CITY COMMISSION SPECIAL MEETING
WEDNESDAY, SEPTEMBER 10, 1997
CALL TO (ORDER: Mayor Schreiber called the special meeting to order on
Wednesday, September 10, 1997, at 6:30 p.m. in Commission Chambers of Tamarac
City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida.

Commissioner Karen L. Roberts
Commissioner Marc L. Sultanof

Robert S. Noe, Jr., City Manager

PUBLIC PARTICIPATION
PUBLIC PARTICIPATION - Any member of the public may speak to any issue
which is not agendized for public hearing at this meeting. Speakers will be limited
to three minutes during this item and at public hearings. There will be a thirty (30)
minute aggregate time limit for this item, and speakers are encouraged to sign
up in advance with the City Clerk prior to their participation.
When an issue has been designated as quasi-judicial, public remarks shall only
be heard during a quasi-judicial hearing that has been properly noticed for that
matter.
Jerry Ginsberg, 9850 W. McNab Road, referenced a petition relative to the users fee
and the fitness room at the Multi -purpose Center.

Cathy McKenzie, representing Family Central, thanked the City for its consideration.
1. ANNOUNCEMENT of the percentage increase in proposed millage rate over the
rolled -back rate necessary to fund the General Fund budget for FY 98 and the
specific purposes for which ad valorem tax revenues are being increased.
City Manager Noe announced "In accordance with TRIM, the General Fund budget of
$23,589,295 is more than the current budget of $22,245,074. The City proposes to levy
a millage rate of 4.9999 for General operating purposes which is a 2.36% increase over
the rolled -back rate of 4.8847 mills. The proposed Debt Service Millage rate of .5100
mills is a decrease over the current Debt Service millage rate of .5223 mills. "
2. PUBLIC HEARING on the proposed millage rate for FY 98.
Mayor Schreiber opened the public hearing.
Walter Coghlan, 4806 N.W. 49th Avenue in Mainlands 5, commented on future
employees, increasing the fire rescue assessment and privatizing the Fire Department.
Mayor Schreiber closed the public hearing with no further discussion.
3. PUBLIC HEARING on the tentative General Fund and other Fund budgets for
FY 98.
Mayor Schreiber opened the public hearing.
Candy Stoll, Women in Distress, requested the City consider a request for a donation.
Mayor Schreiber closed the public hearing with no further discussion.
4. MOTION TO ADOPT a proposed millage for FY 98.
Comm. Sultanof MOVED to ADOPT a proposed millage rate of 4.9999 mills,
SECONDED by Comm. Roberts.
VOTE:
ALL VOTED AYE

5. a. MOTION TO ADOPT a tentative General Fund and other Fund budgets
for FY 98.
V/M Mishkin MOVED to ADOPT a tentative General Fund and other Fund budgets for
FY 98, SECONDED by Comm. Sultanof.
VOTE: ALL VOTED AYE
b. MOTION TO ADOPT a proposed Capital Improvement Program (CIP) for
the five year period beginning with FY 98.
Comm. Roberts MOVED to ADOPT a proposed Capital Improvement Program (CIP) for
the five-year period beginning with FY 98, SECONDED by V/M Mishkin.
Mayor Schreiber questioned portions of the Capital Improvement Program and Mike
Woika made a brief presentation.
VOTE:
ALL VOTED AYE
6. ANNOUNCEMENT of the second public hearing during which a final millage and
budget shall be adopted.
City Manager Noe announced that the second public budget hearing is scheduled for
Monday, September 22, 1997 at 7:00 p.m. in City Commission Chambers.
With no further discussion, Mayor Schreiber adjourned the special meeting at 7:00 p.m.
