MOTION TO ADOPT Temp. Reso. #6081 appointing 9 regular members and 2 alternate members to the Consumer Affairs Board (tabled on 6/20/91). FINAL ACTION: RESOLUTION R-91-119-PASSED APPROVED appointing the following as regular members for terms to expire June 20, 1992: Fred Adler, Chairman Bernard Simms Nat Cohen Curt Rosenfeld Irving Lopatey Ben Sonkin Harold Blank Michael Hanley George Winston And the following as alternate members for terms to expire June 20, 1992: W. Mr. Lopatey said Harold Blank has missed more monthly meetings than any member of the Board; however, his attendance in serving and substituting for others is good. Mayor Abramowitz expressed his appreciation to the Board for their work. Reso. #6082 appointing 3 members to the Code Enforcement Board (tabled on 6/20/91). FINAL ACTION: RESOLUTION R-91-120-PASSED APPROVED appointing the following members for terms to expire June 25, 1994: Philip Weinberger Edward Klein Jim Moore City Clerk Evans read Temp. Reso. #6082 by title. Mayor Abramowitz asked why there is no liaison to the Code Enforcement Board and C/M Katz said it is not in the Code. C/M Katz said he understands that C/W Glasser's feeling is to have the Code Enforcement meetings changed to day time and he concurs with this opinion. He said it may prejudice his choice for the Board because the person he wants to choose works during the day. Mayor Abramowitz said there is a lot of Staff involved with this Board. C/W Glasser asked what happens when Staff comes in for meetings after hours and Mayor Abramowitz said they do not get paid. He said the Attorney is the only one that gets paid because he is paid by the number of hours he works. FINAL ACTION: TABLED for legal clarification of the length of terms. City Clerk Evans read Temp. Reso. #6059 by title. Mayor Abramowitz said Council has made appointments to the Planning Commission and also passed an amendment to increase the number of members. City Clerk Evans said at present there are five regular members and one alternate member. She said the amended Ordinance restructured the Planning Commission to elect two additional regular members and one additional alternate. Discussion was held regarding the length of terms and Mayor Abramowitz suggested that Temp. Reso. #6059 be held for legal clarification of the term lengths and all agreed. 9. MOTION TO ADOPT Temp. Reso. #6088 appointing 9 regular members and 4 alternate members to the Veterans Affairs Committee (tabled on 6/20/91). FINAL ACTION: RESOLUTION R-91-126-PASSED APPROVED appointing the following as regular members for terms to expire June 20, 1992: Al Mallor, Chairman Abraham Blank Nora Gould Andrew Johnson Murray Schulman Jack Slutsky Harry May Harry Cohen Wilfred Rohring And the following as alternate members for terms to expire June 20, 1992: Richard Mertz Matthew Spiegel James Tognieri Nominations and votes for Chairman of the Veterans Affairs Committee were for Al Mallor unanimously. VOTE: ALL VOTED AYE PUBLIC PARTICIPATION - Any member of the public may speak to any issue which is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item, and speakers are encouraged to sign up in advance with the City Clerk prior to their participation. Melanie Reynolds, resident, expressed her concern regarding the appointments being made to improper names of the Boards and Committees according to the Charter. She said she does not feel these Charter Ordinances are valid; therefore, the Council should not be appointing the Chairmen of the Boards and Committees. She said she feels they should be appointed by the Boards and Committees themselves. Ms. Reynolds expressed her concern regarding the list of the appointed Board and Committee members. She requested the list show the date they were appointed rather than the Resolution which appointed them.
