HomeMy WebLinkAbout1995-09-11 - City Commission Special Meeting MinutesCITY OF TAMARAC CITY COMMISSION SPECIAL MEETING MONDAY, SEPTEMBER 11, 1995 CALL TO ORDER: Mayor Abramowitz called the Special Meeting to Order on Monday, September 11, 1995, at 5:05 P.M. in Commission Chambers, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Irving Katz Commissioner Sharon Machek Commissioner Larry Mishkin Commissioner Joseph Schreiber ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Carol A. Evans, CMC, City Clerk Phyllis Polikoff, Secretary PLEDGE OF ALLEGIANCE AND MOMENT OF MEDITATION: Mayor Abramowitz called for the Pledge of Allegiance and a Moment of Meditation. Tape 1 1. ANNOUNCEMENT of the percentage increase in proposed millage rate over the rolled -back rate necessary to fund the General Fund budget for FY 96 and the specific purposes for which ad valorem tax revenues are being increased. City Manager Noe announced that the tentative General Fund budget of $21,416,818 is more than the current budget of $20,704,246. The City Commission has proposed to maintain the current millage rate of 5.2366 mills for General operating expenses which is a 1.9% increase over the rolled -back rate of 5.1396 mills. The proposed Debt Service millage rate of .5662 mills is a decrease below the current Debt Service millage rate of .6000 mills. 2. PUBLIC HEARING on the proposed millage rate for FY 96. Mayor Abramowitz opened and closed the Public Hearing with no response. City Commission Special Meeting 9/1 1/95/PP Page 2 3. PUBLIC HEARING on the tentative General Fund and other Fund budgets for FY 96, Mayor Abramowitz opened and closed the Public Hearing with no discussion. 4. MOTION TO ADOPT a proposed millage for FY 96. Comm. Schreiber MOVED APPROVAL of a millage of 5.2366, SECONDED by Comm. Mishkin. VOTE: ALL VOTED AYE 5. a. MOTION TO ADOPT a 5 year Capital Improvement Program for Fiscal Year 96 and a tentative General Fund Budget and Other Funds Budget in the amount of $45,517,045 consisting of: General Fund $21,416,818 Special Revenue Funds 620,000 Debt Service Funds 798,110 Enterprise Funds 19,758,090 Internal Service Funds 2,224.027 TOTAL $45,517,045 Comm. Mishkin MOVED APPROVAL, SECONDED by Comm. Schreiber. VOTE: ALL VOTED AYE b. MOTION TO ADOPT a proposed Capital Improvement Program (CIP) for the five year period beginning with FY 96. Comm. Schreiber MOVED APPROVAL, SECONDED by Comm. Mishkin. VOTE: ALL VOTED AYE 6. ANNOUNCEMENT of the second public hearing during which a final millage and budget shall be adopted. Mayor Abramowitz advised the second public hearing would be held on Wednesday, September 27, 1995 at 5:05 P.M.
