SPECIAL CITY COMMISSION MEETING
TUESDAY NOVEMBER 10, 2009
CALL TO ORDER: Mayor Flansbaum-Talabisco called the Special Meeting of the City
Commission to order at 10:00 a.m. on Tuesday, November 10, 2009 in Chambers at Tamarac
City Hall, 7525 NW 88th Avenue, Tamarac, Florida to certify the results of the November 3,
2009 election and swear in new Commissioners.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Patricia Atkins -Grad,
Commissioner Pamela Bushnell, Commissioner Diane Glasser and Commissioner Harry
Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren, and City
Clerk Marion Swenson.
Presentation of the colors by Piper High School Color Guard.
Mayor Flansbaum-Talabisco led the pledge of allegiance and asked for a moment of silence, in
memory of those who serve in the armed forces and those who lost their lives this past week at
Ft. Hood, TX.
Chanya sang the National Anthem.
Mayor Flansbaum-Talabisco introduced Jack Talabisco, Faith Dressler and Dr. David Grad
who were in the audience, and acknowledged dignitaries from other cities who had come to
witness the swearing -in of reelected Commissioners Atkins -Grad and Dressler.
1. Motion by Commissioner Glasser, seconded by Vice Mayor Atkins -Grad to approve
Temporary Resolution #11730, declaring the results of the November 3, 2009 General Election
for City Commission Districts 2 and 4 and Prospect Field Road Annexation. City Attorney
Goren read Temporary Resolution 11730 by title. City Clerk Swenson gave a brief explanation
of the Temporary Resolution and congratulated Commissioner Dressler and Vice Mayor
Atkins -Grad on their reelection. On roll call Commissioner Glasser voted "yes", Commissioner
Bushnell "yes", Commissioner Dressler "yes", Vice Mayor Atkins -Grad "yes", and Mayor
Flansbaum-Talabisco "yes". Motion carried.
RESOLUTION NO. R2009-150
2. OATH OF OFFICE administered by City Manager Jeffrey L. Miller to Patricia Atkins -
Grad, City Commission member District 2, and presentation of Certificate of Election.
3. OATH OF OFFICE administered by City Manager Jeffrey L. Miller to, Harry_ Dressler,
City Commission member District 4, and presentation of Certificate of Election.
Vice Mayor Atkins -Grad thanked everyone for their support during her campaign.
Commissioner Dressler said his reelection is a fulfillment of promises made by the entire
Commission to the community of Tamarac, for a positive, effective, fiscally prudent
government. Commissioner Dressler congratulated Vice Mayor Atkins -Grad on her reelection

and said while he did not have to campaign for his reelection as Commissioner from District 4,
from the day he was previously elected in March 2006 he has dedicated every day establishing
solid, open, effective relationships with his constituents, and he is honored to serve not only
District 4 but the entire City. Commissioner Dressler thanked everyone for their support.
Commissioner Glasser said before she became a Commissioner she worked with candidates
seeking election. She previously assisted Commissioner Dressler, who is an intelligent man
and who can do a good job for Tamarac; then she assisted Vice Mayor Atkins -Grad who is a
very personable woman dedicated to her job. Commissioner Glasser said she is glad they
both were reelected.
Commissioner Bushnell said through her first year as Commissioner she has learned a lot and
is extremely proud of her colleagues; she anticipates the coming years will be fruitful with no
interruptions and the Mayor and City Commission can go about the business of the City.
City Attorney Goren said it is a pleasure to be sitting on the dais this morning and wished each
of the successful candidates the very best.
City Manager Miller congratulated Vice Mayor Atkins -Grad and Commissioner Dressler on
behalf of the staff on their reelection, and he is looking forward to more years of being
committed to excellence ... always. This is a great Commission to work with and they are
very supportive of staff, and have enhanced public services for the community.
Commissioner Dressler acknowledged his wife, Faith and thanked her for her support.
Vice Mayor Atkins -Grad thanked Dr. Grad for his support and expressed disappointment that
her Aunt Pearl, who is 105 years old, was unable to be here to share this moment with her.
Mayor Flansbaum-Talabisco said there is no place she would rather be today than sitting on
the dais with her colleagues, and thanked them all for their support, both personal and for the
City. Mayor Flansbaum-Talabisco said this Commission is out and about in the community
more than any other Commission she has worked with and they all share with each other what
is going on in the City. Mayor Flansbaum-Talabisco thanked City Manager Miller and City
Attorney Goren as well as the rest of the team for their efforts, and reminded everyone there is
an election scheduled for December 18t" and on December 22"d there will be a swearing in
ceremony for the Mayor. Mayor Flansbaum-Talabisco wished all a happy Thanksgiving and
invited everyone to attend the Veterans' Day ceremony at Veterans Park tomorrow.
There being no further business to come before the Mayor and City Commission, Mayor
Flansbaum-Talabisco adjourned the Special Meeting at 10:30 a.m.
