NOTICE OF WORKSHOP MEETING
CITY COMMISSION OF TAMARAC, FLORIDA
CALL TO ORDER: Mayor Schreiber called the Workshop Meeting of the City
Commission to order on Monday, January 10, 2000, at 9:30 a.m. in Room 105 of
Tamarac City Hall, 7525 NW 88t" Avenue, Tamarac, Florida.

Commissioner Portner
Commissioner Sultanof
Commissioner Roberts
ALSO PRESENT: City Manager Miller, City Attorney Kraft, Assistant City Manager
Hemstreet, and City Clerk Gold.
1. JANUARY 12, 2000 AGENDA ITEMS:
a) Item #6(p), (TR8877) LOCAL OPTION MOTOR FUEL TAX: Supporting an
initiative of the Broward County Board of County Commissioners to levy one cent
($0.01) of the Local Option Motor Fuel Tax to fund public transportation; supporting the
apportionment of this tax as recommended by the Special Committee on the Local
Option Gas Tax; directing the City Clerk to send a copy of this Resolution to the
Broward County Board of County Commissioners and the Broward County Mass Transit
Division. Assistant City Manager Hemstreet gave a presentation. There was
discussion about the proposed 250 fare for City run bus service, and Vice Mayor
Mishkin said the Commission expressed interest in starting the transportation service at
no charge and then instituting the 250 fare which users would be made aware of. There
was discussion about free tokens for those who could not afford the 250 fare.
Commissioner Sultanof said the 250 fare would help to offset City expenses. Assistant
City Manager Hemstreet said the City is waiting for the scroll bars and should soon
receive the final schedule from Broward County. A ceremony will be scheduled in
February to officially start the service. Mayor Schreiber asked about stops between
clubhouses, and Assistant City Manager Hemstreet responded that the drivers would be
permitted to stop at an individual's house if it is on the route. He said the fare resolution
will be on the January 26t" agenda, and will become effective June 1st. Commissioner
Sultanof asked how the fares would be collected, and there was discussion about
accounting for all the passengers and the fares. Vice Mayor Mishkin said he rode 2 of
the 3 routes, and it is important for all the Commissioners to ride and familiarize
themselves with the routes.
b) Item #6(s), (TR8851) MUNICIPAL REVENUE SHARING PROGRAM:
Supporting a Legislative Initiative to reform the Municipal Revenue Sharing Program
and the Municipal Financial Assistance Trust Fund. Assistant City Manager Hemstreet
gave a presentation.
Mayor Schreiber questioned Item #6(e), CAPTIVA TRAFFIC CONTROL &
ENFORCEMENT: (TR8839) Executing an Agreement with Captiva Homeowners
Association, Inc., for the City through Broward County Sheriffs Office, to exercise
jurisdictional authority for traffic control and enforcement within the property of the
Captiva Homeowners Association. There was discussion about the City not being
named additional insured on the Certificate of Insurance, and Risk Manager Sredzinski
responded. There was discussion about what laws Broward Sheriffs are able to enforce
on private property, and Chief Goldstein responded that the Sheriffs could only enforce
State Statute and City Ordinance violations.
Mayor Schreiber questioned Item #6(f), TERMINATE WATER AND SEWER
DEVELOPER'S AGREEMENT: (TR8842) Terminating the Water and Sewer
Developer's Agreement with Lennar Land Partners, a Florida General Partnership, for
the York at Kings Point Project, located on the northwest corner of NW 77 Street and
NW 96 Avenue, for 4 residential water and sewer building connections, one non-
residential building connection and 4 dumpster connections requiring 201.3 ERC's for
water and 205.3 ERC's for sewer; and not be required to pay $651,360.00 in CIAC
Fees. Assistant City Manager Hemstreet responded.
Mayor Schreiber questioned Item #6(g), WATER AND SEWER DEVELOPER'S
AGREEMENT: (TR8856) Accepting and executing a Water and Sewer Developer's
Agreement with Trammell Crow Realty Services, Inc., for the Zephyrhills Project,
located on the northeast corner of Hiatus Road and NW 67 Street, for one non-
residential water and sewer building connection requiring 8 ERC's for water and 8
ERC's for sewer; requiring the payment of $25,600.00 in CIAC fees. Mayor Schreiber
asked if Zephyrhills and Culligan are going to bottle and/or distribute water, and City
Manager Miller responded.
Mayor Schreiber asked if the City could recoup from the County the cost in Item #6(o),
TRANSFER OF RIGHTS — STREET LIGHTS: (TR8874) Transferring the rights and
responsibilities for twenty-seven (27) street lights located within the Woodlands Estates
and Woodland Greens subdivisions, from Broward County to the City of Tamarac;
executing the transfer of said street lights. Public Works Director Verma responded.
Mayor Schreiber asked why the Legislative Aide term was only for 3 months. Item
#6(r), LEGISLATIVE AIDE: (TR8878) Appointing Hubert S. Klombers as Legislative
Aide to City Commissioner Marc L. Sultanof. City Attorney Kraft responded and
Commissioner Sultanof introduced Mr. Klombers and gave a brief summary of his
background.
Commissioner Partner questioned Item #6(q), NORTH SECTION 7 ASSESSMENT:
(TR8876) Relating to the North Section 7 Assessment Area, amending the initial
Assessment Resolution; amending the Amended Final Assessment Resolution;
amending the Amended Assessment Roll, excluding the turnpike property due to City
acquisition of Broward County Expressway Parcel. Assistant City Manager Hemstreet
responded. There was discussion about the portion of the property that was to become
a park.
Commissioner Partner questioned Item #6(t), WAIVER OF PERMIT FEES: (TR8863)
Denying a request from St. Malachy Catholic Church to waive all permit fees for their
carnival. Commissioner Portner said this is bad timing, as the Carnival was held 3
months ago. There was discussion about the past history of St. Malachy Church's
carnivals, and Mayor Schreiber asked for an expression of interest as to whether the
Commission felt they wanted to deny the request to waive the fees. All were in
agreement to deny the request.
2. ISTEA SOUTHGATE BOULEVARD BIKE PATH PROJECT: Public Works
Director Verma gave a presentation and said the clearing of bushes and trees was not
included in the price. Commissioner Sultanof expressed concern about the bike path
going through Veterans' Park and the safety of citizens. There was discussion about a
linear park west of Nob Hill Road on Southgate.
3. CITY'S Y2K PREPAREDNESS: MIS Director Sucuoglu gave a presentation on
City's Y2K Preparedness.
4. TRAFFIC REPORT-MCNAB ROAD WIDENING: Vice Mayor Mishkin said the
signs are up and construction should commence this week. Vice Mayor Mishkin said
Public Works Director Verma, Community Development Director King, City Attorney
Kraft, and City Manager Miller have all worked very hard on this project. There was
concern that the same problem that now exists will only be moved further west, and the
widening of the road will not accomplish what it was intended to accomplish. There was
discussion about Winn Dixie's vested right to an exit on McNab Road and the safety
factor. There was also discussion about the exit onto University Drive, and the fact that
the City bus will be taking this route. Commissioner Sultanof suggested approaching
the County again and putting pressure on them to address the safety issue.
Fire Chief Budzinski said there would be a Badging Ceremony in Chambers on Tuesday
evening and everyone was invited.
City Manager Miller reminded the Commission about the Strategic Planning session on
Friday, at Woodmont Country Club. City Manager Miller welcomed Mark O. Bates, the
new Finance Director.
Mayor Schreiber spoke about the second homestead exemption for seniors. City
Manager Miller said a member of the Finance staff would meet with the Mayor and
Commissioners individually on this matter. Commissioner Sultanof said the property
appraiser will be coming to Kings Point on January 19t" to explain the added exemption,
and people should know they could go to the County Property Appraiser. Vice Mayor
Mishkin suggested that whoever speaks at Kings Point should be invited to the City to
make a presentation. Assistant City Manager Hemstreet said the information was in the
Tam -A -Gram, and it was staffs recommendation to wait and see how many Tamarac
residents applied to the Property Appraiser and how many are approved. Then based
on the number of people that are approved the City would have an indication of how
much it will cost.
Vice Mayor Mishkin said Public Information Officer Moore appeared at a condominium
association meeting to discuss the referendum items, and he did a masterful job. Vice
Mayor Mishkin suggested information on the referendums be placed on the water bills.
There being no further business, Mayor Schreiber adjourned the workshop meeting at
11:25 A.M.
