SPECIAL CITY COMMISSION MEETING
WEDNESDAY, SEPTEMBER 9, 1998 CHAMBERS
AGENDA
CALL TO ORDER: Mayor Schreiber called the special meeting to order on
Wednesday, September 9, 1998, at 6:30 P.M. in Commission Chambers of Tamarac
City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida.
PRESENT: Commissioner Marc Sultanof, Commissioner Karen L. Roberts and Mayor
Joe Schreiber.
ABSENT AND EXCUSED FOR CAUSE: Vice Mayor Larry Mishkin and Commissioner
John E. McKaye.
ALSO PRESENT: Robert S. Noe, Jr., City Manager, Mitchell S. Kraft, City Attorney and
Carol Gold, City Clerk.
1. ANNOUNCEMENT of the percentage increase in proposed millage rate over the
rolled -back rate necessary to fund the General Fund budget for FY99 and the specific
purposes for which ad valorem tax revenues are being increased.
City Manager Noe presented the budget message.
2. PUBLIC HEARING on the proposed millage rate for FY 99.
Mayor Schreiber opened the public hearing on the proposed millage rate, and with no
one wishing to speak, Mayor Schreiber closed the public hearing.
3. PUBLIC HEARING on the tentative General Fund and other Fund budgets for
FY99.
Mayor Schreiber opened the public hearing on the tentative General Fund and other
fund budgets for FY99. Penny Markovitz, 840 SW 81 Avenue, Ft. Lauderdale, FL spoke
on behalf of Commission support for Family Central. With no one else wishing to
speak, Mayor Schreiber closed the public hearing.
4. MOTION TO ADOPT a proposed millage of 5.999 for FY 99.
Commissioner Sultanof, seconded by Commissioner Roberts, moved for adoption. On
roll call Commissioner Sultanof "yes", Commissioner Roberts "yes", and Mayor
Schreiber "yes". Motion carried.
5 a. MOTION TO ADOPT a tentative General Fund and other Fund budgets for
FY 99.
Commissioner Sultanof, seconded by Commissioner Roberts, moved for adoption. On
roll call Commissioner Sultanof "yes", Commissioner Roberts "yes", and Mayor
Schreiber "yes". Motion carried.

b. MOTION TO ADOPT a proposed Capital Improvement Program (CIP) for the
five-year period beginning with FY 99.
Commissioner Sultanof, seconded by Commissioner Roberts, moved for adoption. On
roll call Commissioner Roberts "yes", Commissioner Sultanof "yes", and Mayor
Schreiber "yes". Motion carried.
5. ANNOUNCEMENT of the second public hearing during which a final millage and
budget shall be adopted.
Mayor Schreiber announced that the second public hearing to adopt a final millage and
budget will take place on Wednesday, September 23, 1998 at 6:30 p.m. in the
Commission Chambers.
With no further business, Mayor Schreiber adjourned the Special Meeting at 6:45 p.m.
