CITY OF TAMARAC
CITY COUNCIL SPECIAL MEETING
MONDAY, NOVEMBER 1, 1993
Mayor Bender called this meeting to order on
Monday, November 1, 1993 at 2:30 p.m. in the Conference Room #1 of
City Hall.

1. PUBLIC PARTICIPATION - Any member of the public may
speak to any issue which is on this meeting notice. Speakers
will be limited to three minutes during this item. There will
be a thirty (30) minute aggregate time limit for this item,
and speakers are encouraged to sign up in advance with the
City Clerk prior to their participation.
Bernie Hart, resident, expressed his concerns regarding the ICMA
assisting the City in seeking a City Manager and the application
process.
Zeke Feldman, resident, referred to the qualifications of a City
Manager and questioned the meaning of "fully qualified".
Mayor Bender CLOSED the Public Participation with no further
response.
2. J=JON TO APPj= the attendance of the Water Quality
Manager and Water Treatment Laboratory Technician at the
American Water Works Association Water Quality Technical
Conference in Miami, Florida, from November 7-11, 1993.
Ms. McDermott said Council tabled the approved budgeted trips and
travel for seminars and certifications at the last Council
meeting. She said this was one of the items on the list which was
tabled.
Ms. McDermott said this is for travel which would begin on
November 7, 1993 through November 11, 1993 in Miami. She said
Vernon Hargray, Director of Operations/utilities Manager, is
present for discussion.
Ms. McDermott said the program is for the Water Quality Manager
and Water Treatment Laboratory Technician to attend the American
Water Works Association Water Quality Technical Conference in
Miami.
C/M Abramowitz asked if this is part of an accreditation process.

Mr. Hargray said this becomes a part of the accreditation. He said
the City is going to be making some major decisions as to whether
or not the City will be utilizing a different type of treatment at
a cost between 10 and 15 million dollars.
Mr. Hargray said he had attended a meeting with Broward County and
other agencies which involved the lime softening and the
possibility that the municipalities will be converting to a
membrane system of water treatment.
Mr. Hargray said this was budgeted in the Capital Improvements,
but the City needs to specifically find out what the requirements
are. He said the Environmental Protection Agency (EPA) will be at
this hands-on seminar to determine what the future will bring.
C/M Abramowitz said he is the Chairman of the South Florida Water
Management District (SFWMD) and they were requested to vote on
this issue in a very brief meeting, but the SFWMD refused without
complete information. He asked who will be attending this seminar.
Mr. Hargray said the City's Laboratory Manager and the Technician.
He said the City is fortunate to have two qualified personnel
attending this seminar. He said he wants to be sure that the City
of Tamarac does not wait for four or five years to be prepared.
C/M Abramowitz said the City has the ability to receive a lot of
information regarding this free -of -charge. He said he would like
to be shown where this expenditure is warranted.
Mayor Bender asked how many people are attending and the cost
involved and questioned the purchase requisition for the item.
Ms. McDermott explained that the breakdown on the purchase
requisition is for two persons per day to attend which totals
$1,358.00. She said the registration fee is $325.00 each.
Mr. Hargray said this seminar consists of concurrent sessions and
it is important to send two individuals in order to receive the
most information possible in order to draft a report for Council
in this matter. Discussion was held regarding the lime softening
methods currently utilized.
Mr. Hargray said he has been researching something in Deerfield.
He said there are other methods to dispose of lime other than the
way the City currently does, but with the system being changed, it
may not be feasible.
Mayor Bender requested that Council receive a copy of the trip
report following this seminar and Mr. Hargray said, yes.
Ms. McDermott said this will be provided to Council through the
City Manager.
Mr. Hargray said he will be requesting an audio tape of the
portions of this seminar which neither staff member can attend in
order to receive all information possible.
C/M Abramowitz MOVED to APPROVE Item 2, SECONDED by
C/M Schumann.
C/M Schreiber said Council tabled all the seminars and recommended
that a workshop be held to determine which are necessary for staff
to attend.
Mayor Bender said Council will need to examine the Code.
C/M Abramowitz said Council has always reviewed the requests for

attending seminars.
Ms. McDermott suggested that Council hold a workshop to discuss
the upcoming seminars for December and January some of which are
certifications. Further discussion was held regarding this.
Mayor Bender said the high cost seminars should be separated from
the one -day seminars.
VOTE: ALL VOTED AYE
With no further business, Mayor Bender ADJOURNED this meeting at
2:55 p.m.
