NOTICE OF SPECIAL MEETING
CITY COUNCIL OF TAMARAC, FLORIDA
There will be a Special Meeting of the City Council on Friday,
April 24, 1992 at 1:00 p.m, in Conference Room #1. of City Hall,
7525 N.W. 88 Avenue, Tamarac, Florida.
The Council will take action on the following items:
1• appointing four (4)
members to the REDISTRICTING COMMITTEE pursuant to Section
1.03 of the Charter. (tabled on 4122192)
FINAL ACTION1, RESOLUTION R-92-76-PASSED
APPROVED the following four members to the Redistricting
Committee:
Norman DuBois - District 1
Bernie Simms - District 2
Diane Glasser - District 3
Phil Weinberger - District 4
2. PRESENTATION ION by Mayor Bender of a proclamation declaring the
week of May 3 through May 9, 1992 as National Drinking
Water Week.
FINAL ACTION*
Presentation was made.
The City Council may consider and act upon such other business as
may come before it.
All meetings are open to the public. `

CALL TO ORDER : Mayor Bender called the City Council Special
meeting to order at 1:00 P.M. in Conference Room #1, City Hall.

Mayor Bender said that City Manager Kelly sent a memo dated April
23, 1992 (see attachment) to members of the Council. City
Attorney Kraft read the memo which pertained to appointing four
residents from each of the four districts to the Redistricting
Committee.
Mayor Bender said City Clerk Evans prepared a list of the
applicants from which each Council member could make their
selections.

2. PRESENTATION by Mayor Bender of a proclamation declaring the
week of May 3 through May 9, 1992, as NATIONAL DRINKING WATER
WEEK.
SYNOPSIS OF ACTION
DONE
Mayor Bender read the proclamation and presented it to the
appropriate individual.
C/M Schreiber said he submitted a memo dated April 17, 1992 to
Mr. Kelly regarding Council's conduct and he wished to agendize
this for the next City Council Meeting.
C/M Schreiber suggested that:
1) the time for the public to speak should be increased from
three minutes to five minutes;
2) Council should respond to the public's request;
3) anything on the agenda should be in simple language for the
public;

C/M Schreiber asked for a discussion and an Expression of
Interest from the Council members. Mr. Kelly said to -date, the
other Council members had not indicated their support to agendize
C/M Schreiber's recommendations.
Mayor Bender said the Expression of Interest was for all the
items and C/M Katz suggested that each item should be discussed
separately.
Mayor Bender said one item pertaining to increasing the time
limit should be handled administratively. City Attorney Kraft
said the time limit could be a prerogative of the Chair but it
was not the ruling of the Council.
Mayor Bender said Broward County set their time limit as three
minutes as did other cities in Broward County. He said he wished
to keep the meetings as short as possible and he preferred to
retain the three minute time limit.
C/M Katz said he did not have a problem with a five-minute time
limit providing there were not too many speakers. Mayor Bender
said he could not agree to two different time limits and C/M Katz
disagreed and said Broward County extended the time limits based
on the number of speakers.
C/M Abramowitz said Broward County extended the time if there was
more than one person who wanted to share a particular segment at
a time. He said the Supreme Court also extended its time limits
and most cities adopted the three -minute time limit and all
people were entitled to speak. He said everyone could speak and
get their point across in three minutes and no one was ever cut
off in the middle of a word because they were given a 30 second
notice.
V/M Schumann said he agreed with the three -minute time limit.
C/M Schreiber. said Council acted on behalf of the public and in
his opinion, sometimes three minutes was sufficient and sometimes
a person could tot express himself sufficiently in five minutes.
He said not everyone took the full three minutes.
Mayor Bender, said three minutes was sufficient to bring a matter
to the Council. He said if action had to be taken on a specific
matter, the individual should put his problem in writing, in
detail.
Mayor Bender asked for an Expression of Interest pertaining to
increasing the time limit from three minutes to five minutes.
Mr. 'Kelly said C/M Schreiber had asked that the subject of the
time limit should be agendized for discussion. He said Council
should first agree to put this item on the agenda.
C/M,Abramowitz said this matter would not be put on the agenda if
Council expressed their opinion not to do so and Mayor Bender
asked for an Expression of Interest to put the subject of time
limits on the agenda.

RE: REDISTRICTING COMMITTE AP OINTMENTS
DATE: APRIL 23, 1992
Section 6.03 of the Charter requires that the Council (which according o no
Charter Section 4.01 is a five (5) member body that includes the Mayor) app
four (4) residents to the Redistricting Committee. The only formal limitation on
the QQMDLjW-appointments is that there shall be one (1) representative from
each of the four (4) City districts.
There is no provision that restricts any member of Council to selecting an
appointee from the District represented by that Council member. There is no
limit to the number of nominees a Council member (including the Mayor) may
recommend. The only restriction is that the Council (including the Mayor) must
fly vote to appoint four (4) people (one (1) from each of the four (4)
districts).
The City Attorney concurs with this position and we will be available to discuss
this further at your convenience.
The Special Meeting has ben scheduled for Friday, April 24, 1992 at 1:00 PM.
This is the last day you have to meet the Charter requirement of making your
appointments within forty-five (45) days of election.
