Telecommunications Ordinance - Temp. Ord. #1780 - discussion * 2. Public speaking at Workshops - discussion - Vice Mayor Mishkin 3. Entrance signs/Tamarac Commerce Park sign - discussion 4. Congregate Meal Site - discussion 5. Courtyards - discussion * 6. Attendance of Staff at President's Council Meetings - Vice Mayor Mishkin The City Commission may consider such other business as may come before it. All meetings are open to the public. Equal Opportunity Employer CITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, FEBRUARY 6, 1997 CALL TO ORDER: Vice Mayor Mishkin called the Workshop to order on Monday, February 6, 1997, at 9:30 a.m. in Conference Room #1 of Tamarac, City Hall, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Vice Mayor Larry Mishkin Commissioner Bruce Hoffman Commissioner John E. McKaye Commissioner Joseph Schreiber ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Tim Hemstreet, Assistant to City Manager Patricia Marcurio, CMC, Assistant City Clerk Jeffrey L. Attendance of Staff at Presidents Council Meetings - Vice Mayor Mishkin Vice Mayor Mishkin suggested the person be given a specific time to speak and plan to arrive 10 to 15 minutes before that time and representatives from the Presidents Council concurred. Telecommunications Ordinance - Temp. Ord. #1780 City Manager Noe said because of changes, the Ordinance would be readvertised. Vice Mayor Mishkin requested a consensus to discuss the changes and the Commissioners agreed. Discussion followed on special exceptions and towers on City property. Mr. Noe recommended not allowing special exceptions on government property. He said staff was unable to discuss the ordinance today but they would discuss it at another workshop. 44 ---------------------------------------------------- City Commission Workshop February 6, 1997 Page 2 Vice Mayor Mishkin suggested discussion regarding Tamarac Elementary School in conjunction with the Multi -Purpose Center at a future workshop. 2. Public speaking at Workshops - Vice Mayor Mishkin Discussion was held and City Manager Noe suggested waiting until after the March 11 election. 3. Entrance signs/Tamarac Commerce Jeffrey Miller discussed cost, landscaping and noted the consultant's presentation and signs on Tamarac's east side were a priority. Discussion followed on signs identifying other Broward cities and Vice Mayor Mishkin called for a consensus. The Commissioners agreed that Mr. Miller should work on one sign to be located at the end of Commercial Boulevard and Nob Hill Road, facing the Sawgrass Expressway, to show the Commissioners. 4. Congregate Meal Site Discussion was held regarding Social Services which transported residents to the Northwest Focal Point Center in Margate and Daniel D. Cantor Senior Center in Sunrise. Vice Mayor Mishkin said more people might take advantage of eating hot meals if a facility was located in Tamarac. City Manager Noe suggested proposing figures to present with the budget. 5. Courtyards City Manager Noe said North Lauderdale proposed changes to an Interlocal agreement to which North Lauderdale hoped Tamarac would agree by June, 1997. He recommended that each Commissioner contact the Broward Delegation subcommittee about the proposed changes regarding the Interlocal agreement and mentioned the utilities and not wanting the City to go to mediation. Discussion continued on annexation with or without the utilities. Tape 2 10 City Commission Workshop February 6, 1997 Page 3 City Attorney Kraft mentioned the appraisal and Vice Mayor Mishkin suggested that the City Manager should provide his concerns in writing. Vice Mayor Mishkin said he would contact the Mayor of North Lauderdale and discussion continued. Vice Mayor Mishkin called for a recess at 10:15 A.M. and the workshop reconvened at 10:25 A.M. with everyone except Mr. Hemstreet present. City Attorney Kraft referred to the proposed revisions regarding the Interlocal agreement with North Lauderdale, going to mediation and selling the utilities. The consensus of the Commissioners was to advise the Broward Delegation subcommittee of the City's position. Vice Mayor Mishkin mentioned an insurance program available to residents at a nominal fee with regard to reimbursement of medical transportation costs and he requested City Manager Noe research and report back to the Commissioners at a workshop. Comm. Schreiber questioned the status of closing streets in the Woodlands and City Manager Noe said the community would have to maintain the streets. He said he would advise the community and the Commissioners. Discussion was held on water lines, water meters on public rights -of -way, Lennar's sign, Ed Doyle and the State of the City address.
