CITY COUNCIL SPECIAL MEETING
THURSDAY, JUNE 18, 1992
Mayor Bender called this meeting to order on
Thursday, June 18, 1992 at 9:30 a.m. in the Conference Room #1 of
City Hall, 7525 Northwest 88 Avenue, Tamarac, Florida.

1. PUBLIC PARTICIPATION - Any member of the public may speak
to any issue which is not agendized for public hearing at
this meeting. Speakers will be limited to three minutes
during this item and at public hearings. There will be a
thirty (30) minute aggregate time limit for this item, and
speakers are encouraged to sign up in advance with the City
Clerk prior to their participation.
Mayor Bender OPENED and CLOSED the Public Participation with NO
RESPONSE.
2. MOTION TO ,ADOPT Temp. Reso.__16,3 4 appointing 2 regular
members and 2 alternate members to the Board of Adjustment.
SYNOPSIS OF ACTION RESOLUTION R-92-99-PASSED
APPROVED Jerry Fordin and Dr. Alfred Wald as regular members for
terms to expire July 16, 1995 and Arthur Santman and Joe Lubin as
alternate members for terms to expire July 17, 1993.
Mr. Kraft read Temp. Reso. #6304 by title.
C/M Katz asked if an individual can serve on more than one board
or committee at one time legally.
Mayor Bender said there are no rules documented regarding this,
however, there should be a lack of duplication if there are enough
applicants to fill the vacancies.
C/M Schreiber said this has been an in-house rule and the proof
should be in the individual's performance.

APPROVED rescinding previous Council action requiring an Ansol
Unit based on updated information to not mandate an automatic
sprinkler system in the concession stand at Tract 27.
Mr. Kelly said this item regards previous action taken by Council.
He referred to a memo from Gordon Sparks, Assistant City Engineer.

decision of Council and Mr. Kelly said Council would need to vote
to rescind the previous action taken.

We have obtained an estimated cost ;for the fire suppression system
requested by the Council for the referenced project. Since there
is no specific area or equipment included in our plans that require
this type of protection, we can only assume it would be for a
future grill and deep fat fryer, and we have, therefore, assumed an
area of approximately 30" x V -0" (the area this equipment might
use). In turn, this would be the area of the hood in which the
fire suppression system would be contained. The estimated raw cost
of the insulation from the supplier (hood, fan, and sprinklers) is
$7,500. With the Contractor's markup, an estimated total is
$9,100. Our estimated fee for redesign to incorporate this change
is $1,800 (the hood, because of the ceiling configuration, will
have to detailed for custom fabrication).
I would also like to mention that the concession area is not
designed as a production kitchen, nor was this the intent. It,
therefore, does not meet the requirements of the Health Department
for a "full service kitchen". If the City decides to install a
grill, deep fat fryer, etc., there are other standards that will
have to be met, as well as the addition of gas service and
additional electrical service, resulting in a substantial increase,
As I have mentioned before, portable counter top equipment would
seem to be the most cost effective and reasonable approach to the
type of service desired, and if needed, a large exterior gas or_ -
charcoal grill for hamburgers (hot dogs can be cooked on a
rotisserie), would avoid considerable expense and changes at this
point.
