SPECIAL WORKSHOP MEETING
MONDAY, DECEMBER 17, 2001
CALL TO ORDER: Mayor Schreiber called the Special Workshop meeting of the
City Commission to order on Monday, December 17, 2001 at 10:00 a.m. in Room
105, Tamarac, City Hall, 7525 NW 88 Avenue, Tamarac, FL 33321.
PRESENT: Mayor Joe Schreiber, Vice Mayor Marc L. Sultanof, Commissioner
Edward C. Portner, Commissioner Gertrude Mishkin, and Commissioner Karen
L. Roberts.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Mitchell S. Kraft,
City Clerk Marion Swenson, and Purchasing/Contracts Manager Lynda Flurry.
Purchasing/Contracts Manager Flurry said the purpose of today's meeting is to
rank the five proposers.
Commissioner Portner thanked City Manager Miller for setting up the proposals
and said all presenters were admirable and qualified to represent the city.
Mayor Schreiber said everyone was well prepared and had a good presentation.
Mayor Schreiber ranked the proposers as follows: Book #1; Pennington #2;
Ericks #3; Colodny #4; and Smith #5.
Vice Mayor. Sultanof ranked the proposers as follows: Smith #1; Book L7a 3;
Ericks #3; Pennington #4; and Colodny #5.
Commissioner Roberts ranked the proposers as follows: Book #1, Pennington
#2; Ericks #3; Colodny #4; and Smith #5.
Commissioner Portner ranked the proposers as follows: Smith #1; Book #2;
Pennington #3; Ericks #4; and Colodny #5.
Commissioner Mishkin ranked the proposers as follows: Smith #1; Book #2;
Colodny #3; Ericks #4; and Pennington #5.
The final tally was Book — 8; Smith — 13; Pennington -- 16; Ericks -- 17; and
Colodny —21.
Purchasing and Contracts Manager Flurry said the lobbyist with the lowest score
would be offered the contract. Commissioner Portner said he did not want to
spend more than $25,000 on the lobbyist contract. Mayor Schreiber said when
the contract comes before the Commission for approval, if Commissioner Portner
is not happy with it he could vote against it, and Commissioner Roberts said she

felt it would be a slap in the face for a lobbyist in Tallahassee to be paid the same
as a lobbyist at the local level. Purchasing and Contracts Manager Flurry said at
this point, the proposer would be asked to submit a proposal.
City Manager Miller said his understanding is that the Commission did not want
to set a dollar limit, but wanted him to negotiate the best deal he could with the
candidate and then bring back a contract to the Commission. City Manager
Miller asked the Commission what, aside from the financial issue they would
want put into the contract; and would they like a written report once each month?
City Manager Miller suggested a weekly report during session and the rest of the
year once each month. Vice Mayor Sultanof said he would like the reports to go
to the City Manager and then be distributed to the Commission. Mayor Schreiber
said the City Manager and staff would have to come up with items the
Commission needs and Commissioner Roberts said some lobbyists said if they
were to find out there is money available, they would then find a way for the City
to use it and some said they would go by the City's wish list. City Manager Miller
said he also recommends quarterly briefings in person at the Commission
Workshop meetings. Vice Mayor Sultanof suggested payments to the lobbyist be
made monthly, and Commissioner Roberts suggested a flat fee with no extras for
traveling or expenses. All agreed.
There being no further business to come before the City Commission, Mayor
Schreiber adjourned the Special Workshop meeting at 10:20 a.m.
