HomeMy WebLinkAbout1996-02-26 - City Commission Workshop Meeting MinutesCity Commission Workshop Meeting 2/26/96 Page 1 CITY OF TAMARAC CITY COMMISSION WORKSHOP MEETING MONDAY, FEBRUARY 26, 1996 CALL TO ORDER: Mayor Abramowitz called the Workshop Meeting to order on Monday, February 26, 1996, at 9:30 a.m. in Conference Room #1, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Sharon Machek Commissioner John E. McKaye Commissioner Joseph Schreiber Commissioner Larry Mishkin ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Stanley Hawthorne, Finance Director Vernon Hargray, Utilities Director Jeffrey Miller, Community Development Director Karen Jackson, Office Specialist Tapes 1 & 2 Mayor Abramowitz announced that there are three locations within the City with truck rentals which are under several violations of the Code and the Code Enforcement Division is handling these situations for compliance. Hartman & Associates Results on Water and Wastewater Rates Analysis Rick Copeland and Lloyd Griffith, representatives from Hartman & Associates, gave an overview of the findings on the rates analysis. Mayor Abramowitz directed Assistant City Manager McDermott to run a series of educational articles in the Tam -A -Gram regarding the water and wastewater rates. City Commission Workshop Meeting 2/26/96 Page 2 Mayor Abramowitz RECESSED the meeting at 11:00 a.m. and RECONVENED at 11:05 a.m. with all present. Tape 3 The presentation continued by Hartman & Associates. 2. Engineering Contract for Hiatus Road Mr. Miller stated that the extension of Hiatus Road from Commercial Boulevard to McNab Road is ready to begin construction. Brian Mercer of Carr Smith Associates confirmed that the feeder road for the Butters project is near completion. Discussion was held regarding the Westpoint Plat and the possibilities for Tamarac with the pending sports arena in Sunrise. Mr. Noe stated that the Hiatus Road expansion item would be agendized for the first regular meeting in March. Tape 4 3. Census Update Mr. Miller said that the City staff conducted an in-house census and the population projected 50,880. Discussion was held regarding the facts of how to get the State of Florida and the Federal Government to recognize the City's new population. Mayor Abramowitz said when the population tops 50,000, the procedure for grant applications is different. He directed Mr. Miller to follow up on more information involving the costs of a Special Census. V/M Machek requested that the backup and agendas be electronically forwarded to her and Mr. Noe requested that the Commission give Levent Sucuoglu a little more time to set this up for the computers. Commission Vacation Schedule - August 1 - 28 Mr. Noe recommended August 1 through 28 for Commission vacations and said that the Charter states Commission must take four consecutive weeks of vacation. Comm. Schreiber expressed his concerns regarding the Florida League of Cities meeting to be held within this time period and V/M Machek said she felt this was an advantage to her.
