TUESDAY, APRIL 13, 1993
Qyy TO ORDZR: Mayor Bender called this meeting to order on
Tuesday, April 13, 1993 at 9:00 a.m, in the Conference Room #1 of
City Hall.

1. DISCUSSION regarding single family garbage proposals.
Mr. Kelly said at the meeting of April 9, 1993, Council directed
him to meet with the respective haulers and to bring to Council a
single family garbage proposal for consideration. He said he also
met with Mayor Lieberman of Lauderhill regarding her approach to
this proposal.
Mr. Kelly said he requested proposals for 1 can, 2 times per week,
plus bags for supplementing this system and also unlimited pickup.
He referred to his memo dated April 12, 1993 regarding these
proposals.
Mr. Kelly said All Service Refuse has the lowest price of $8.97
per month per unit for 1 can, 2 times per week and $.63 for each
additional bag. He said their alternative proposal of 2 cans, 2
times per week at $9.30 is a better price.
Mr. Kelly said County Waste has the lowest price on the unlimited
service at $10.71 and has proposed that the tipping fee increase
be tied to the actual tonnage per year per home, which could also
be advantageous to the City. He reviewed his memo of April 12,
1993. (See Attachment 1)
Mr. Kelly recommended that Council authorize him to negotiate a
final contract with All Service Refuse for single family
sanitation service for the City and to submit the contract to
Council for final approval as soon as possible. He said the
proposal of 2 cans, 2 times per week at $9.30, plus bags at $.63
appears to be the most advantageous option for the City.
C/M Schreiber referred to the All Service proposal where they
indicated some additional options (See Attachment 2). He asked if
the other bidders also have these additional conditions. He said
these are advantages which should be expressed.
Mr. Kelly said a number of the haulers madam the-same'-p-roposal.
C/M Schreiber asked if the residents will have -a opt on to choose
what type of service they will receive and- Mr. -Kg#y said Council
will need to approve one type of service.

C/M Abramowitz said he spoke with Jo Wright, an activist within
the City of Tamarac, who expressed her concerns regarding the
garbage removal. He said there are many seniors who need a limited
number of bags which could save them money. He asked if there will
be normal bulk pickups and Mr. Kelly said, yes.
C/M Abramowitz asked how long it would take for the bags to be
ready for All Service Refuse.
Harold Carter, representative of All Service Refuse, said it takes
approximately 30 days for the bags to be ready, but because of the
2 cans, 2 times per week, and there will be a very small
percentage of the City which will need more service, generic bags
can be utilized until the official bags are ready, which will
allow All Service to begin service immediately.
C/M Abramowitz asked if the City will receive any assistance in
the educational process to the residents.
Discussion was held regarding education of the users.
C/M Abramowitz said there are many elderly residents who have
indicated that they are not in favor of the bags due to the weight
of the bags after being filled and the ability to carry them out.
C/M Schreiber said the City attempted to generate some competition
by receiving various proposals and recommended that Council move
forward with this recommendation.
Mr. Kelly said if Council agrees to this recommendation, it can be
placed on the regular agenda for Wednesday, April 14, 1993, to
take the action. He recommended that Council authorize him to
enter into negotiations for final contract with All Service Refuse
and to submit that contract to Council for final approval as soon
as possible. He said the recommended proposal is for 2 cans, 2
times per week, at a base price of $9.30 for the two cans and if
additional service is needed, they would be paying $.63 per bag,
but until these bags are in stock, the residents would be allowed
to use generic bags.
Mr. Kelly said this contract will be until December 31, 1994 and
will be mutually renewable and negotiable with the vendor. He said
he is looking for five years of negotiations, but Council must
make that determination.
Mayor Bender said one of the things the City has never had the
opportunity to get is the information as to how much waste is
generated in the City of Tamarac and part of this contract will be
to receive reports on the tonnage.
C/M Abramowitz asked if the escalation of the tipping rate has
been addressed and Mr. Kelly said all of this information is
included in the proposal. Discussion was held regarding the
disposal pass -through and other such information.
C/M Abramowitz requested an Expression of Interest by Council to
direct Mr. Kelly to negotiate with All Service Refuse.

There are two (2) clear cut winners for the City. If we go with the
first variable rate proposal of one (1) can plus bags, ALL SERVICE
has the lowest price at $8.97 per month per unit with .63 per
additional bag. No one else is close. Their alternative of two (2)
cans plus bags at $9.30 per . month ' per unit is even better. '

If we elect to go with the unlimited proposal, County Waste has the
lowest price at $10.71. County Waste has proposed that the tipping
fee increase be tied to the actual tonnage per year per home which
Could also be advantageous to the City.
It's good to have clear cut options. Either way our citizens win.

Positives:
This base price provides opportunity for a homeowner to dispose of
80 lbs. of garbage per week including tree trimmings or nearly 336
Ibs per year. This will be extremely attractive to many of our senior
residents. That potential amount exceeds 4,000 Ibs or two (2) tons
per unit. That is a lot of garbage! The Tamarac single family
average may well be less than 30 Ibs per week or 126 Ibs per, month
or 1512 Ibs per year.

A decrease of nearly 40% for the base price.
- Residents could pay for two (2) additional bags or
ten (10) bags per month and still be under the lowest
proposed cost for unlimited service.

Bags will be necessary for some of our residents.
- It will take longer to implement this program because
the bags need to be ordered and delivered.
Usual concerns about illegal dumping.
Some confusion in marketing and some inconvenience
for those who will need bags.
A base rate reduction,of 27.6%.
Allow 16.8 cans per month.
Provides potential of 160 Ibs per week or 672 Ibs
per month or 8064 Ibs per year. That's more than
4 tons per unit!
- With recycling, very few of our residents will
need to buy bags.
It will take longer to implement.
Usual concerns about illegal dumping.
Some confusion in marketing and some inconvenience
for those who will need bags.
Please review the attached proposals. There are some factors you
should consider that I have not provided in this summary.
In summary, I am pleased to report that we have extremely good
options. The proposals by All Service and County Waste are
extremely attractive. Either company is a good choice for the City
of Tamarac.
Based on options available to. us, 1 am recommending that the City
Council authorize me to negotiate a final contract with All Service
Refuse for single family sanitation service for the City of Tamarac
and to submit that contract for Council approval as soon as possible.
I believe the 2 can 2 x per week at $9.30 per month plus bags at 63
cents is the most advantageous option for the City.

CONTRACTOR BILLING, QUARTERLY in advance.
OPTION A:
The bag system as -bid in the prior RFP. Term, are the same for
disposal pass thru as specified by the CITY.
CITY LOGO BAGS: 20 gallon bag - $ 1.24 each
CITY LOGO BAGS: 30 gallon bag - $ 1.74 each
CITY LOGO BAG: or

OPTION B:
ONE CAN TWO TIMES A WEEK COLLECTION:
$ 8.97 per month per unit
or
TWO CANS TWO TIMES A WEEK COLLECTION:
$ 9.30 per month per unit
Customer may use 33 gallon, can(s) or smaller. Customer may use
generic bags in place Of cans. ( 33 gallon size or smaller )
Customer will tie branches in bundles.
Total weight of each can, bag, or bundle shall not exceed 40 lbs.
Twice a week price includes two cans or two generic bags or two
tied bundles or any combination of cans, bags,or bundles not to
exceed two in number bn any pick up day.
A CITY LOGO BAG may be provided at the request of the CITY for
customers that may need more than the above limits. These bags
could be purchased at the local grocery store for $ .63 per 30
gallon bag sold in a quantity of 20 per box,,
The disposal pass thru for each 30 gallon CITY LOGO BAG would be
the same as in the prior RFP.
This option would require the mandatary recycling of ONP, UBC,
and FLINT as in the present recycling program for single family

OPTION D:
Twice a week collection of garbage and trash from single family
homes with no limit to the number of cans, generic bags,
bundles collected on each pickup day. or tied
$ 11.03 per month per unit
This option would require the mandatory recycling of ONP, UBC,
and FLINT as in the present recycling program for single family
homes in TAMARAC.
ADDITIONAL INFORMATION:
Side door service for handicapped households would be provided at
no additional charge.
Side door service for 7Sections of Tamarac that request such
service will be provided. Billing would be to the Section
Association quarterly in advance at a rate of $2.30 per unit per
month.
A one month vacation credit will be given to any unit that is
vacant for one month or longer.
If the CITY LOGO BAG system is chosen, a one year option period
could be provided. At the end of the option period, the City
could choose which other type of service they wish to provide to
the residents.
If there is some other service that the City wishes to provide to
its residents, All Service would be happy to do so at mutually
agreed upon terms and conditions.
The prices quoted are good for any length of time from one year
to 10 years in length.
ALL SERVICE REFUSE COMPANY, INC. is prepared to begin providing
service to the CITY of TAMARAC upon the sighing of a contract and
within ten days notice to proceed.
