CITY COMMISSION WORKSHOP MEETING
MONDAY, MARCH 06, 2006
CALL TO ORDER: Mayor Schreiber called the Workshop Meeting of the City
Commission to order on Monday, March 6, 2006, at 9:30 a.m. in Room 105 of Tamarac
City Hall, 7525 NW 88t�' Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Beth Flansbaum-Talabisco,
Commissioner Edward C. Portner, Commissioner Marc L. Sultanof, and Commissioner
Karen L. Roberts.
ALSO PRESENT: City Manager Jeffrey L. Miller, Assistant City Attorney Julie Klahr,
Deputy City Manager Michael C. Cernech, and City Clerk Marion Swenson.
Mayor Schreiber led the pledge of allegiance.
1. MARCH 0$ 2006 AGENDA ITEMS:
a. Item No. 6(c). TASK AUTHORIZATION NO. 06-03E — MATHEWS
CONSULTING INC. — 12-INCH WASTEWATER FORCE MAIN ALONG NW 82"
STREET FROM NW 75 AVENUE TO NUTMEG COURT: (TR10902) Executing Task
Authorization No. 06-03E with Mathews Consulting, Inc., to provide professional
services for the design, permitting, and bidding of the 12-inch wastewater force main
along NW 82Id Street from NW 75t" Avenue to Nutmeg Court, in accordance with the
City's Consulting Engineering Agreement as authorized by Resolution No. R-2001-185,
for an amount not to exceed $50,000.00; approving funding from the appropriate
budgeted Utilities Operational and CIAC accounts; authorizing the appropriate City
officials to administer the contract. Utilities Director Gagnon and Purchasing and
Contracts Manager Glatz appeared. Utilities Director Gagnon explained this is the force
main under University Drive along 82"d Street, and it will tie in the force main connection
from the west to east side of Tamarac. The time line is as follows: design/permits April
1, 2006, Bid September 1, 2006, project begins November 1, 2006 ending February 28,
2007. Vice Mayor Flansbaum-Talabisco asked about the affect to residents and Utilities
Director Gagnon said it would be less disruptive than the McNab Road Project.
Commissioner Sultanof confirmed the $50,000 was from the city only and Utilities
Director Gagnon said it comes out of the operating funds from the CIP. Commissioner
Roberts questioned the affect on the road project and Utilities Director Gagnon said it is
hoped this project would be coordinated with the road project. Public Works Director
Strain explained the road project would take approximately 4 Y2 months and should be
completed prior to the start of this utility project. Commissioner Portner questioned
language in the staff memo regarding the loop, flexibility and how this affects the rest of
the city, and asked for a definition of force main. Utilities Director Gagnon said both
sides are operational but this would tie the two together for maximum flow, and said a
pressurized main sends raw sewage through the system and after this project it will be
easier for the utilities department should there be a break in the line. Commissioner

Roberts asked how the sidewalk project for NW 82 Street from University Drive west will
be affected and Public Works Director Strain said it should be no problem. Public
Works Director Strain spoke of problems with the LAP Certificates on the part of the
county, and FDOT's auditing of these certificates, as well as change of personnel on the
county level.
b. Item No. 6(f). REPAIR AND REPLACEMENT OF HURRICANE DAMAGED
STREET LIGHTS: (TR10905) Approving the repair and replacement of hurricane
damaged street lights; utilizing the School Board of Broward County Bid Number 24-
052R; previously awarded to Florida Electric Contracting Service, Inc. for said work in
an amount not to exceed $66,400.00. Public Works Director Strain and Purchasing and
Contracts Manager Glatz appeared. Public Works Director Strain said the repairs are
necessary due to the hurricane. Mayor Schreiber asked how the city knows which lights
are ours and Public Works Director Strain said his department is in the process of
researching maintenance agreements. Commissioner Sultanof questioned the tie in to
the School Board bid and asked if we are responsible for the entire $54,000. Public
Works Director Strain said the city is responsible for the total amount and we used the
School Board's bid process. Vice Mayor Flansbaum-Talabisco asked about lights on
Commercial Boulevard heading east to State Road 7 and Public Works Director Strain
said we are working on lights from State Road 7 to 32"d Avenue. Some lights from
University Drive to State Road 7 are ours; if they are ours and are damaged they will
appear in the contract. Commissioner Portner asked how we differentiate between city
and county lights as all the fixtures are the same. Public Works Director Strain
explained if we do not feel sections of the road are adequately lit we contact FDOT and
then the lights become our responsibility. For beautification of roadways by FDOT, we
are required to take over maintenance of the lights after the projects are completed. In
investigating the agreements based on surveys we are doing, if there is no agreement
then we will not pay for the light repair. Commissioner Portner asked if it is feasible for
the County or Tamarac to take over the maintenance of all the lights. Public Works
Director Strain replied there is no advantage for Tamarac to take over maintenance of
all the lights; the State tried to force us to take over the lights and said they would give
us $7,000 per year to maintain the lights. Tamarac estimated the cost to be more like
$30,000 per year and said no. Commissioner Portner suggested opening negotiations
with the County for money to take care of the lights. City Manager Miller said this would
be up to the Mayor and City Commission, but it is a complex situation. Vice Mayor
Flansbaum-Talabisco asked if it is the County or FDOT that is involved and Public
Works Director Strain said both. They are usually very good at replacing lights but due
to the hurricane they are doing a poor job of responding. Mayor Schreiber said
Tamarac has three representatives on the County Commission and we should use them
and tell them what it is we need. City Manager Miller stated if Public Works gets stuck
we do not hesitate to contact our representatives, and they have been responsive in the
past. However, on this matter we have not contacted our representatives because we
understand they had a shortage of equipment and manpower and we are currently
waiting for our turn. Mayor Schreiber said a lot of street signs are down and suggested
we call the County and DOT and tell them to supply us with the signs and we will put
them up. Public Works Director Strain said as a safety precaution Tamarac replaced all

the stop signs but we do not have the hardware to do street signs. Public Works
Director Strain said he attended a meeting two weeks ago and the county realized it
needs outside help on street sign repair and they issued a contract to an outside
vendor. The work should be done by June. Additionally, many of the street signs are
completely gone. Commissioner Roberts asked if Tamarac could install the signs that
are there but are down. Public Works Director Strain explained our liability if we put the
sign up wrong. Assistant City Attorney Klahr explained the county will ask us to
indemnify them and we can not do that. Commissioner Partner said that with all the
problems that Broward County has had, compared to what is happening on the Gulf
Coast, we are very lucky here. Commissioner Portner thanked the County, DOT and
the City of Tamarac for all the agencies have done for the residents.
C. Item No. 6(e). AUTOMATIC AID AGREEMENT WITH CITY OF LAUDERHILL:
(TR10909) Executing an agreement between the City of Tamarac and the City of
Lauderhill for the provision of cooperative emergency medical and fire protection
services through Automatic Aid. Fire Chief Budzinski said this would be the first
Automatic Aid Agreement with Lauderhill, and this agreement will be limited in scope
and will be only for the turnpike. Lauderhill's section of the turnpike begins at 44th Street
and Tamarac's begins north of 44th Street past Commercial Boulevard. This agreement
will divide the road into northbound and southbound lanes. Lauderhill can get on at
Sunrise Boulevard and follow traffic north to Commercial Boulevard. Tamarac can get
on at Commercial Boulevard and navigate southbound. It prevents us from having to
close lanes and cross over. This agreement will alleviate delayed responses on the
turnpike. Turnpike construction began with work started on the bridge at Commercial
Boulevard, and will continue for the next three years. Mayor Schreiber said a study
needs to be done of Commercial Boulevard to alleviate traffic. Fire Chief Budzinski said
the addition of turn lanes on the bridge will alleviate some traffic
d. Item No. 6(d). GRANT APPLICATION — RECREATIONAL TRAILS PROGRAM
GRANT FUNDS FOR SOUTHGATE LINEAR PARK DEVELOPMENT PROJECT:
(TR10910) Authorizing submission of an application to the Florida Department of
Environmental Protection for Recreational Trails Program Grant Funds for the
Southgate Linear Park Development Project in the amount of $200,000 providing for a
50:50 cash match of $200,000 in City funds for a total project cost of $400,000 in the
event of approval of the application; providing for acceptance of the award and
executing of documents upon approval. Assistant City Manager Phillips and Parks
Superintendent Moll appeared. Assistant City Manager Phillips said staff would submit
the application in an effort to secure additional funding and ask the State to provide up
to $200,000 toward construction of a segment of the trail. The application requires the
city to match funds and this project has been provided for through the recently issued
bonds. Mayor Schreiber and Commissioner Sultanof confirmed the city already put in
its $200,000.
e. Item No. 6(g). INTERLOCAL AGREEMENT — PROCESSING OF MUNICIPAL
PARKING TICKETS: (TR10915) Approving an Interlocal Agreement with Howard C.
Forman, Clerk of Court for the Seventeenth Judicial Circuit of the State of Florida to

provide for the processing of municipal parking tickets and referral of contested citations
to hearing officers to conduct hearings; authorizing the appropriate City officials to
execute the necessary documents to effectuate this resolution. Assistant City Manager
Phillips said Tamarac has been involved with the Clerk of Courts' Interlocal Agreement
in the past; however, the statutes have changed, and it is now required that city citations
be heard by a magistrate and the fees proposed are commensurate with those currently
being charged the city. Assistant City Attorney Klahr informed the Mayor and City
Commission of other statutory changes; and Commissioner Sultanof asked if the
municipalities were to pay any fees to the court because we now have a magistrate.
Assistant City Attorney Klahr said there are no filing fees. The same money is being
paid as before, it is just a matter of to whom the money is being paid.
2. DISCUSSION OF MODIFICATIONS TO SUMMER CAMP SCHEDULE:
Recreation Superintendent Zimmer and Site Supervisor Garrett appeared. Recreation
Superintendent Zimmer explained we have an eight week summer camp program and
this year the School Board voted a later start date for school. Tamarac proposes an
additional week of camp, with the same staff, field trips, use of the pool and
transportation. Mayor Schreiber asked if the cost will be increased to cover the
additional week and Recreation Superintendent Zimmer responded parents would enroll
children for the eight week session and then sign up for the additional week if they so
choose, at an additional cost. Commissioner Roberts confirmed we would give the
parents and employees plenty of notification about this change. Vice Mayor
Flansbaum-Talabisco asked about putting the information in the Tam -A -Gram and
Recreation Superintendent Zimmer said it would be in the Tam -A -Gram, Forum, and
Sun-Sentinel's camp layout.
Commissioner Portner spoke of traffic on Commercial Boulevard and said he had
discussed with the City Manager the possibility of light rail from the Sawgrass
Expressway to the beaches, and he would like the Mayor and City Commission to ask
the City Manager to explore this with North Lauderdale and Lauderhill. Mayor Schreiber
agreed traffic is heavy and the lighting cycle is very short. Mayor Schreiber said
perhaps another 1-595 is needed on Atlantic Boulevard, which would eliminate east/west
traffic from surrounding cities and relieve traffic on Commercial Boulevard.
Commissioner Sultanof spoke of the MPO's discussion of a monorail system coming out
of the Sawgrass with individual stops to cities along the way, running through 1-595 and
bringing traffic east without going through the cities. The idea is to permit buses on an
adjunct road to 1-595 and there is a study underway. Commissioner Roberts said she
did not believe people would go from the Turnpike and west on Commercial Boulevard
to get on a monorail. Mayor Schreiber asked for an expression of interest for the City
Manager to look into the possibility of light rail from the Sawgrass Expressway to the
beaches and open discussions with North Lauderdale and Lauderhill. All were in
agreement. City Manager Miller said he would look into it.
Commissioner Portner said he had asked for a building to be named after the late
Commissioner Larry Mishkin and was told at that time it could not be done.
Commissioner Portner asked to have Fire Station 15 named in honor of the late

Commissioner Larry Mishkin. Commissioner Roberts said initially the commission was
told it could not name a government building and suggested naming a street after the
late Commissioner Larry Mishkin, as we have a street naming policy in effect. City
Manager Miller said he would research the matter; he believed there was an opinion
rendered by the City Attorney at one point and he would return to the Mayor and City
Commission with an answer.
There being no further business to come before the Mayor and City Commission, Mayor
Schreiber adjourned the workshop meeting at 10:25 a.m.
