HomeMy WebLinkAbout1996-03-11 - City Commission Workshop Meeting MinutesCITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MARCH 11, 1996 CALL TO ORDER: Mayor Abramowitz called the Workshop to order on Monday, March 11, 1996, at 9:30 a.m. in Conference Room #1, 7525 Northwest $$th Avenue, Tamarac, Florida. PRESENT Mayor Norman Abramowitz Vice Mayor Sharon Machek Comm issionerJohn E. McKaye Commissioner Larry Mishkin Commissioner Joseph Schreiber ALSO PRESENT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Stanley Hawthorne, Finance Director Vernon Hargray, Utilities Director Phyllis Polikoff, Office Specialist Tape 1 Mayor Abramowitz referred to a Kimley-Horn study requested by the State and Broward County and questioned whether they do a study at no cost to the City concerning Commercial Boulevard from Rock Island Road to State Road 7. 1. The Courtyards - Water/sewer system Mayor Abramowitz referenced annexation, North Lauderdale, The Courtyards and unincorporated Broward County. Discussion followed on what money the utility system would return if sold to North Lauderdale, the 25% surcharge, revenues paid to Tamarac, Hazen and Sawyer and a Hartman and Associates' study. Further discussion followed on North Lauderdale annexing The Courtyards, Tamarac remaining owner of the utilities, life span of the pipes, debt service and fair market value. Mayor Abramowitz suggested that The Courtyards or North Lauderdale pay for the study and discussion continued on legislation pertaining to annexation and Home Rule. City Commission Workshop 3/11 /96 Page 2 Tape 2 Mayor Abramowitz suggested inquiring about the cost of the study and whether The Courtyards or North Lauderdale would pay for the study. He requested an Expression of Interest to sell the utility and V/M Machek and Commissioners Mishkin, McKaye and Schreiber recommended the Commission send a letter to The Courtyards or North Lauderdale stating the City was not interested at this time. 2. Coastal Carting, Ltd., Inc. - Denial of franchise. Dina McDermott advised that Coastal Carting was denied a Broward County license, they did not comply with the Code, Coastal Carting's privileges at the Resource Recovery System were revoked by Broward County's Office of Integrated Waste and discussion followed. Ms. McDermott recommended approvingTemporary Resolution #7355 on the March 27 City Commission agenda. Discussion followed on a sweep of the City to find non - licensed businesses. 3. Lobbyist City Manager Noe advised that RFP 96-3 was ready to be reviewed and requested Commission input by 5:00 p.m. on Wednesday, March 13. 4. Miscellaneous Comm. Schreiber questioned the status of the City Manager's evaluation, H.I.P.'s certification and the Ambulance Committee's request to have a joint meeting with the Commission. Mayor Abramowitz said he would send a memo to the Committee informing them of the status of negotiations regarding Emergency Medical Services. Mr. Noe said H.I.P. was still not certified but employees with PPO and Point of Service were not being charged more. Comm. Mishkin questioned the status of the Sports Complex and revenue bonds. Mr. Noe referred to Carr Smith's Master Landscape Plan pertaining to the Sports Complex and a schedule regarding the revenue bonds discussed several Workshop's ago and Staff requested a change of financial advisors. McKaye left at 10:45 a.m. LJ City Commission Workshop 3/11 /96 Page 3 Mr. Noe advised that Ms. McDermott was involved with the Chamber of Commerce who was preparing a book with a portion devoted to Tamarac. He said the City's share would be $4,600. and recommended the book as a good economic tool. With no further business, Mayor Abramowitz adjourned the workshop at 10:50 a.m. Carol A.
