabisco "yes". Motion carried. RESOLUTION NO. R2009-137 2. TR11695 - SEASONAL FLU SHOTS: A Resolution of the City Commission of the City of Tamarac authorizing the appropriate City Officials to execute a Hold Harmless Agreement between the City of Tamara c and University Hospital relating to the donation and administration of 500 free flu shots to Tamarac residents and City employees on a date to be determined. Assistant City Attorney Horowitz read TR11695 by title into the record. Commissioner Glasser seconded by Vice Mayor Atkins -Grad moved approval of TR11695. On roll call Commissioner Glasser voted "yes", Commissioner Bushnell "yes", Vice Mayor Atkins -Grad "yes" and Mayor Flansbaum-Talabisco `yes". Motion carried. RESOLUTION NO.
