NOTICE OF WORKSHOP MEETING
CITY COMMISSION OF TAMARAC, FLORIDA
CALL TO ORDER: Mayor Schreiber called the Workshop Meeting of the City
Commission to order on Monday, March 20, 2000, at 9:30 a.m. in Room 105 of
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, Florida.
PRESENT: Mayor Schreiber, Vice Mayor Mishkin, Commissioner Portner,
Commissioner Sultanof, and Commissioner Roberts.
ALSO PRESENT: City Manager Miller, Assistant City Manager Hemstreet, City
Attorney Kraft, and City Clerk Gold.
City Manager Miller congratulated the winners of the March 14th election, and
recognized Public Information Officer Moore, City Attorney Kraft and Assistant City
Manager Hemstreet for their contribution and assistance in drafting the amendments to
the Tamarac Charter and educating the residents on the amendments. Mayor
Schreiber and Commissioner Roberts said it was a pleasant surprise that all 11
amendments passed, and that they passed by a large margin. City Manager Miller
congratulated Vice Mayor Mishkin on his election to the Senior Hall of Fame.
1. MARCH 22. 2000 AGENDA ITEMS:
a) Item #5(b): GRANT -CONSERVATION: (TR8939) An application in the amount of
$100,000 to the Department of Environmental Protection for funding through the Land
and Water Conservation Fund Program for improvements to the McNab Park Parcel.
Special Events Coordinator Phillips gave a presentation and responded to questions
from Commissioner Portner and Mayor Schreiber.
Commissioner Roberts questioned the fee in Item 5(f), INTERLOCAL AGREEMENT -
INSPECTIONS BY BROWARD COUNTY: (TR8905) Executing the Interlocal
Agreement between Broward County and the City of Tamarac for inspection, plan
review, building official or other services to be performed by the Broward County
Building Code Services Division in the event there is a staff shortage at a rate of Forty
Dollars ($40.00) per hour, or Building Official Services at a rate of Fifty Dollars ($50.00)
per hour, not to exceed $20,000 annually; repealing Resolution R99-241 in its entirety,
and Building Official Gioia responded.
Commissioner Roberts questioned whether Item 5(g) was already done through the
budget process. SECURITY GUARD SERVICES: (TR8904) Purchasing Security
Guard Services from the Wackenhut Corporation; granting the Purchasing and
Contracts Manager the authority to waive purchasing procedures pursuant to City of
Tamarac code Sec. 6-155, and purchase from contracts with other governmental
agencies; authorizing an annual expenditure of funds in an amount not to exceed
$40,000. Assistant City Manager Hemstreet responded. Mayor Schreiber asked the
length of the contract and Assistant City Manager Hemstreet said one year.
Commissioner Roberts questioned whether the items on the list in item 5(i) were
surplus. 5(i) AUCTION: (TR8941) Declaring certain equipment and material as surplus
and directing that an Auction be held; offering the public the availability for inspection of

items prior to the Auction; authorizing the appropriate City Officials to enter into an
Agreement with Fisher Auction, Inc., to conduct the auction in conjunction with the City
of Lauderhill and the City of Pompano Beach utilizing Broward County Bid
#J9PUR5000; disposing of any unsold items having no cash value and placing all
proceeds into the general fund. MIS Director Sucuoglu responded. There was
discussion about the computers being placed at auction and whether there would be
any more available for donation. MIS Director Sucuoglu said more would be available
in October, and Commissioner Roberts said she was going to check an organization to
see if they would be interested in the computers.
Commissioner Portner asked why the contractor was considered disadvantaged in item
5(k). HIGHWAY BEAUTIFICATION: (TR8943) Authorizing an additional expenditure of
$19,730 for the relocation and/or removal of trees necessary to complete the Highway
Beautification Project along University Drive between Southgate Boulevard and
Commercial Boulevard, Pine Island Road between Southgate Boulevard and McNab
Road, and Commercial Boulevard between NW 64th Avenue and Rock Island Road;
approving a budget transfer within the general fund to the grants fund in the amount of
$19,730; amending the grants fund budget of estimated revenues and expenditures in
the amount of $19,730. City Manager Miller responded that it is a classification the
State places on minority contractors. There was discussion about relocating the trees.
Commissioner Roberts asked where they are being relocated to, and Public Works
Director Verma said they are being relocated to the medians on Southgate Boulevard.
There was discussion on the authority of the County to make Tamarac relocate trees,
and the cost to Tamarac if the trees do not take root and need to be removed.
Commissioner Portner said there is a proposal before the legislature that authorizes
Boards to levy fines. City Manager Miller said he would look into it.
2. CALENDAR OF UPCOMING EVENTS: Public Information Officer Moore gave a
presentation of upcoming events, and Mayor Schreiber asked to have the events
publicized. Commissioner Portner asked if a special bus route could be established for
the Satellite City Hall opening event, and City Manager Miller said he would look into it.
Commissioner Roberts said the new street sweeper was used in the Sunflower section
and she had many telephone calls from people who said it did a good job.
There being no further business to come before the Commission, Mayor Schreiber
adjourned the workshop meeting at 10:00 A.M.
