CITY COUNCIL SPECIAL MEETING
TUESDAY, OCTOBER 6, 1992
C&Tj,L TO ORDE4: Mayor Bender called this meeting to order on
Tuesday, October 6, 1992, at 11:00 a.m. in Conference Room #1 of
Tamarac City Hall, 7525 Northwest 88 Avenue, Tamarac, Florida.

1. MOTION 2Q_4DOPT Temp, Rego. W73 authorizing the City
Manager to sign off on Federal Emergency Management
Association (F.E.M.A.) documents due to Hurricane Andrew.

by C/M Katz.
Mr. Kelly said the Federal Emergency Management Association (FEMA)
has a requirement that in order to be reimbursed for any monies
associated with disaster, the City must prepare supportive
documentation. He said the titles include: wind generated debris,
patrols, search and rescue, curb, gutter and sidewalks, sign
damage, damaged buildings, damaged utilities, treatment plants,
tree replacement, recreational facilities, and reset of fallen
trees.
Mr. Kelly said the total cost of the City's request was
$102,491.00. He said FEMA will add 3% to this amount for
administrative costs. He said FEMA has already prepared and cut
the checks for the City pending an authorized signature of someone
in the City. He said he went to Miami on October 4, 1992 to sign
the paperwork. He said this was accepted by FEMA and they now need
a resolution from the City providing the appropriate
authorization.
Mr. Kelly said the Charter provides that the City Manager can
execute documents providing that the Council approves an
appropriate resolution stating thi&.':He said the City should
receive the check in the mail -ori %6d0esday or Thursday of this
week which has been mailed tc`thi Yin�.ncra_ Director.
Mr. Kelly said he has authorized Mary Blasi, Finance Director, to
sign any additional documentation that FEMA may require. He said
FEMA may retain 5% of the amount due to the City pending the work
being completed.
C/M Katz asked if Ms. Blasi's name needs to be in the resolution
and Mr. Kelly said, no.

C/M Abramowitz said there are certain items which have not beem
completed, such as tree stumps. He asked if this has been
calculated and if the calculations include all that needs to be
completed and Mr. Kelly said this will take care all of this, but
it will not pay for any bills received from Waste Management.
Mr. Kelly said Waste Management is billing cities for additional
work that they had done, some costing up to $25,000.00, which is a
supplementary that Staff is preparing to send to FEMA.
V/M Schumann asked if FEMA will pay the supplement and Mr. Kelly
said, yes.
V/M Schumann asked if FEMA is paying the City 100% and Mr. Kelly
said this is 100% less the 5% retention, which will be paid later.
Mayor Bender asked what the timeframe is that the City has to bill
FEMA for the additional bills and Mr. Kelly said FEMA wouli prefer
that it be kept within a tight timeframe of 30 days.
Mr. Kelly said Karen Willard of the Finance Department is
currently preparing the supplemental billing of Waste Management's
bills.
V/M Schumann asked if these are the final bills from Waste
Management and Mr. Kelly said the City has two bills, which should
be final bills.
C/M Schreiber asked if the supplemental billing can be included at
present and Mr. Kelly said, no.
Mr. Kelly said FEMA will accept the application for the
supplemental billing.
C/M Schreiber asked for clarification of the 5% retainage and Nr.
Kelly said FEMA will take the 5% off of the $102,000.00.
Mr. Kelly said the representative from FEMA may require that the
City pay up to 4% of its own costs and the State pay 4%. He said
originally FEMA pays 75%, the State pays 12.5% and the City pays
12.5%. He said President Bush had stated that this would be 10C%,
but there may still be a situation where the municipality and the
State may each have to come up with 4%.

With no further business, Mayor Bender ADJOURNED this meeting at
11*05 a.m.
