SPECIAL CITY COMMISSION MEETING
WEDNESDAY, SEPTEMBER 9, 1999
CALL TO ORDER: Mayor Schreiber called the special meeting to order on
Wednesday, September 9, 1999, at 6:30 P.M. in Commission Chambers of Tamarac
City Hall, 7525 Northwest 88t" Avenue, Tamarac, Florida.
PRESENT: Mayor Joe Schreiber, Vice Mayor Larry Mishkin, Commissioner Marc
Sultanof, Commissioner Karen L. Roberts and Commissioner Edward C. Portner,
ALSO PRESENT: Robert S. Noe, Jr., City Manager, Mitchell S. Kraft, City Attorney and
Carol Gold, City Clerk.
PURPOSE OF SPECIAL MEETING: Mayor Schreiber announced that this is a special
meeting of the City Commission of the City of Tamarac for the public hearings on the
proposed millage and tentative budget for FY 00.
1. ANNOUNCEMENT: City Manager Noe stated that the tentative General Fund
budget of $26,492,750 is more than the current budget of $25,986,550. The City
proposes to levy a millage rate of 4.9999 for General Operating purposes, which is a
2.48% increase over the rolled -back rate of 4.8789 mills. The proposed Debt Service
Millage rate of .4901 mills is an increase over the current Debt Service millage rate of
.4856 mills.
2. PUBLIC HEARING on the proposed millage rate for FY 00.
Mayor Schreiber opened the public hearing on the proposed millage rate. Maria Kuhn-
Brotton, representing Family Central, Inc., thanked the City for its contribution. Robert
Holz, 6001 Plum Isle Way, said he wants his taxes to decrease. With no one else
wishing to speak, Mayor Schreiber closed the public hearing.
3. PUBLIC HEARING on the tentative General Fund and other Fund budgets for
FY 00.
Mayor Schreiber opened the public hearing on the tentative General Fund and other
fund budgets for FY 00. Marvin Seidel, Kings Point, spoke of the need for more
ambulances. With no one else wishing to speak, Mayor Schreiber closed the public
hearing.
Commissioner Roberts, seconded by Commissioner Sultanof, moved to approve
$65,000.00 for practice field lights at the Tamarac Sports Complex, to allocate
$1,500.00 rather than $2,500.00 to the Lauderdale Lakes Alzheimer's Association and
to allocate the remaining $1,000.00 to First Call. On role call Vice Mayor Mishkin "yes"
Commissioner Sultanof "yes", Commissioner Roberts "yes", Commissioner Portner
"yes" and Mayor Schreiber "yes". Motion carried.

4. MOTION TO ADOPT a proposed millage of 4.999 for FY 00.
Commissioner Portner, seconded by Commissioner Sultanof, moved for adoption. On
role call Vice Mayor Mishkin "yes", Commissioner Sultanof "yes", Commissioner
Roberts "yes", Commissioner Portner "yes" and Mayor Schreiber "yes". Motion carried.
5 a. MOTION TO ADOPT a tentative General Fund and other Fund budgets for
FY 00.
Commissioner Roberts, seconded by Commissioner Portner, moved for adoption. On
role call Vice Mayor Mishkin "yes", Commissioner Sultanof "yes", Commissioner
Roberts "yes", Commissioner Portner "yes" and Mayor Schreiber "yes". Motion carried.
b. MOTION TO ADOPT a proposed Capital Improvement Program (CIP) for the
five-year period beginning with FY 00.
Commissioner Sultanof, seconded by Vice Mayor Mishkin, moved for adoption. On role
call Commissioner Roberts "yes", Commissioner Sultanof "yes", Vice Mayor Mishkin
"yes", Commissioner Portner "yes", and Mayor Schreiber "yes". Motion carried.
5. ANNOUNCEMENT of the second public hearing during which a final millage and
budget shall be adopted.
Mayor Schreiber announced that the second public hearing to adopt a final millage and
budget will take place on Thursday, September 23, 1999 at 6:30 p.m. in the
Commission Chambers.
With no further business, Mayor Schreiber adjourned the Special Meeting at 7:00 p.m.
