CITY COMMISSION WORKSHOP MEETING
CITY HALL - CONFERENCE ROOM 105
MONDAY OCTOBER 12, 2009
CALL TO ORDER: Mayor Flansbaum-Talabisco called the workshop meeting of the
City Commission to order at 9:30 a.m. on Monday, October 12, 2009 in Room 105,
Tamarac City Hall, 7525 NW 88th Avenue, Tamarac, FL.
PRESENT: Mayor Beth Flansbaum-Talabisco, Vice Mayor Patricia Atkins -Grad,
Commissioner Pamela Bushnell, Commissioner Diane Glasser, and Commissioner
Harry Dressler.
ALSO PRESENT: City Manager Jeffrey L. Miller, City Attorney Samuel S. Goren,
Deputy City Manager/Interim Financial Services Director Michael C. Cernech, and City
Clerk Marion Swenson.
PLEDGE OF ALLEGIANCE: Mayor Flansbaum-Talabisco led the pledge of allegiance.
Mayor Flansbaum-Talabisco said in view of the events of last week, she wanted to
thank her colleagues and friends for their support and encouragement to Jack and
herself. Mayor Flansbaum-Talabisco also thanked the City Manager's Office and the
City Attorney's Office, as well as Executive Assistant DeCrane and Administrative
Coordinator Abbandando for coordinating a series of unplanned events. Our hearts,
collectively, go out to Stacy and her family, and to Helen; we hope our former
colleague gets the help he needs. We will continue the business of the City and make
the best decisions on behalf of our residents.
1. Item No. 6(d) on the Consent Agenda. INTERLOCAL AGREEMENT BETWEEN
BROWARD COUNTY AND CITY OF TAMARAC NATURESCAPE IRRIGATION
SERVICE: (TR11698) Authorizing the appropriate City Officials to execute an Interlocal
Agreement between the City of Tamarac and Broward County to provide cost share
support of a NatureScape Irrigation Service to be operated by Broward County with the
City of Tamarac water utility service areas and authorize Broward County to conduct
specific technical activities required as part of landscape and irrigation system
evaluations to be performed by Broward County Environmental Protection Department;
providing for the City's cost share support of the NatureScape Irrigation Service.
Utilities Director Gagnon and Lab Manager Oney appeared. Lab Manager Oney gave
a presentation
2. Item No. 6 (e) on the Consent Agenda. ST. MALACHY CATHOLIC CHURCH
REQUEST FOR WAIVER OF FEES AND SALE OF ALCOHOLIC BEVERAGES:
(TR11699) Authorizing the appropriate City officials to grant a Waiver of Fees in the
amount of $1,558.90 and extend the hours of operation to 11:00 p.m. on Thursday,
November 5, 2009, and to 11:00 p.m. on Friday, November 6, 2009, and Saturday,
November 7, 2009, and approve the sale of alcoholic beverages for the Saint Malachy

Catholic Church Carnival, located at the Northeast corner of NW 61 st Street and
University Drive, during the operation of the Saint Malachy Catholic Church Annual
Carnival beginning Thursday, November 5, 2009 and ending Sunday, November 8,
2009; Case No. 25-MI-09; providing for conditions of approval. Community
Development Director Bramley appeared and gave a presentation and reiterated the
hours of operation. Mayor Flansbaum-Talabisco said through the Interfaith Leadership
Council she has gotten to know the folks at St. Malachy very well. They are quiet
community partners; while they have their own food bank and pantry for the
community, they have also become active participants in our food drive.
Commissioner Glasser said when she previously served on the Commission there was
a concern regarding the noisy rides abutting Vanguard Village. Community
Development Director Bramley explained the noisy rides and music are turned off at
10:00 p.m. City Attorney Goren explained for many years the City Commission
traditionally has considered this carnival to serve a public purpose for the entire
community.
3. DISCUSSION REGARDING CHANGING THE TIME OF THE NOVEMBER 10,
2009 REGULAR COMMISSION MEETING: City Clerk Swenson gave a presentation.
There was a unanimous expression of interest from the Mayor and City Commission to
move the November 10, 2009 regular commission meeting from 7:00 p.m. to 2:30 p.m.
4. DISCUSSION REGARDING TRIRAIL FUNDING: Commissioner Dressler spoke
of conversations held regarding funding Tri-Rail for a bullet train between Orlando and
Tampa; Commissioner Dressler said it makes more sense and is in the best interests
of the people of Florida for a bullet train to run between Orlando and Miami. There is a
petition currently circulating, which Commissioner Dressler asked the Mayor and City
Commission to fill out and return to Jim Smith. Commissioner Dressler also requested
a resolution in support of the petition and a funding source for tri-rail. Commissioner
Glasser suggested making copies of the petition and distributing it. All were in
agreement regarding the petition and the resolution.
There being no further business to come before the Mayor and City Commission,
Mayor Flansbaum-Talabisco adjourned the workshop meeting at 9:45 a.m.
