ANNOUNCEMENT of the percentage increase in proposed millage rate over the rolled -back rate necessary to fund the General Fund budget for FY 95 and the specific purposes for which ad valorem tax revenues are being increased. City Manager Noe read the announcement, as required by Florida Statues, on the budget for FY 95. 2. PUBLIC HAG on the final millage rate for FY 95. Mayor Abramowitz opened and closed the public hearing with no response. 3. PUBLIC HEARING on the final General Fund and other Funds budget for FY 95. V City Commission Special Meeting * REVISED: 10/14/94 9/28/94/KH Page 2 Mayor Abramowitz opened the public hearing and the following person spoke: Nathan Peretzman, 6600 NW 57 Court. 4, adopting the millage for the 1994 tax roll; levying a tax for general operations on all properties for FY 95; and levying a tax for the payment of principal and interest for bonded indebtedness. APPROVED-RESOLUTION-R-94-190-PASSED * City Clerk Evans read Temp. Reso. #6839 in its entirety. V/M Katz MOVED to APPROVE Temp. Reso. #6839, SECONDED by Comm. Mishkin. Discussion was held. VOTE: ALL VOTE AYE 5. N QTION TO ADOPT Temp. Reso. #6840 making appropriations for FY 95 based on the operating and capital improvement budget estimate of revenues and expenditures for each of the City's funds. APPROVED-RESOLUTION-11-94-191-PASSED City Attorney Kraft read Temp. Reso. #6840 by Title. Comm. Mishkin MOVED to APPROVE Temp. Reso. #6840, SECONDED by Comm. Machek. VOTE: ALL VOTE AYE 6. MOTION TO ADOPT Temp. Reso. #6841 adopting the Capital Improvement Program (CIP) for the five year period beginning with FY 95. APPROVED-RESOLUTION-R-94-192-PASSED City Attorney Kraft read Temp. Vice Mayor Katz - Spoke on the need for new development to supplement CIAC funds. Commissioner Schreiber - Suggested an audit of the water and sewer funds. Commissioner Mishkin - Stated some home values decreased as some increased reflecting decreases and increases in taxes. Mayor Abramowitz - Stated the water department was rebuilt for $28 million dollars eight years ago, and the City is still paying loans. He congratulated the City Manager, Finance Director, Staff and City Commission for completing three months work on the budget.
