HomeMy WebLinkAbout1995-09-27 - City Commission Special Meeting MinutesCITY OF TAMARAC CITY COMMISSION SPECIAL MEETING WEDNESDAY, SEPTEMBER 27, 1995 CALL TO ORDER: Mayor Abramowitz called the special Meeting to Order on Wednesday, September 27, 1995, at 5:05 P.M. in Commission Chambers, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Commissioner Sharon Machek Commissioner Larry Mishkin Commissioner Joseph Schreiber ABSENT AND EXCUSED: Vice Mayor Irving Katz ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Carol A. Evans, CMC, City Clerk Karen Jackson, Secretary Tape 1 1. ANNOUNCEMENT of the percentage increase in proposed millage rate over the rolled -back rate necessary to fund the General Fund budget for FY 96 and the specific purposes for which ad valorem tax revenues are being increased. City Manager Noe announced that the tentative General Fund budget of $21,416,818 is more than the current budget of $20,704,246. The City Commission has proposed to maintain the current millage rate of 5.2366 mills for General operating expenses, which is a 1.8% increase over the rolled -back rate of 5.1396 mills. The proposed Debt Service millage rate of .5662 mills is a decrease over the current Debt Service millage rate of .6000 mills and the proposed millage rate would be the same as FY 95. 2. PUBLIC HEARING on the final millage rate for FY 96. Mayor Abramowitz said 5.2366 mills plus the Debt Service of 0.5662 mills totaled 5.8028 mills. He opened and closed the Public Hearing with no response. City Commission Special Meeting 9/27/95/PP Page 2 3. PUBLIC HEARING on the final General Fund and other Fund budgets for FY 96. Mayor Abramowitz said the total General Fund and other Fund budgets was $45,559,125 and he opened the Public Hearing. Comm. Machek commented on the Parks and Recreation employees and DMG Pay Study. Comm. Schreiber discussed the Parks and Recreation Budget, paddle ball and handball courts at Tract 27, recycling and the Solid Waste Disposal Fund. Mayor Abramowitz closed the Public Hearing with no further discussion. 4. MOTION TO ADOPT Temp. Reso. #7218 adopting the proposed millage for the 1995 tax roll; levying a tax for general operations on all properties for FY 96; and levying a tax for the payment of principal and interest for bonded indebtedness. APPROVED-RESOLUTION-R-95-216-PASSED City Attorney Kraft read Temp. Reso. #7218 in its entirety. Comm. Schreiber MOVED APPROVAL as AMENDED, SECONDED by Comm. Machek. VOTE: ALL VOTED AYE 5. MOTION TO ADOPT Temp. Reso. #7219 making appropriations for FY 96 based on the operating and capital improvement budget estimate of revenues and expenditures for each of the City's funds. APPROVE D-RESOLUTION-R-95-217-PASSED City Attorney Kraft read Temp. Reso. #7219 by Title. Comm. Schreiber MOVED APPROVAL, SECONDED by Comm. Machek. VOTE; ALL VOTED AYE 6. MOTION TO ADOPT Temp. Reso. #7220 adopting the Capital Improvement Program (CIP) for the five year period beginning with FY 96.
