CITY COMMISSION WORKSHOP MEETING
TUESDAY, MAY 27, 2008
CALL TO ORDER: Mayor Flansbaum-Talabisco called the Workshop Meeting of the
City Commission to order on Tuesday, May 27, 2008, at 9:35 a.m. in Room 105 of
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, Florida.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Marc L. Sultanof,
Commissioner Patte Atkins -Grad, and Commissioner Harry Dressler.
ABSENT: Commissioner Edward C. Portner.
ALSO PRESENT: Deputy City Manager Michael C. Cernech, Assistant City Attorney
Jacob Horowitz, and City Clerk Marion Swenson.
Mayor Flansbaum-Talabisco led the pledge of allegiance.
MAY 28, 2008 AGENDA ITEMS:
a. Item No. 6(b) on the consent agenda. NAMING THE TAMARAC DOG PARK
PROJECT: (TR11406) Naming the Tamarac Dog Park Project located on Southgate
Boulevard, west of Tamarac Veterans' Park, in Tamarac. Parks & Recreation Director
Warner appeared and gave a presentation. Mayor Flansbaum-Talabisco suggested,
and all agreed, the overall park be named the Gary B. Jones Dog Park for People and
Pups, with one section called Wiggley Field and one section called Tam -A -Bark. Vice
Mayor Sultanof added the two names for the sub sections of the park be designated by
staff. Vice Mayor Sultanof questioned how the City would identify owners of dogs,
asked if there is a fee to use the park, and addressed cleanup. Director of Parks and
Recreation Warner said there is no fee, and there are volunteers interested in assisting
with the park. We will find a core group of dog owners who use the park frequently to
assist as volunteers. Vice Mayor Sultanof said he wanted the plaque designating the
park as the Gary B. Jones Park for People and Pups to be of sufficient size to stand out.
Commissioner Atkins -Grad said Gary B. Jones can never be replaced; she is still
collecting Sun -Sentinel newspaper plastic bag covers in her office for the park. Mayor
Flansbaum-Talabisco asked if the core group will be filtered through the Parks and
Recreation Advisory Board and Director of Parks and Recreation Warner said some
people have already come forward to assist, and as the park is opened we will identify
those who use the park a lot and will publicize this through the next Tam -A -Gram.
Mayor Flansbaum-Talabisco and Commissioner Atkins -Grad added students could
volunteer at the park for community service hours. Upon expression of interest, all were
in agreement to name the overall park the Gary B. Jones Dog Park for People and
Pups, with staff to designate sub areas to be called Wiggley Field and Tam -A -Bark.
b. Item No. 6(c) on the consent agenda. RENEWAL OF CAPRI ENGINEERING
AGREEMENT: (TR11402) Exercising the first one (1) year renewal option of the

agreement between the City of Tamarac and Capri Engineering, LLC providing back-up
building inspector services utilizing the City of Ft. Lauderdale contract #362-9442.
Building Operations Manager McIntyre and Purchasing/Contracts Manager Glatz
appeared. Building Operations Manager McIntyre gave a presentation. Commissioner
Atkins -Grad said it is good to have staff to back us up; even if we do not have to use
then, we will have a safety net. Mayor Flansbaum-Talabisco questioned the starting
date and Purchasing/Contracts Manager Glatz said this is a continuing contract with no
break in service.
C. Item No. 6(e) on the consent agenda. PURCHASE OF DIESEL FUEL:
(TR11407) Purchasing diesel fuel from BV Oil Company, Inc. and MacMillan Oil
Company utilizing Coral Springs Co -Op Contract #06-A-098; authorizing purchase of
diesel fuel in the quantities needed based on the oil price information service price index
cost at the time of delivery; authorizing budget amendments for proper accounting
purposes. Public Works Director Strain and Purchasing/Contracts Manger Glatz
appeared and gave presentations. Commissioner Dressler said during the last fuel
crisis diesel fuel was half the price of gasoline, and questioned why it is now so much
more expensive. Public Works Director Strain replied supply and demand, and more
cars in Europe run on diesel. Purchasing/Contracts Manager Glatz spoke of our
refinery capacity and said the earthquake in China has also affected costs.
Commissioner Dressier discussed supply and demand and refinery capacity.
Commissioner Atkins -Grad confirmed the pump stations and emergency stations run on
diesel and questioned our fleet. Public Works Director Strain said since we have
reduced our transportation routes our diesel fleet has diminished. Vice Mayor Sultanof
added the government, over the past 25 years, has not forced the oil industry of our
country into building refineries.
d. Item No. 6(f) on the consent agenda. AMENDING ANNUAL AUDITING
SERVICES AGREEMENT: (TR11409) Amending the original agreement between the
City of Tamarac and GLSC & Company, PLLC (formerly BKR Garcia & Company,
PLLC), for annual auditing services to extend the agreement for a three year period
beginning with the fiscal year ending September 30, 2008; for a not to exceed cost of
$99,500, $104,475, and $110,000 for fiscal years ending on September 30th 2008, 2009
and 2010 respectively. Finance Director Chapman and Purchasing/Contracts Manager
Glatz appeared. Financial Services Director Chapman gave a presentation. Vice
Mayor Sultanof said over the past years BKR has kept in step with the City of Tamarac.
Vice Mayor Sultanof questioned the cost and the increments. Financial Services
Director Chapman explained the $99,500 is a 0% increase for 2009 and then the
increases are in increments of 5%. Commissioner Atkins -Grad said she is thrilled with
the numbers and questioned the name change. Financial Services Director Chapman
explained this happens often in the accounting industry as partners change.
Commissioner Dressler said he has reviewed the financials and he is happy with the
quality of auditing services, they are a professional group of the highest standards.
Mayor Flansbaum-Talabisco applauded the group for their service and working with the
City during staffing changes, and added it is to our best interest to have no increase the
first year and then 5% moving forward. Mayor Flansbaum-Talabisco asked if we would

be provided with the same team as before and Financial Services Director Chapman
said we would
e. Item No. 6(g) on the consent agenda. EXTENDING THE EXISTING
AGREEMENT BETWEEN THE CITY OF TAMARAC AND DAVIDSON FIXED
INCOME MANAGEMENT: (TR11410) Extending the existing agreement between the
City of Tamarac and Davidson Fixed Income Management, (formerly Kirkpatrick Pettis
Capital Management), for investment advisory services for a one-year period
effective April 14, 2008, through April 14, 2009; Nunc Pro Tunc. Finance Director
Chapman and Purchasing/Contracts Manager Glatz appeared. Financial Services
Director Chapman gave a presentation. Mayor Flansbaum-Talabisco confirmed this
firm pointed out to the City of Tamarac the problems with the SBA and questioned the
fiscal impact. Financial Services Director Chapman said it will go down as we spend
down our CIP monies.
f. Item No. 6(h) on the consent agenda. EMERGENCY MEDICAL SERVICES
TRACKING AND REPORTING SYSTEM GRANT AWARD AND SUBGRANT
AGREEMENT: (TR11412) Accepting a subgrant in the amount of $62,750 from the
Florida Department of Transportation through the Florida Department of Health, Bureau
of Emergency Medical Services for Emergency Medical Services Tracking and
Reporting System (EMSTARS) funding; authorizing the appropriate City officials to
execute a Project Agreement and subsequent Agreements if necessary pending legal
review and approval between the Florida Department of Transportation and the City of
Tamarac for subgrant funding in the amount of $62,750 to provide for Emergency
Medical Services Tracking and Reporting System information technology equipment.
Fire Chief Budzinski and Division Chief Sheridan appeared. Fire Chief Budzinski gave
a presentation. EMS Division Chief Sheridan said the target date for installation is July —
August, and we hope to be on line by August. Commissioner Atkins -Grad said anything
we can do for our citizens is the bottom line and this system will get information to the
hospitals quickly and save lives. Mayor Flansbaum-Talabisco said she would like to
see information on this software be included in the Tam -A -Gram and also put onto our
website. Commissioner Atkins -Grad invited everyone to a seminar she and
Commissioner Dressler are hosting, where someone from the University of Miami will
speak on the training that was recently given to the firefighters.
There being no further business to come before the Mayor and City Commission, Mayor
Flansbaum-Talabisco adjourned the workshop meeting at 10:15 a.m.
