HomeMy WebLinkAbout1996-03-25 - City Commission Workshop Meeting Minutes1 � CITY OF TAMARAC CITY COMMISSION WORKSHOP MONDAY, MARCH 25, 1996 CALL, TQ_QRQER: Mayor Abramowitz called the Workshop to order on Monday, March 25, 1996, at 9:30 A.M. in Conference Room #1, 7525 Northwest 88th Avenue, Tamarac, Florida. PRESENT: Mayor Norman Abramowitz Vice Mayor Sharon Machek CommissionerJohn E. McKaye Commissioner Larry Mishkin ABSENT AND EXCUSED Commissioner Joseph Schreiber ALSO PIRE�$UNT: Robert S. Noe, Jr., City Manager Mitchell S. Kraft, City Attorney Dina M. McDermott, Assistant City Manager Jim Budzinski, Fire Chief Raj Verma, Public Works Director Stanley Hawthorne, Finance Director Jeffrey L. Miller, Director of Community Development Ed Doyle, Parks and Recreation Operations Manager Phyllis Polikoff, Office Specialist Tape 1 City Manager Noe recommended that Item 4, Code Enforcement Update, be deferred because Stan Morris, Code Enforcement Supervisor, was not present. 1. Mid Year Budget Mr. Noe particularly referenced Emergency Medical Services, the Fire Department's request regarding Firefighter/ Paramedics, shift supervisors and ambulances and discussion followed regarding Lifefleet and Medics Ambulances, Broward County and emergency units at each Fire Station. Chief Budzinski commented on municipalities having shift supervisors, State regulations City Commission Workshop Meeting 3/25/96 Page 2 pertaining to Emergency Medical Services, Broward County's cost to transport and a subscriber cost for transporting. Tape 2 Mr. Noe recommended hiring the firefighter/paramedics and shift supervisors and giving authorization to order the ambulances. Mayor Abramowitz suggested waiting until March 29 regarding funds to obtain the ambulances and discussion continued on fire apparatus and types of emergency runs. Tape 3 Discussion followed on replacing a fire truck purchased in 1979 and Mayor Abramowitz requested a recess at 10:45 A.M. The Workshop reconvened at 10:55 A.M. with everyone in attendance. Chief Budzinski referred to lease/purchase and piggy -backing with regard to replacing the fire truck. Mr. Noe referred to the roller hockey rink and discussion followed on the turn lane, additional parking and lighting. Richard Cabrera of Carr Smith explained the project and Ed Doyle commented on the practice fields. Discussion followed on eliminating the turn lane, exiting from the Sports Complex, traffic on Nob Hill Road and Northwest 77 Street, reducing the size of the parking lot, median cuts, an additional restroom facility and landscaping. Tape 4 Discussion continued on the turn lane, lighting at the complex and parking lot, activities at the Sports Complex and Mayor Abramowitz recommended eliminating the turn lane, reducing the size of the parking lot and lighting. Mr. Noe recommended approving the Firefighter/Paramedics and ordering three ambulances, hiring a part-time Mechanical Inspector, temporary Recreation Leaders, a Budget Management Analyst, an Economic Development Director and a permanent part-time Office Specialist in Risk Management and replacing the roof at the Multi - Purpose Center. He also recommended eliminating the turn lane and reducing the size of the parking lot. u City Commission Workshop Meeting 3/25/96 Page 3 5. Veterans Memorial Project Dina McDermott said the project would cost over $19,000, FP&L and sewer lines were impacted, $4,800 was collected by the Veterans Affairs Committee, the pavilion, walking path, activities at the park, illuminating the flags and flagpoles, landscaping and benches. Tape 5 Discussion continued on irrigation regarding the trees, the City and the Veterans Affairs Committee as partners, Veterans Park as a passive park, closing the Park at night to prevent vandalism and paving materials. V/M Machek suggested using seats from the Amphitheater and Mayor Abramowitz suggested going ahead but refining the cost and Ms. McDermott suggested that the trees be purchased and designated as Memorial trees. Mayor Abramowitz requested Code Enforcement examine a wall on Pine Island Road and Northwest 81 Street marked with graffiti. 3. Master Plan Tamarac Sports Complex Jeff Miller stated a Committee advised that the Sports Complex was ideally located and covered picnic tables could be placed at several sites. Discussion followed on beautification and aesthetics at the Sports Complex, installing a portable restroom, right and left hand turn lanes and Lennar regarding beautification. Editors Note: Comm. Mishkin left at 12:30 P.M. 6. Miscellaneous Mayor Abramowitz requested Code Enforcement's weekend officer look into vehicles with "For sale" signs on Pine Island Road adjacent to Fire Station #1 and Jiffy Lube's roof signs. Mr. Miller mentioned rental trucks at the Texaco Station on University Drive and McNab Road and that Code Enforcement already issued violations. 1 City Commission Workshop Meeting 3/25/96 Page 4 2. Investment Policy Mr. Noe referenced the existing policy and said Grant Thornton, Auditors, suggested it be revised and Stanley Hawthorne concurred.
