HomeMy WebLinkAbout1994-09-12 - City Commission Special Meeting MinutesCITY OF TAMARAC CITY COUNCIL SPECIAL MEETING MONDAY, SEPTEMBER 12, 1994 CALL TO ORDER: Mayor Abramowitz called the meeting to order on Monday, September 12, 1994, at 5:05 p.m. in the Council Chambers at Tamarac City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PLEDGE OF ALLE91ANCE: Mayor Abramowitz called for the Pledge of Allegiance. Mayor Norman Abramowitz Vice Mayor Irving Katz Councilman Larry Mishkin Councilman Joseph Schreiber Councilwoman Sharon Machek ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Carol A. Evans, CMC, City Clerk Stanley Hawthorne, Finance Director Kristina L. Haynes, Secretary 1. ANNOUNCEMENT of the percentage increase in proposed millage rate over the rolled -back rate necessary to fund the General Fund budget for FY 95 and the specific purposes for which ad valorem tax revenues are being increased. Tape 1 City Manager Noe read the announcement, as required by Florida Statues, then gave a presentation on the budget for FY 95. 2. PUBLIC HEARING on the proposed millage rate for FY 95. Mayor Abramowitz opened the public hearing and the following people spoke: Lawrence Schneider, 6095 Sabal Palm Blvd. North, Alan Blumberg, resident, Tillie Zipper, ex -employee of the City of Tamarac, Jeanette 1 1 City Council Special Meeting 9/12/94/KH Page 2 Crane, resident of Vanguard Village, JC Soloman, representative from Seven Winds Apartment Complex, Sam Enrico, resident of Edgewater Village and Joseph Alba, resident. 3. PUBLIC HEARINGon the tentative General Fund and other Funds budget for FY 95. Tapes 1 and 2 Mayor Abramowitz announced that the General Fund Budget is $471197,510.00. Peter Prior, Division Vice President of Firefighters Local 3080, stated that his department needed more manpower. 4. MOTION TO ADQPT a proposed millage for FY 95. APPROVED Vice Mayor Katz MOVED to ADOPT a proposed millage for FY 95 of 5.2366 operating millage plus .6 debt service, SECONDED by C/M Schreiber. VOTE: ALL VOTED AYE 5. a. MOTION I4ADOEI..a tentative General Fund and other Fund budgets for FY 95. APPROVED General Fund Special Revenue Funds Debt Service Funds Enterprise Funds Internal Service Funds Trust and Agency TOTAL $20,117,775.00 2,006,031.00 802,030.00 21,569,321.00 2,517,968.00 1 4 $47,197,510.00 Vice Mayor Katz MOVED to ADOPT a tentative General Fund and other Fund budgets for FY 95 of $47,197,510.00, SECONDED by C/M Mishkin. VOTE: ALL VOTE AYE 5. b. MOTION TO ADOPT a proposed Capital Improvement Program (CIP) for the five year period beginning with FY 95. APPROVED City Council Special Meeting 9/12/94/KH Page 3 Vice Mayor Katz MOVED to ADOPT a proposed Capital Improvement Program (CIP) for the five year period beginning with FY 95, SECONDED by C/W Machek. ANNOUNCEMENT of the second public hearing on Wednesday, September 28, 1994, at 6:00 p.m., in the City Hall Council Chambers, during which a final millage and budget shall be adopted.
