SPECIAL CITY COMMISSION MEETING
FRIDAY, APRIL 23, 1999
CALL TO ORDER: Mayor Schreiber called the Special Meeting to order on
Friday, April 23,1999, at 2.00 P.M. in Conference Room #1 of Tamarac City Hall,
7525 Northwest 88t" Avenue, Tamarac, FL.
PRESENT: Mayor Joe Schreiber, Vice Mayor Larry Mishkin, Commissioner
Edward C. Portner, Commissioner Karen L. Roberts and Commissioner Marc L.
Sultanof.
ALSO PRESENT: Robert S. Noe, Jr., City Manager, Mitchell S. Kraft, City
Attorney and Carol Gold City Clerk.
1. TEMPORARY RESOLUTION #8584 appointing four (4) members to the
Redistricting Committee pursuant to Section 6.03 of the Tamarac Charter.
City Attorney Kraft read Temporary Resolution #8584 by title. Vice Mayor
Mishkin, seconded by Commissioner Roberts moved approval.
Mayor Schreiber read Section 6.03 of the Tamarac Charter, and City Attorney
Kraft explained the section. Mayor Schreiber said the fact that the Mayor. does
not have the right to make a nomination is an interpretation of the Charter, and
he feels he has the same rights as other members of the Commission. City
Attorney Kraft explained that the Commission sets its own rules, and Mayor
Schreiber said he does not agree with the City Attorney's opinion of Section
6.03. Commissioner Sultanof said he does not agree with the Mayor. City
Attorney Kraft said the Commission could open nominations and see what the
outcome is, and Commissioner Portner said if the Mayor wants to make a
nomination for the Redistricting Committee, he should be allowed to do so.
Commissioner Sultanof objected to the Mayor rewriting the rules, and City
Manager Noe said the Commission should determine the process it desires to
use. Commissioner Sultanof said the Commission should do as it has in the
past, with individual district appointments.
Commissioner Sultanof, seconded by Commissioner Portner moved to use the
process that has been used in the past, with each Commissioner nominating a
representative from his or her own district. On roll call Commissioner Portner
voted "yes", Vice Mayor Mishkin "yes", Commissioner Sultanof "yes",
Commissioner Roberts "no", and Mayor Schreiber "no". Motion carried.
Commissioner Partner nominated Morton Winter for District 1.
Vice Mayor Mishkin nominated Harvey Kram for District 2,
Commissioner Sultanof nominated Diane Glasser for District 3.
Commissioner Roberts nominated Susan McCampbell for District 4.

On roll call to approve Temporary Resolution #8584, Vice Mayor Mishkin voted
"yes", Commissioner Sultanof "yes", Commissioner Roberts "yes", Commissioner
Portner "yes", and Mayor Schreiber "no". Motion carried.
RESOLUTION NO. R99-99
City Manager Noe commended Glenda Christian, Systems Manager for MIS, on
her creation of the software used to tabulate the nominations for the Redistricting
Committee.
There being no further business, Mayor Schreiber adjourned the meeting at 2:37
P.M.
