HomeMy WebLinkAbout1994-03-15 - City Commission Special Meeting MinutesCity Council Special Meeting 03/15/94/KJ Page 1 CITY OF TAMARAC CITY COUNCIL SPECIAL MEETING TUESDAY, MARCH 15, 1994 CALL TO ORDER: Vice Mayor Katz called this meeting to order on Tuesday, March 15, 1994 at 10:00 a.m. in Council Chambers at Tamarac City Hall, 7525 N.W. 88th Avenue, Tamarac, Florida. Vice Mayor Katz called for the Pledge of Allegiance. PRESENT: Vice Mayor Irving Katz Councilman Norman Abramowitz Councilman Joseph Schreiber Mayor H. Larry Bender Councilman Henry C. Schumann ALSO PRESENT Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Carol A. Evans, CMC, City Clerk Karen Jackson, Secretary V/M Katz introduced the new City Manager, Robert S. Noe, Jr., to the members of the audience. Mr. Noe welcomed all to the inauguration of the new Mayor, Councilmembers and the Charter Board members. 1. PUBLTC PARTICIPAIIQH - Any member of the public may speak to any issue which is on this meeting notice. Speakers will be limited to three minutes during this item. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. V/M Katz OPENED and CLOSED the Public Participation with NO RESPONSE. 2. MOTION To ADOPT Temp_ Reso. #6657 declaring the results of the election for Charter Board Members for Districts 2, 4 and At Large. SYNOPSIS OF ACTIQN:. RESOLUTION R-94-36-PASSED APPROVED declaring the newly elected Charter Board members to be: Sydney Smith District 2 Arthur Ormont District 4 Morton Burdman At -Large C/M Schreiber MOVED to APPROVE Temp. Reso. #6657, SECONDED by C/M Abramowitz. Mr. Kraft read Temp. Reso. #6657 in its entirety. VOTE: ALL VOTED AYE City Council Special Meeting 03/15/94/KJ Page 2 3. MOTION TO ADOPT Temv. Reso, #6655 declaring the results of the election for Mayor and City Council Districts 2 and 4, SYNOPSIS QX- ACTION: RESOLUTION R-94-37--PASSED APPROVED declaring the newly elected City Council members to be: Norman Abramowitz Mayor Larry Mishkin District 2 Sharon Machek District 4 C/M Abramowitz MOVED to APPROVE Temp. Reso. #6655, SECONDED by V/M Katz. Mr. Kraft read Temp. Reso. #6655 in its entirety. VOTE: ALL VOTED AYE 4. PRESENWATION OF CERTIFICA2:ES OF „ELECTION by the City Clerk. SYNOPSIS DE ACTION. - Presentations were made by Carol A. Evans, CMC, City Clerk. 5. QMNOF OFFICE administered to the new Mayor, City Council members and Charter Board members. SYNOPSIS OF ACTION: Attorney Sam Goren administered the Oath of Office to Norman Abramowitz. Oaths of Office were administered to all others by Carol. A. Evans, City Clerk. Ms. Evans read a Certificate of Election into the record and presented them to the following: Sydney Smith Charter Board - District 2 Arthur Ormont Charter Board - District 4 Morton Burdman Charter Board - At -Large Ms. Evans followed by administering the Oath of Office to the Charter Board members. Ms. Evans presented the Certificates of Election and administered the Oaths of Office as follows: Sharon Machek Councilwoman - District 4 Larry Mishkin Councilman - District 2 Ms. Evans presented the Certificate of Election to Mayor -Elect Norman Abramowitz and then introduced Attorney Sam Goren who administered the Oath of Office to Mayor Norman Abramowitz. V/M Katz transferred the gavel to Mayor Abramowitz. Mayor Abramowitz introduced the families of the Council. He introduced all of the elected officials who were in attendance. Mayor Abramowitz expressed his appreciation to the voters of Tamarac. 6. by the City Council for one year term. SYNOPSIS OF ACJION: Irving Katz was appointed as Vice -Mayor. C/M Mishkin MOVED to NOMINATE Irving Katz as the Vice Mayor, SECONDED by V/M Katz. VOTE: ALL VOTED AYE City Council Special Meeting 03/15/94/KJ Page 3 7. authorizing signatures for bank accounts at Sun Bank/South Florida, N.A. SYNOPSIS OF ACTION_ RESOLUTION R-94-38-PASSED APPROVED Mr. Kraft read Temp. Reso. #6658 by title. C/M Schreiber MOVED to APPROVE Temp. Reso. #6658, SECONDED by C/M Mishkin. VOTE: ALL VOTED AYE C/W Machek expressed her appreciation to all for their support during the election and said she looks forward to doing a good job for Tamarac. V/M Katz expressed his appreciation to Council for reappointing him as Vice Mayor. He suggested that Council consider calling themselves Commissioners instead of Council, based on women serving on Council. C/M Schreiber thanked all for attending this meeting. He commended the newly elected officials on their success. C/M Mishkin extended his appreciation to all who assisted him in the election process. Mayor Abramowitz thanked everyone for attending and expressed a special appreciation to the Staff for setting up the Chambers for this event. Mr. Kraft congratulated the new members and said he is looking forward to working with all of them. CITY MANAGER REPORT Mr. Noe said the reception following the meeting was set up by Staff members and thanked all of them, in particular, Dina McDermott, Assistant City Manager, who organized everything.
