WORKSHOP MEETING
APRIL 24, 2000
CALL TO ORDER: Mayor Schreiber called the Workshop Meeting of the City Commission to
order on Monday, April 24, 2000, at 9:30 a.m. in Room 105 of Tamarac City Hall, 7525 NW
88th Avenue, Tamarac, Florida.
PRESENT: Mayor Schreiber, Vice Mayor Roberts, Commissioner Portner, and Commissioner
Sultanof.
ABSENT AND EXCUSED FOR CAUSE: Commissioner Mishkin.
ALSO PRESENT: City Manager Miller, City Attorney Kraft, Assistant City Manager Hemstreet,
and Interim City Clerk Swenson.
1. Aril 26 2000 AGENDA ITEMS:
a. Item #12, COMMUNITY DEVELOPMENT BLOCK GRANT CDBG ACTION PLAN:
(TR8957) Motion to adopt a Resolution authorizing the appropriate City Officials to adopt the
"Recommendations" for the City's U.S. Department of Housing & Urban Development (HUD),
Community Development Block Grant (CDBG) Program; Case No. 5-MI-00. Code
Enforcement Manager Cindy Diemer gave a presentation. Commissioner Portner asked for a
definition of low/moderate income, and Code Enforcement Manager Diemer explained. Mayor
Schreiber questioned the use of a consultant and said he would like to see the money go into
the program. Code Enforcement Manager Diemer and City Manager Miller explained that the
program poses a large impact to the department, and at previous discussions the Commission
decided to use a consultant for the first year or two and then revisit the program. The
consultant is paid for through the grant. Commissioner Portner asked how information gets to
the public, and Code Enforcement Manager Diemer explained the procedures. Mayor
Schreiber and Vice Mayor Roberts asked if a code enforcement officer finds a house in need
of repair whether the code officer can inform the person of the program. Commissioner
Portner asked if a house could be made handicap accessible through the program. Code
Enforcement Manager Diemer responded that this was called removal of architectural barrier.
There was discussion about use of the funds for a group home, and Vice Mayor Roberts said
this idea was a recommendation from the Tamarac Bulldogs. There was discussion about
non-profit groups creating a group home. There was discussion about the Firefighter's
installing smoke detectors, and Commissioner Sultanof asked if the smoke detectors ran on
batteries or electricity. Fire Chief Budzinski said they ran on batteries, as it would be too costly
to renovate a residence to accept an electric smoke detector. There was discussion about the
bus and driver eligibility under this program. Mayor Schreiber asked about a grant to put in
sidewalks and City Manager Miller said it has been approved and engineering for sidewalks is
completed. Code Enforcement Manager Diemer spoke about the universally designed park at
McNab Road for the handicapped. This is not in a low/moderate area, and the City must prove
that 51 % of the population using it will benefit. Commissioner Portner and Vice Mayor Roberts
questioned the amount of money allotted to Tamarac from the grant, as well as the fact that
the money was allotted before the projects were chosen. Code Enforcement Manager Diemer
explained that the City cannot apply for money from HUD; HUD decides its own distribution,
but the department requests that are not able to be considered this year can be looked at for
future funding for next year.

Vice Mayor Roberts spoke about agenda Item #2, the presentation of a proclamation to Dr.
Krause. Vice Mayor Roberts said Commissioner Mishkin is also being inducted into the Senior
Hall of Fame, and it would be proper to honor both with proclamations. Commissioner
Sultanof said he requested the proclamation for Dr. Krause and would like to also request a
proclamation for Commissioner Mishkin. He would like to have Commissioner Mishkin's read
when Commissioner Mishkin is present, at the May 10t" Commission meeting.
Vice Mayor Roberts questioned Item #9(f) on the agenda, ANTI -DRUG ABUSE FUNDS FOR
FISCAL YEAR 2000: (TR8988) Authorizing the appropriate City Official to send correspondence
to the Broward County Commission on substance abuse approving the distribution of Federal Anti -
Drug Abuse funds for Fiscal Year 2000. Management Intern McKew gave a presentation.
Commissioner Sultanof asked if there was a drug problem in Tamarac, and Chief Goldstein
responded.
Commissioner Portner questioned Item #9(b) on the agenda and asked if the City intends to
extend the contract for next year. AGREEMENT — FIREWORKS: (TR8937) Executing an
Agreement between the City of Tamarac and Zambelli Internationale Fireworks Manufacturing
Company, Inc., exercising the option to renew for the 2000 Fireworks at a cost of $25,000.
Parks and Recreation Director Margoles said the City would go out to bid again. Mayor
Schreiber asked about language in the contract specifying the length of time for the fireworks
display, and Parks and Recreation Director Margoles said it is specified in the contract.
Commissioner Sultanof suggested using the same wording in the new contract to make sure
the City is covered in the event the fireworks display does not go off well. Vice Mayor Roberts
asked if there would be complications with Lennar over the next three years because of the
location of the fireworks display, and Fire Chief Budzinski responded. There was discussion
about new construction and a possible problem with smoke. Commissioner Sultanof
suggested notifying Lennar and having them notify the association at Southampton. Mayor
Schreiber asked about the distance from the fireworks and Fire Chief Budzinski said it
depends on the size of the shells. For 8" shells the distance is just under the 600' radius from
the shooting area. Mayor Schreiber asked if an alternate site has been considered for the
future and Fire Chief Budzinski said the present site is the best location. Vice Mayor Roberts
asked about working with Lennar to have them donate land, and Mayor Schreiber said there is
a strip of land for development alongside the park that would be a good site for these types of
activities.
Commissioner Partner asked about the criteria for training in Item #9(c) on the agenda.
GRANT-CITY'S SUMMER RECREATION PROGRAM: (TR8970) Authorizing the appropriate
City Officials to seek grant funding from the Broward County Children's Services Administration
Division in the amount of $3,250; authorizing a City match in -kind in the amount of $1,633 for a
project cost of $4,883. Special Projects Coordinator Phillips and Parks and Recreation
Director Margoles responded. Mayor Schreiber asked if the Counselors -In -Training (CIT's)
have experience from prior years, and Commissioner Portner asked how many will be trained
and when they are going to be trained. Parks and Recreation Director Margoles responded.
Vice Mayor Roberts asked to have Item #10 on the agenda tabled until Commissioner Mishkin

CITIES: (TR8986) Motion to adopt Resolution Appointing as the City's Voting
Delegate to the Broward League of Cities; appointing as the City's Alternate
Delegate to the Broward League of Cities. City Attorney Kraft said there is no time limit within
which the appointments must be made. There was agreement to table the item at the April
26t" meeting.
Commissioner Portner asked about Item #9(d) on the agenda, what SNAPS stands for and
how many people the bleachers will seat. PURCHASE BLEACHERS: (TR8987) Authorizing
the appropriate City Officials to approve the purchase of stadium bleachers for the gymnasium
at the Senior and Community Center at a total cost not to exceed $26,698.00, from
Wesinco/Florida, Inc., utilizing the State of Florida SNAPS Agreement #8051824-1; approving
funding from the appropriate parks and recreation account. Parks and Recreation Director
Margoles responded that SNAPS is a state contract, and the bleachers will seat 300.
Commissioner Partner asked for clarification of item #9(g), AMENDMENT TO INTERLOCAL
AGREEMENT — DIVISION AND DISTRIBUTION OF PROCEEDS OF LOCAL OPTION GAS
TAX: (TR8971) Executing the Seventeenth Amendment to Interlocal Agreement between
Broward County and City of Tamarac providing for division and distribution of the proceeds of
the local option gas tax imposed by the Broward County Local Option Gas Tax Ordinance.
Assistant City Manager Hemstreet explained both items #9(g) and 9(h) on the agenda.
Item 9(h), 2000 AMENDMENT TO INTERLOCAL AGREEMENT -DIVISION AND
DISTRIBUTION OF PROCEEDS FROM THE BROWARD COUNTY ADDITIONAL LOCAL
OPTION GAS TAX ON MOTOR FUEL ORDINANCE: (TR8972) Executing the 2000
Amendment to Interlocal Agreement between Broward County and City of Tamarac providing
for division and distribution of the proceeds from the Broward County Additional Local Option
Gas Tax on Motor Fuel Ordinance. There was discussion about the percentage for the City
and the County, and Mayor Schreiber asked what could be done so that the Cities get more
money. City ;Attorney Kraft explained the funds are used for County roads, which go through
incorporated areas, and the Cities get the benefit of the roads. Assistant Public Works Director
Greenspan explained the reason for the split Agreements. Commissioner Sultanof said
Tamarac gets about Y2 cent, and Commissioner Portner said Tamarac should get more. There
was discussion about the unincorporated areas.
2. CAST METAL RELIEF ARTWORK: Management Intern Kristin McKew gave a
presentation and there was discussion about where the artwork might be placed;
Commissioner Portner suggested the foyer in City Hall, and Mayor Schreiber suggested the
new Senior and Community Center. City Manager Miller said some governments set aside
money (1 %-2%) in their capital budgets for arts in public places, and perhaps Tamarac could
look into setting aside a similar amount of money to foster the arts in Tamarac. Commissioner
Portner asked if there are any federal grants for these types of programs and Commissioner
Sultanof said the federal government has an Endowment of Arts and Humanities Program.
Mayor Schreiber asked that this be explored further.
3. TREE CITY AWARD: Public Works Recycling Coordinator Jean DuPuis gave a
presentation. There was discussion about the standards that must be met to become a Tree
City, and Mayor Schreiber said he would like Tamarac to be in control of its tree ordinance and

take control of the appearance of Tamarac. Public Works Recycling Coordinator DuPuis said
the City is looking into that for FY2001. City Manager Miller said it is being added to the
budget as a program modification, but it is a double-edged sword, because along with control,
the City will get the complaints. Vice Mayor Roberts said when we get complaints now, we tell
people they must speak to the County. Mayor Schreiber asked if there is any control over
single family homes, and Vice Mayor Roberts said single family homeowners need permits to
remove trees. There was discussion about topping off trees. Commissioner Sultanof said
there is also an environmental issue, and Tamarac should be working toward the health and
well being of its citizens.
4. PROMOTION OF THE TAMARAC CENSUS PROGRAM: Public Information Officer
Jay Moore gave a presentation and said 66% of the residents of Tamarac have already
returned their surveys. Tamarac is a direct entitlement city with a population over 50,000. The
Census is being promoted through the Tam -A -Gram and the newspaper. Public Information
Officer Moore said the federal government has allowed $2,499 for promotional items for the
census program, and every resident who brings a completed sealed form to City Hall and mails
it here will get a free T-shirt, bagel and juice. Public Information Officer Moore reported on
several events to take place over the next few days. April 27t" is Take Your Child To Work
Day and the Annual volunteer Lunch will be held at Woodmont Country Club on May 25tn
Commissioner Sultanof asked Mr. Moore to remind the public that people who claim
homestead in Florida should be counted here and not where they lived before moving to
Florida.
Commissioner Portner congratulated Assistant City Manager Hemstreet on his reclassification.
There being no further business to come before the City Commission, Mayor Schreiber
adjourned the workshop meeting at 11:00 a.m.
