SPECIAL CITY COMMISSION MEETING
CITY HALL CHAMBERS
TUESDAY, MARCH 16, 1999
CALL TO ORDER: Mayor Schreiber called the Special City Commission
Meeting to order on Tuesday, March 16,1999, at 10:00 A.M. in the Commission
Chambers of Tamarac City Hall, 7525 Northwest 88' Avenue, Tamarac, FL
PRESENT: Mayor Joe Schreiber, Vice Mayor Larry Mishkin, Commissioner
Karen L. Roberts and Commissioner Marc L. Sultanof.
ABSENT AND EXCUSED FOR CAUSE: Commissioner John E. McKaye
ALSO PRESENT: Robert S. Noe, Jr., City Manager, Mitchell S. Kraft, City
Attorney and Carol Gold City Clerk
Bud Van Wagner, a member of the Veterans' Affairs Committee, presented the
Colors, and Mayor Schreiber called for the Pledge of Allegiance.
Mayor Schreiber acknowledged the presence of Broward County Commissioner
Norman Abramowitz and Sheriff Ken Jenne, and Mayor Schreiber thanked
everyone for being here.
1. PUBLIC PARTICIPATION: There was no public participation
2. MOTION TO ADOPT TEMPORARY RESOLUTION #8551, declaring the
results of the election for City Commission Districts 1 and 3.
City Attorney Kraft read Temporary Resolution #8551 by title. Vice Mayor
Mishkin, seconded by Commissioner Roberts, moved approval. On roll call, Vice
Mayor Mishkin voted "yes", Commissioner Sultanof "yes", Commissioner Roberts
"yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R99-65
3. MOTION TO ADOPT TEMPORARY RESOLUTION #8550, declaring the
results of the election for Charter Board member for Districts 1, 3, 4 and the at -
large position.
City Attorney Kraft read Temporary Resolution #8550 by title. Commissioner
Sultanof, seconded by Vice Mayor Mishkin, moved approval. On roll call,
Commissioner Sultanof voted "yes", Commissioner Roberts "yes", Vice Mayor
Mishkin "yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R99-66
4. OATH OF OFFICE administered by Broward County Commissioner
Norman Abramowitz to Commissioner Marc L. Sultanof, District 3, and
presentation of Certificate of Election. Commissioner Sultanof promised that he
would serve the City to the best of his ability.
5. OATH OF OFFICE administered by City Manager Robert S. Noe, Jr., to
City Commission member Edward C. Portner, District 1, and presentation of
Certificate of Election. Commissioner Portner thanked everyone and said the
oath he just took is the oath he intends to fulfill.

6. OATH OF OFFICE administered by City Manager Robert S. Noe, Jr., to
Charter Board member Benjamin D. Hutt, Member At -Large, and presentation of
Certificate of Election. Mr. Hutt was not present.
7. OATH OF OFFICE administered by City Manager Robert S. Noe, Jr., to
Charter Board member Murray L. Schwartzman, District 1, and presentation of
Certificate of Election.
8. OATH OF OFFICE administered by City Manager Robert S. Noe, Jr., to
Charter Board member Diane B. Glasser, District 3, and presentation of
Certificate of Election. Ms. Glasser thanked everyone for the enormous turnout
and vote, and thanked her managers Stanley Budnick and Lori Glasser.
9. OATH OF OFFICE administered by City Manager Robert S. Noe, Jr., to
Charter Board member Bert Buckley, District 4, and presentation of Certificate of
Election. Mr. Buckley was not present.
10. MOTION TO ADOPT TEMPORARY RESOLUTION #8563 electing a
Vice Mayor by the City Commission.
City Attorney Kraft read Temporary Resolution #8563 by title. Mayor Schreiber
asked for nominations for Vice Mayor. Commissioner Sultanof, seconded by
Commissioner Roberts moved to nominate Vice Mayor Mishkin to serve another
term as Vice Mayor. Since no other nominations were received, Mayor
Schreiber closed nominations. On roll call, Commissioner Portner voted "yes",
Vice Mayor Mishkin "yes", Commissioner Sultanof "yes", Commissioner Roberts
"yes", and Mayor Schreiber "yes". Motion carried.
RESOLUTION NO. R99-67
11. MOTION TO ADOPT Temp. Reso. #8552, authorizing signatures for
bank accounts at First Union National Bank of Florida. .,,
City Attorney Kraft read Temporary resolution #8551)by title. Commissioner
Sultanof, seconded by Commissioner Roberts, moved approval. On roll call,
Vice Mayor Mishkin voted "yes", Commissioner Sultanof "yes", Commissioner
Roberts "yes", Commissioner Portner "yes", and Mayor Schreiber "yes". Motion
carried.
RESOLUTION NO. R99-68
Vice Mayor Mishkin thanked his colleagues for nominating and reelecting him as
Vice Mayor, and thanked his wife, Gert Mishkin. Vice Mayor Mishkin
congratulated Commissioner Sultanof on his reelection, and congratulated and
welcomed Commissioner Portner, and Charter Board members Diane Glasser
and Murray Schwartzman, and welcomed Commissioner Abramowitz's wife,
Claire.
Mayor Schreiber advised everyone that there was a reception in the atrium.

There being no further business, Mayor Schreiber adjourned the meeting at
10:18 a.m.
